A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
APPROVING THAT CERTAIN CLEAN FLORIDA
COMMISSION LITTER PREVENTION GRANT
APPLICATION; AND DIRECTING THE APPROPRIATE
CITY OFFICIALS TO EXECUTE SAID GRANT
APPLICATIO11 ; AND PROVIDING FOR AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA:
Section 1. That that certain Clean Florida Commission
Litter Prevention Grant Application, a copy of which is attached
,. hereto as Exhibit "A" , be and the same is hereby approved , and the
jappropriate city officials are hereby directed to execute same. (((
Section 2. That this resolution shall be in force and take
effect immediately upon its passage and adoption.

The City of Dania hereby applies for a $25,000 Litter
{ < < S Prevention Grant as discussed with you at the Florida League
s,i r31 •,�rl ' of Cities annual convention.
f The City has recently begun a litter prevention awareness
i , program winning Broward County' s 1990 District Beautification
Award for work completed on Dania Beach this year.
More recently, the City painted a bridge ( see photo) to create
a beautiful streetscope scene. With this grant, we will
continue our beautification efforts working with volunteer Jim
Weinberg (see letters enclosed) .
j The $25,000 grant will be used to purchase the enclosed list
' of items in an effort to further the "Clean Florida" concept
put forth by your Commission.
By Resolution 101-90, attached, the City of Dania supports
this program and forwards our application by Federal Express
to meet your November 1, 1990, deadline.

A. Background Information:
1. List and describe all current litter studies and plans conducted by the applicant or within the jurisdiction
of the applicant.
2. Describe all existing litter programs conducted by the applicant or within the jurisdiction of the applicant.
3. Describe all public/private cooperation efforts at litter prevention and control.
4. Describe current litter condition of the geographical area to be covered by the grant,

B. Proposed Program:
1. Narrative description of the proposed program.
2. Goals and objectives of the proposed program.
3. Tasks to be accomplished including a timetable for completion.

C. Program Budget:
Prepare a program budget which includes the following elements:
1. Total program costs by category (e.g., personnel, contract services, equipment rental, etc.) Be as specific

2. Allocation of program cost by funding source (e.g., local share, state share, other funding sources).
3. It should be clearly understood that funding under this grant requires a dollar fordollar match.Commitment
from matching source must be documented prior to receiving grant funding.

A. BACKGROUND INFORMATION
1 . Information has been collected by the divisions of Public
Works and Code Enforcement concerning trash and illegal
dumping to identify areas of critical concern and target
educational efforts.
2. City has enacted several ordinances concerning trash and
dumping. These ordinances regulate when, where and how
much trash can be placed for pick up by the city crews.
City employs an eight person trash crew to pick up trash
on a full-time basis. Lawn crews also devote 20% of their
effort to litter clean up along main thoroughfares in the
city including U.S. 1 , Griffin Road , Stirling Road and
Dania Beach Boulevard (State Road A-1-A) . City employs
three part-time persons to control litter at park and
beach facilities.
City has also established a cooperative relationship with
the Broward Sheriff' s Office to utilize county prisoners
for periodic sweeps of the city for additional trash
elimination.
3. City works with residents and local business concerns
through the Code Enforcement Division to seek compliance
with city codes regulating property standards which
include litter, placement and maintenance of dumpsters and
other trash recepticles and landscaping .
City has cooperated in the numerous waterway and beach
.,, clean-up efforts sponsored by private/volunteer groups.
City has entered into a long term agreement with Reuter
Industries to process and recycle garbage. Processing
plant planned for opening in 1991 . Recycling items
include aluminum, paper glass and plastics.
4. City has an ongoing problem with litter, trash and illegal
dumping throughout the city. This problem is especially
acute in the central business district and within certain
neighborhoods in the community which are characterized by
poorer economic conditions.

B. PROPOSED PROGRAM
1. The City of Dania proposes a multifaceted program to
directly address the litter problem through distribution
of educational material through schools , civic and
business organizations and , secondly, by making available
additional appropriate waste recepticles in problem areas.
The third aspect of the proram is to enhance the physical
appearance of problem areas through decorative banners and
plants which will create a more aesthetically pleasing
environment. Some banners will include an anti-litter
campaign message. This component, together with
education, will build community pride in local
neighborhoods and business districts thereby inspiring
civic activism regarding litter control and property
maintenance in general .
2. GOAL 1 STRENGTHEN CITIZEN INVOLVEMENT IN THE DEVELOPMENT
AND IMPLEMENTATION OF A LITTER/TRASH CONTROL EDUCATIONAL
PROGRAM.
Objective 1-A: Work toward increasing the participation
of residents businesses and property owners in the
implementation process.
0Ob, ctive 1-B: Develop an on-going committee or task
orce to assist in the development of plans and
implementation.
Objective 1-C: Organize volunteer efforts for litter
pick-up events.
GOAL 2 ESTABLISH A COMMUNITY EDUCATION PROGRAM TO RAISE
COMMUNITY CONSCIOUSNESS OF THE LITTER/TRASH PROBLEM.
Objective 2-A: . Develop and/or acquire anti-litter
brochures, pamphlets , posters, video and slide shows.
Objective 2-B: Identify recipient groups for educational
material and presentations.
Objective 2-C: Form a speakers' bureau to take the litter
control program to organizations throughout the city.
GOAL 3 BEAUTIFY THE PHYSICAL ENVIRONMENT AND PROVIDE FOR
ADEQUATE LANDSCAPE IMPROVEMENTS AND SITE AMENITIES.
Objective 3-A: Place plants with flowers/shrubs at
strategic locations in the commercial districts.
Objective 3-B: Place appropriate waste recepticles as
needed to reduce litter.
Objective 3-C• Place decorative banners on light poles
along major commercial thoroughfares.
Objective 3-D• Enact a dumpster enclosure ordinance to
reduce litter from commercial dumpsters that is blown into
open areas.
Objective 3-E Encourage landscaping of street
rights-of-way where appropriate and within applicable
state and local regulations.
Objective 3-F• Encourage improved maintenance of vacant
and other open spaces.
GOAL 4 STRENGTHEN INTERDEPARTMENTAL AND INTERGOVERNMENTAL
COOPERATION TO EFFECTIVELY MEET LITTER CONTROL ENFORCEMENT
AND IMPLEMENTATIONS.

Code Enforcement Division and Public Works Division
regarding problem properties/areas .

4. Without funding through the Clean Florida Commission the city
