AN ORDINANCE PROVIDING REGUTATIONS FOR LICENSING
OF PROFESSIONAL MEDICAL RESCUE 'TECHNICIANS IN THE
CITY OF DANIA, FLORIDA; ESTABLISHING A PROFESSIONAL
MEDICAL RESCUE 'TECHNICIAN QUALIFICATION BOARD TO
PASS UPON APPLICATION QUALIFICATIONS , PROFICIENCY
STANDARDS , MINIMUM EDUCATION, REQUIREMENTS FOR
LICENSING, AND RENEWAL. OF LICENSES ; PROVIDING FOR
QUALIFICATION AND 'TRAINING STANDARDS ; PROVIDING
FOR APPLICATIONS AND FEES ; PROVIDING FOR SUSPENSION
OF LICENSES ; PROHIBITING UNLICENSED PRACTICE .
WHEREAS , Broward County has adopted Ordinance No . 76-25 providing
regulations for licensing of Professional Medical Rescue Technicians in
Broward County, Florida; and
WHEREAS , Section 8 . 04 of the Charter of Broward County, Florida
provides that "any county ordinance in conflict with a municipal urd-
inance shall not be effective within the municipality to the extent
of such conflict regardless of whether such municipal ordinance was

adopted or enacted before or after the county ordinance"; and
WHEREAS, the City Commission of the City of Dania agrees with the
concept of providing uniform standards regarding the regulation , train-
ing, and licensing of Professional Medical Rescue Technicians within
the City; and
" WHEREAS , the City Commission has determined that the evaluation

iand certification of Professional Medical Technicians can be accomplished
more effectively on a local basis .

NOW, 'THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY

OF DANIA, FLORIDA:

Section 1. That the Code of Ordinances are hereby amended by adding -
"Section 1 : That the South Broward Hospital District is heraLy

Qualification Board to pass upon the qualification of all applicants
for licensing as Professional Medical Rescue Technicians within the

City of Dania, Florida. Such Qualification Board may establish pro-
ficiency standards for such tests as it deems necessary to be given
j
to applicants for licensing , and may set such educational requirements
as it deems .necessary for quali.fi.c.;tion .

Section 4 : Applications for licensing shall be made on forms submitted
to the City of Dania. All applications shall be considered by the Board
to determine if the applicant has met the necessary qualifications and
has attained a requisite degree of proficiency in performing medical
procedures and has completed training as required by the board.
Section 5 : The City may establish a reasonable application fee to
accompany all applications.
Section 6: The board may request applicantsto personally appear before it

is approved by the board, the City shall
issue a license for a period
of one year to such applicant.
Section 8 : Applicants who fail to meet the qualifications for licensing
as a Professional Medical Rescue Technician may submit a new application
with a non-refundable application fee for such license after a period
of ninety (90) days has elapsed from the date of denial of said license
by the City.
Section 9. A license issued by the City shall qualify a Professional
Medical Rescue Technician to perform advance medical rescue procedures
under the direction and supervision of a licensed physician.
Section 10: An application for renewal of a Professional Medical Rescue
Technician license shall be made on forms provided by the City. An
applicant must
submit with the application for renewal a letter from a
Physician licensed to practice medicine in the State of Florida, under
Whose direction the applicant has performed as a technician for the
previous six months. Said letter shall state the Physiclpn ' s oninion
as to the ability and nroficiency
of said a0plicnnt ' s performance .

supervising physician, the City shall make its determination as to
whether the applicant ' s license shall be renewed . Such decision shall
consider the applicant 's past performance . The City may establish a
reasonable application fee to accompany all renewal applications .
Section 11 : Upon renewal, a license shall be valid for a period of two
years from the date of issuance and may be renewed every two years
thereafter .
Section 12 : A Professional Medical Rescue Technician License may be
suspended by the City of Dania for just cause, pending a hearing, of
which the licensee shall be given due notice by certified mail to appear

and have an opportunity to be heard . Said licensee shall be advised in
writing of the reason for suspension by the board . Reports of misconduct
shall be reviewed by the board for such appropriate action as may be
,. deemed advisable .
Section 13 : This ordinance is hereby declared to be in conflict with
Broward County Ordinance #76-25 and such county ordinance shall not be
effective within the City of Dania to the extent of such conflict .
Section 14 : It shall be unlawful for any person to engage in the practice
r or occupation or a Professional Medical Rescue Technician without having
obtained a license from the City of Dania as provided in this ordinance . "

Section 2 . That all ordinances or parts of ordinances and all
resolutions or parts of resolutions in conflict herewith be and the same
i
are hereby repealed to the extent of such conflict .

Section 3 . That this ordinance shall be in force and take effect
immediately upon its passage and adoption .
