A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF DANIA AND BROWARD COUNTY REGARDING
PROJECT-"IMPAC" ; AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA:
Section 1 . That that certain Memorandum of Understanding
between the City of Dania and Broward County, Florida, regarding
Project-" IMPAC" a copy of which is annexed hereto and made a part
hereof as Exhibit "A" , be and the same is hereby approved and the
appropriate city officials are directed to execute same .
Section 2 . That this resolution shall be in force and take
effect immediately upon its passage and adoption.

MEMORANDUM OF UNDERSTANDING
BETWEEN
BROWARD COUNTY
AND
City of Dania

W I T N E S S E T H
WHEREAS, THE BROWARD COUNTY COMMUNITY DEVELOPMENT
DIVISION has initiated a program in the City of Dania referred to
as "Project-IMPAC, " which intends to address substandard housing
conditions, eliminate and prevent slum and blight and provide
basic infrastructure improvements within designated areas of the
City; and
WHEREAS, the Board of County Commissioners approved the
Annual Plan of the Community Development Division which included
the allocation of funds for "Project-IMPAC" to certain areas
within Broward County; and
WHEREAS, THE CITY OF Dania is a municipal corporation
located in Broward County that has demonstrated a desire to
address substandard housing conditions and neighborhood decay in
their municipal jurisdiction and has further demonstrated an
interest in developing a partnership with Broward County to
eliminate said slum and blight and provide housing opportunities
to their citizens.
EXHIBIT "A"
NOW,THEREFORE, be it resolved that the City of Dania
hereby affirms that it understands and agrees to the stated
provisions and conditions relative to participating in "Project-
IMPAC. "
Based on the annual plan adopted by the Board of
County Commissioners and as outlined in the prospectus prepared
by the Community Development Division of Broward County, the
process of implementing "Project-IMPAC" shall be as follows:
Section I
1. The Broward County Community Development Division Office of
Housing Development agrees to concentrate marketing efforts in
the designated areas to advise and counsel homeowners on
housing programs and opportunities available to them.
�+ 2. The Broward County Community Development Division, Office of
Housing Development plans to provide low interest loans to
eligible homeowners to substantially rehabilitate their
dwelling to bring the unit into compliance with the Broward
County Minimum Housing Code.
3. The Broward County Community Development Division, Office of
Housing Development will provide reasonable relocation
assistance to homeowners whose homes are in such condition
that substantial rehabilitation is not feasible. Assistance
n . will be in the form of temporary relocation, demolition of the
existing structure and through a benefit payment, construct a
new dwelling.
4. The Broward County Community Development Division, Office of
Housing Development will coordinate all its existing and
planned programs within the designed IMPAC area to improve the
living conditions of persons residing in that area in an
effort to reverse the deterioration that the neighborhoods are
now experiencing.
5. The Broward County Community Development Division will provide
funds up to the stated amount outlined below for infra-
structure improvements, provided that the City provides a cash
or in-kind match proportional to the amount provided by the
County, if applicable
6. The Broward County Community Development Division plans to
expend, at a minimum, the amounts further set forth below for
housing-related activities, subject to the availability of
funds .

Section II
1. The City of Dania agrees to provide assistance from the
various municipal departments such as Building and Zoning,
Planning, Growth Management, Legal and others in support of
the Project and shall provide needed expertise to carry out
assigned tasks .
2. The City of Dania agrees to provide assistance to expedite
matters pertaining to variances, building permits, demolition
permits, neighborhood standard reviews, etc. , in an effort to
implement programs and projects in a timely manner to avoid
hardships that homeowners might encounter.
3. The City of Dania to waive any and all fees related to
variances, building permits, demolition permits, impact fees
and other such fees to the extent allowable within relevant
codes and ordinances to lower the cost of service delivery
and the total amount of such fees will be used as the local
cash or in-kind match for block grant funds . Acreage fees
for water/sewer charges and sewer service charges will not be
waived and is required on all new construction dwellings.

In order to provide concentrated housing rehabilitation and other
redevelopment activities to include demolition, acquisition and
infrastructure improvement in designated Impac Areas, emphasis
will be placed on the above Project IMPAC boundaries, Phase 1
and 2 .

PROSPECTUS
' IMPROVEMENT PROGRAMS FOR ALTERNATIVE COMMUNITIES
THE PROGRAM
Today, urban neighborhood residents .are demanding a choice or an
alternative to existing neighborhood conditions including
deteriorating and substandard housing, blighting influences,
vacant overgrown lots and the unavailability of housing
opportunities in their neighborhoods.
The Broward County Community Development Division has adopted the
following as it's prima2Y goal to provide this "alternative":
"To upgrade the Cavnty's well recognized blighted lower
income areas into Self-sustaining communities by reversing
the process of decline through on-going concentrated programs
of substantial physical improvements to provide for
comprehensive neighborhood revitalization."
In an effort to address and meet this vigorous goal, resources
were identified, geographic boundries were agreed upon and Project
- "IMPAC" was conceptualized,and developed.
Project "IMPAC", Improvement Programs for Alternative Communities,
is a comprehensive and sustained effort based on a partnership
involving area residents, private enterprise and government in a
continuing process of identifying and resolving the physical,
social, and economic problems of a community that leads to the
revitalization, conservation or improvement of physical and
economic assets of a community and the preservation of it's sense
of identity.
Project - "IMPAC", is a multi-fatted approach to stablizing and
revitalizing older urban neighborhoods in Broward County.
".j Programs and projects administered by the Community Development
Division as well as other agencies and organizations are assembled
and concentrated to address substandard conditions in declining
and distressed neighborhoods.
In developing and designing Project - "IMPACT", various programs
and activities are concentrated in small, precise geographic areas
where they will have the greatest impact in the shortest time
possible. By directing resources and (funds) into a compact area
increases the level of impact on that area by increasing the
proportion of residents served. In addition, improvements in
small neighborhoods become visable sooner; a most important factor
for maintaining community support and enthusiasm for the program.
Project - "IMPAC", is a joint effort between participating cities
and the Broward County Community Development Division to
orchestrate a comprehensive approach to reverse neighborhood
deterioration. A few of the programs and activities proposed
include:

1. Single Family Housing Rehabilitation
To conserve the existing housing stock. Funding is
provided to the homeowner through direct grants, lender
loans, direct loans and deferred payment loans.

2. Residential Redevelopment
To address those dwellings whose conditional state does
not make it feasible for rehabilitation, assistance is
available to temporarily relocate households, demolish
the existing structure and through a benefit payment
work with the property owner to construct a new
dwelling.
3. H.Z.P. - Home Imorovement Program
Is a program designed to assist those homeowners whose
home is in relatively good repair but may need limited
exterior re-furbushing.
4. Water-Sewer Prograw
Is a program designed to assist homeowners who have not
connected to public water and sewer facilities.
5. Solar Bank Program
Grants in aid are available to homeowners to install
energy conservation measures including insulation,
weatherstripping, radiant barriers and energy efficient
water heating measures.
6. Rental Rehab Program
Provides assistance to non-owner occupied units or
multi-family structures to address substandard
conditions and neighborhood decline.
° 1. Physical Improvements
In an effort to make project neighborhoods more
attractive both physically and socially, a number of
activities are proposed. Streets will be repaved where
needed, sidewalks constructed, open space neighborhood
parks constructed and other activities that lend
themselves to a realistic and truly comprehensive
approach to neighborhood revitalization.
S. Mortgage Assistance Program
For eligible households mortgage assistance benefits are
available to lower monthly mortgage payments within
affordability of low and moderate income households.
A declining community neighborhood is usually the result of
several factors and cannot be attributed to any one particular
cause. Therefore, projects and programs designed and implemented
to arrest decline and reverse deterioration should not be
considered in isolation from other physical, social and economic
aspects of the community.
For example, housing rehabilitation should not be considered the
total solution to a deteriorated neighborhood but simply as one
element' of a comprehensive solution.
This is not to say that a housing rehabilitation program would not
be an appropriate step to take, but rather, that before such
actions are taken consideration be given to whether the proposed
activity will reach the root of the problem or will be only a
shortterm cosmetic treatment.
Many times there are 'several factors that have led to poor
maintenance of housing such as poor street conditions, lack of
sidewalks, curbs and gutters, poor drainage, high incidence of
vandalism and other crimes, overgrown and trash-ridden vacant
lots, abandoned and dilapidated buildings, and poor street
lighting. Social aspects also must be identified, such as the
ability and willingness of residents to maintain improvements once
they have been made.
Often the problems of a community neighborhood are so diversified
that they cannot be treated simultaneously. However, this does
not mean that they cannot or should not be viewed in a
comprehensive manner, treating first those problems which are
readily solvable or least costly or those problems which present
an immediate threat to the health and safety of the neighborhood
residents with a commitment to seek and direct resources to the
more complex problems later. Furthermore, Community Development
activities need not be limited to these federal assistance
programs, but rather involve a broad cross section of resources
using as a base self-help efforts at the neighborhood level.
To this end is the objective of Project - "IMPAC".
THE PROCESS
Project - "IMPAC" can be successful only if it involves a
partnership of government, residents and private sector resources
working together. Government cannot solve the problems of a
community neighborhood without the support of it's residents.
Government, residents and the private sector all have a vested
interest in their communities, therefore making,it a necessity
that all principal parties participate in the project.
Furthermore, Project - "IMPAC" can be successful only if it is
realized that process is as important as product. The process of
Project - "IMPAC" involves input from the principal parties -
local government, neighborhood residents and private enterprise.
The process will afford all interested parties an opportunity to
work toward improving that aspect of their community with which
they are dissatisfied.
Project - '_IMPAC" process involves six basic steps:
I. the identification.of problems in the community;
2. the investigation of these problems to determine the
best or most feasible solution;
3. the exploration of various alternatives to determine the
most cost-effective solutions;
4. a decision-making system that will not hinder the
progress of development activities;
5. immediate action once projects are ready for
implementation; and,
6• an evaluation means for determining the results of
development activities.
Though this process may appear simplistic, it is the basic
foundation which yields goals, objectives and plans of action
dealing with housing, economic development, crime, public services
and a*'general increase in the quality of life for residents in the
alternative communities. A crucial factor in the "alternative"
process is the involvement of the neighborhood resident.
Residents know their own needs and their advice and participation
is essential to the success of any community development program.
Residents oftentimes have very percise concepts of what the
problems are in a community and can contribute ideas for solutions
to these problems. Through their involvement in the development,
implementation and assessment, of Project - "IMPAC", neighborhood
residents will support the program and a sense of pride in their
community will be instilled. This sense of pride and morale can
be contagious and lead to similar activities and successes in
other neighborhoods in the community which is an objective of
Project - "IMPAC". In summary, the most important objective the
Project - "IMPAC" process will achieve is an improved process for
devising fair, efficient and equitable methods of meeting the
needs of the community neighborhood.
THE PRODUCT -- -
Project - "IMPAC" is a comprehensive, multi-facted approach to
stabilizing and revitalizing Broward County's older neighborhoods
in an effort to bring new life and vitality to these neighborhoods
which are experiencing decline and deterioration.
The intent and purpose of the program is to provide assistance
through any number of specific programs and activities and to
concentrate these activities in small, precise geographic areas
where they will have the greatest impact in the shortest time
possible. An objective of the program is to identify needs and
gaps in existing programs and services and investigate
alternatives to meet identified needs and fill gaps.
Another objective of the program is to demonstrate the need to
establish partnerships in the process of reversing decline and
deterioration of our communities neighborhoods. Government alone
cannot meet all the needs of a community neighborhood. Neither
can citizens resolve community development problems without other
resources. To develop a comprehensive process for achieving
maximum impact, there must be established a partnership between
the public and private sectors.
There are a myriad of public and private resources that can be
tied to a neighborhood development program. Project - "IMPAC" has
the potential of utilizing these resources in creative and
innovative ways to meet the social and physical needs of our
neighborhood residents.
Project - "IMPAC" is an attempt to develop our neighborhoods to
provide for a quality of life which makes Broward County's
( communities a better place to live, work and play.
