Byrd Vice—Mayor : John Bertino Commissioners : James Adams Jean Cook City Manager: Richard Marant City Attorney : Frank Adler City Clerk : Wanda Mullikin i Absent : Commissioner : Robert Donly A motion was made by Vice—Mayor Bertino, seconded by Commissioner Cook to excuse Commissioner Donly due to illness . The motion passed unanimously . i 1 . DISCUSSION 1 . 1 Partial Assignment of Lease Agreement and Lease y Agreement between City of Dania and Harbor Towne, etal . City Manager Marant reported the status of the Marine Conversion Lease, bringing the Commission up to date on the problems faced by David Graham, and describing the i modification of Lease agreement as recommended by the City Attorney, calling for substantial completion in two years . He also explained the request by Marine Conversions to sublease to Tugboat Annie ' s, Inc . for the ,p. dF purpose of obtaining financing for both the new j restaurant and the community center. � I In response to Mayor Byrd ' s expressed concerns with the Lack of performance in the past , David Graham described the progress made on the project to date and said that he is anxious to begin construction as soon as permits can be obtained. After discussion, it was agreed that the modification of Lease agreement and partial assignment of Lease agreement wiLL be placed on the agenda for discussion and possible action at the next regular Commission meeting of October 9, 1984. 1 1 . 2 Discussion of Direction with regard to the report submitted by the Election District Study Committee . f Mayor Byrd described the Resolution by which the Commission appointed the advisory Election District Study Committee. The report of the committee in the form of a resolution was then read by Mayor Byrd. The " report made two recommendations : 1 ) That the City be divided into districts and that the Commission candidates must Live in a specific district and that j they are voted on at Large by the entire City; and 2) That the Commissioners choose a Mayor from among themselves . J 4 } r i- � y1 Afi:�3 Workshop g Meetin 1 September 27, 1984 t t� f 7-1 i j City Manager Marant stated that the report of the committee did not fuLfiLL the charge of addressing the advantages and disadvantages of districting and he called attention to the Letter from Clarke Walden, a member of the committee, which thoroughly outlined the disadvantages of districting in the City of Dania . City Attorney Adler agreed that the committee did not fulfill its appointed charge due to the fact that the j reasons for the recommendations were omitted from the f report . t During discussion, comments in opposition to districting i included : the City is too small to district at this time; have had representation from all parts of the City; condos are not a threat because they contain many different groups and have not presented block voting; and citizen feedback indicates the belief that each elected official will be concerned only for the citizens of his/her own district . Comments in favor of districting included : the need to guarantee equal representation; westward expansion bringing additional factors to be considered; at Large voting offsetting parochial attitudes; and as the change to districting ! must be a referendum vote, by the time a problem is at hand it may be too late to do something about it . Mayor Byrd commented on the importance of assuring that the influence of the citizens on their elected officials is not diluted . ti It was generally agreed that the Election District Study Committee would be recalled for further study and submission of a complete report with all deliberate speed. The item will be placed on the agenda for the next regular Commission meeting of October 9, 1984. i 1 . 3 Discussion concerning the Boisey-Waiters Social Service Center . i City Manager Marant reported that after meeting with a delegation of citizens concerned about the County' s withdrawal of support from the Boisey-Waiters Social Service Center, he recommends declaring the present facility located off Stirling Road surplus, converting that asset into cash, and then rebuilding a multi-purpose facility somewhere in the ModeLLo Park area . After discussion of the recommendation, City Manager Marant said he would check into the possibility of separating the buildings from the gun range as well as j the feasibility of physically moving the buildings . The matter of County vs . Municipal responsibility for social services was debated. 1 . 4 Discussion concerning Dania Beach Access to and from the Beach . City Manager Marant commented on the Carrousel Corp . facility being built at Dania Beach and suggested the I City, as a joint participant, undertake the ingress and egress phase (Phase II ) which involves the D. O. T. and a City road . He advised the Commissioners of the estimated cost of the project and suggested going to bid 1 on the Phase II project at the Beach . It was agreed to place the request to go to bid on the J agenda for the next regular Commission meeting of October 9, 1984.
