THERE WILL BE A SPECIAL MEETING OF THE DANIA CITY COMMISSION ON MONDAY, MARCH 4 , 1985 , IN THE CONFERENCE ROOM AT DANIA CITY HALL. i DISCUSSION ON PLANS OF BROWARD COUNTY TO UTILIZE THE HOWARD JOHNSON' S IN DANIA AS A JAIL FACILITY. i i 4 fy r f 1 , i i I t • 1 i i I I i I 1 I i MINUTES DANIA CITY COMMISSION SPECIAL MEETING i MARCH 4 , 1985 I ROLL CALL: Present; Mayor: Chester A. Byrd Vice Mayor: John Bertino Commissioner: James Adams Jean Cook City Attorney: Frank Adler City Manager: Richard Marant City Clerk : Wanda Mullikin Absent: Commissioner: Robert Donly 1 . Mayor Byrd introduced County Administrator Floyd Johnson who outlined the proposed usage of Howard Johnson ' s Motel as a jail ' facility. He explained that this would only be a temporary facility and will close when the new County jail opens . This is scheduled for July 1 , 1985 . A temporary site must be determined by March 18 . The County is considering several other sites , but is seeking the Dania location for the following reasons: 1 . It can house up to a maximum of 262 inmates. ,T• J 2 • It can allow the flexibility of separating categories of f inmates by floors and is equipped with the proper plumbing facilities. j 3. The County will own the facility. 4 . It is scheduled for demolition. 5. Proper security can be provided . 6. It is a temporary facility and can be occupied quickly. Sheriff Navarro also discussed the type of inmates to be housed in the proposed facility and reassured the Commission that they intend to provide adequate security. Mr. Marant asked for direction from the Commission & suggested that , if the County is allowed to operate the proposed facility, a our Police Department be allowed some control over what prisoners are housed there. Building Official Maxwell explained the type of building required I for a jail facility and emphasized the need for the County to i comply with the South Florida Building Code . City Attorney Adler recommended that the County apply for a I variance since that property is not properly zoned to allow use as a jail facility. I Special Meeting 1 March 4 , 1985 i t �1 i j Mayor Byrd directed City Manager Marant and staff to meet with the County Administrator and report back to the Commission within 10 days . Discussion followed with objections by Commissioner Cook and Vice-Mayor Bertino. i A motion was made by Vice Mayor Bertino, seconded by Commissioner Cook to send a letter to the County opposing this type of facility within the City of Dania. After much discussion, the motion failed on the following roll call vote: Commissioner Adams-No Commissioner Cook-Yes Vice-Mayor Bertino-Yes Mayor Byrd-No City Manager Marant stated he would meet with staff and the l County Administrator and submit a recommendation to the Commission at the next regularly scheduled meeting of March 13 , 1985 or sooner if possible. i This Special Commission Meeting was then adjourned . j MAYOR-COMMISSIONERJ CITCLERK-AUDITOR i i t i A j 3 f Special Meeting 2 March 4 , 1985 >e r tag
