HomeMy WebLinkAboutR-1979-301 f RESOLUTION NO. 301 A RESOLUTION DEFINING "FIDELCO RESIDENTIAL LANDS IN DANIA, BROWARD COUNTY, FLORIDA" ; AND FURTHER DEFINING "FIDELCO COPMIERCIAL LANDS IN DANIA, BROWARD COUNTY, FLORIDA" ; AND APPROVING THE SITE DEVELOPMENT PLAN SUBMITTED BY GEE & JENSON ENGINEERS- ARCHITECTS-PLANNERS, INC., ON BEIIALF OF FIDELCO GROWTH INVESTORS CONCERNING THE FIDELCO RESIDENTIAL LANDS IN DANIA, BROWARD COUNTY, FLORIDA; AND GRANTING A VARIANCE OR SPECIAL EXCEPTION PERMIT PROVIDING THAP THE MULTI-FAMILY RESIDENT- IAL BUILDINGS MAY BE CONSTRUCTED TO A HEIGHT NOT TO EXCEED 164 FEET AND GRANTING A VARIANCE OR SPECIAL EXCEPTION PERMIT TO PROVIDE THAT THE PARKING RATIO AS TO THE FIDELCO RESIDENTIAL LANDS IN DANIA, BROWARD COUNTY, FLORIDA, SHALL BE ONE AND ONE- HALF PARKING SPACES PER RESIDENTIAL UNIT; AND APPROVING AND ACCEPTING A LETTER (AND EXHIBITS) ATTACHED TO THE RESOLUTION AND DATED NOVEMBER 22, 1978, FROM GEE & JENSON ENGINEERS-ARCHITECTS-PLANNERS, INC. TO CLARKE WALDEN; AND APPROVING BOTH PLAN "A" AND PLAN "B" AS SET FORTH IN SAID LETTER ,Ak DATED NOVEMBER 22, 1978, AND GIVING THE OWNERS THE OPTION TO ELECT WHICH PLAN SHALL BE FOLLOWED BUT PLACING A MAXIMUM OF 1, 020 a RESIDENTIAL UNITS TO BE CONSTRUCTED ON THE FIDELCO LANDS IN DANIA, BROWARD COUNTY, FLORIDA; AND PROVIDING THAT ALL RESOLUTIONS, OR PARTS OF RESOLUTIONS, IN CONFLICT HERE- WITH ARE HEREBY REPEALED TO THE EXTENT OF SUCH CONFLICT; AND PROVIDING THAT THIS RE- SOLUTION SHALL BE IN FORCE AND TAKE EFFECT IMMEDIATELY UPON ITS PASSAGE AND ADOPTION BE IT RESOLVED BY THE CITY COMMISSION OF CITY OF DANIA, FLORIDA: Section 1. That the site development plan submitted by Gee & Jenson Engieers-Architects-Planners, Inc. , on behalf of Fidelco Growth Investors, a real estate investment trust, at the planning and zoning board of the City of Dania, Florida, on Janaury 2, 1 1979, and further presented to the city commission of the City of Dania, Florida, on January 9, 1979 , and on January 23, 1979, is hereby accepted and approved by City of Dania, as to the Fidelco residential lands in Dania, Broward County, Florida only. By this resolution, City of Dania makes no findings and gives no approval as to any part of the said site development plan concerning the Fidelco commercial lands in Dania, Broward County, Florida. Section 4 . That as to the Fidelco residential lands in Dania, Broward County, Florida, which have been rezoned to R-M (2) zoning classification under ordinance no. 100 of City of Dania, Florida, as amended, with such zoning classification permitting the construction of multi-family residential units to a maximum density of 17 units per acre, City of Dania hereby grants a var- iance permit or special exception permit to provide that any multi- ; family apartment buildings shown on the aforesaid site development plan may be constructed to a height not to exceed 164 feet. Further, as to the Fidelco residential lands in Dania, Broward -3- r 7 County, Florida, a variance permit or special exception permit is hereby granted by City of Dania to provide that only one and one- half parking spaces per apartment unit shall be required rather than the ratio (as provided by ordinance no. 100) of two parking spaces per apartment unit. That is, at such time as construction Of multi-family residential apartment units commences, the build- ing official shall require that provision be made for only one and one-half parking spaces for each apartment unit or for each independent residential living unit. i Section 5. That attached hereto and made a part hereof is a letter (and exhibits thereto) dated November 22, 1978, from Gee & Jenson Engineers-Architects-Planners, Inc. , to Clarke Walden with such letter (and exhibits) having been previously filed with the planning and zoning board and the city commission. City of Dania i does hereby approve the percentage allocation of land uses, state- ment of densitites, number of buildings and other information presented in such letter, Specifically, City of Dania approves ' both plan "A" and plan "B" as shown in said letter dated November 22, 1978, and the owner of the Fidelco residential lands in Dania, Broward County, Florida shall have the option of electing to follow either plan "A" or plan "B" as it proceeds with any construction. "* However, in all events, the maximum number of residential living units which may be constructed on the Fidelco residential lands in Dania, Broward County, Florida shall not exceed 1,020 units as to said lands which are in Dania, Broward County, Florida. Section 6 . That all resolutions, or parts of resolutions , in conflict herewith are hereby repealed to the extent of such con- flict. i Section 7. That this resolution shall be in force and take effect immediately upon its passage and adoption. I PASSED and ADOPTED this 23rd day of January, 1979 . Following our discussions of last Monday, we are enclosing twenty-one (21) copies of the site plan with the municipal boundaries shown boldly, also the separation between the pro- posed residential and commercial use of the land. One copy of this plan is for your own use and has added in- formation in the form of the number of stories and units per building. For the purpose of keeping the number of units with twelve (12) units per acre in the City of Hollywood sec- tor, this particular building will have. 180 units. (See attach- ed schedule) All buildings are proposed to have parking within the ground story in order to lessen the asphalt paving areas externally of the buildings, and to provide closer access from the park- ing areas to the building entries. An extract of our report is also attached which should assist you in the personal letters you are sending out. In regard to this, we would appreciate receiving copies of such letters. The project must relate to the low topography, and also provide enough housing units to justify developing the land. Low-rise or mid-rise construction would require use of too much of the land, excessive filling, and prohibitive infra- structure costs. The number of dwelling units in such a plan would not justify the costs. � - An alternative to this approach is the construction of a good quality, well landscaped high-rise development. The build— ings would be designed with a variety of unit sizes, each building oriented on the site to enjoy an excellent view. The existing landscaping (left from the former amusement park) would be retained and enhanced with additional work. A nine-hole golf course would wind through the northern and eastern sides of the tract, -and the waterways would be equip- ped with pleasant adjoining landscaping. Thus, units closer to the ground would provide views of the water, golf course and plantings. Upper floors would provide views of the Intra- coastal Waterway and the ocean to the east, or the project's park-like setting in other directions. The ground levels of the buildings would serve as parking along with the lots near the road. Thus, the lowest habit- able floor level would be at the second floor, at least 8.0 feet above mean sea level, as specified by the Flood Insurance Administration. The structures would be accessible by attractive entrances from the landscaped central boulevard. The maximum elevations of buildings would be 1G0. 0 feet MSL, which is with- in the Fort Lauderdale Airport threshold zone height require- ments. A future phase of the development would be a community commercial site on Sheridan Boulevard, on approximately G. 8 acres . This site would utilize the same landscaping and architectural themes as the residential development, and could provide approx— imately 80,000 square feet of space. The following general pattern of land uses is proposed in the design concept.
