Byrd } Commissioners : James Adams r Howard Hirsch j Charles McFlyea City Clerk : Wanda Mullikin City Attorney: Frank Adler Police Chief: Rudolf Riqo Building official : Paul Maxwell The Workshop meeting was called to order by Mayor Cook . * At this time, Mayor Cook announced that agenda item d . ] would not he addressed at this meeting . 1 . DISCUSSION 1 . 1 Discussion of Possible solution to rezoning request by Fay M. Wishart. to rezone property located at 222 SW 2nd Terrace from PD6000 ( Duplex) to C-2 ( ('ommercial ) . $, Clarke Walden, Attorney representing the rezoning petitioner, explained that the Property in question was originally zoned w- C-2 , later rezoned RD6000 , and actually cannot accommodate duplex building . He suggested a compromise be made in answer to neighbors' objections to locating a convenience food store on the property, offering that the property owner declare an irrevocable covenant restricting the business usage . Buil.dinI Official Maxwell suggested the possibility of RSO zoning, which is a residential/sinqle family/office type district , along with the proposed irrevocable covenant . Mr. 1 Walden pointed out that RSO zoning is unsatisfactory because it contains the same setback requirements as RD6000 , rendering the Property unusable without a variance, and stated that the irrevocable covenant would achieve the same husiness restriction goal . City Attorney Adler attested to the legality of an irrevocable covenant and advised that it can he enforced by the rode Enforcement Board. [•+r. Walden polled the Commissioners for expression regarding the proposed compromise and received differing responses , Commissioner Hirsch in favor, Commissioners Adams and McFlyea not in favor, and mayor Cook and Vice-Mayor Byrd reserving comment . 1 .2 Discussion of ordinance amending Police and Fire Pension Plan. Steve Palmquist , of. Kruse , O' Connor & Ling , described the ; ordinance , outlining the proposed changes to the Police and j Fire Pension Plan . He explainer] that the increases in cost for f the proposed changes are to he: carried by the policemen and firemen in the pension fund by a 1% increase in their contributions , fir. Palmquist apologized for the oversight of not including the repayment provisions in the body of the ordinance and stated that the proposed ordinance will he l amended to include those provisions before final adoption. L Workshop Meeting ] June 5 , 1985 1 .3 ordinance regarding Impact Fees . (City Attorney Adler) City Attorney Adler described the Interim Genera] Services Fees and the Fire Public Safety Facilities Fees currently being charged by ordinance by the City of Dunedin. He presented drafts of ordinances formatted after those of the City of Dunedin and said that Dunedin is also working on a similar impact fee plan for expanding police facilities . During discussion, Mayor Cook requested that the City Clerk obtain a copy of the Pembroke Pines impact fee or finance . 1 .4 Resolution regarding moratorium on Mobile Home Parks. (City Attorney Adler) This item was removed from the agenda as the City Attorney has not yet completed Preparation of the resolution. Discussion by Commission and Planning and Zoning Board ; 1 .5 Discussion of Airport Rezoning . (City and Industrial Development) Sam Calandra , Chairman of the Planning and Zoning Board, explained that the P&Z, Board and the City Planner joined the Commission in workshop for the purpose of discussing a new rezoning Proposal for when [IS-1 is extended east of the airport . City Planner, Larry Leeds outlined the details of a draft of a recommended rezoning ordinance to create an IRO district , including sign regulations and city-wide parking regulations . �. The proposed IRO district was described as the area generally located north of the Dania Cut-Off Canal and east of New US-] . The Commissioners , P&Z, Board members and several citizens discussed the ordinance in detail contributing input regarding fr.eo-standing restaurants, auto services , percentage of qround cover, permitted and special exception use, , etc . The proposed city-wide parking regulations as relating to mixed-use facilities were also discussed in detail .
