Further action regarding the City' s request to suspend the current Airport D.R.I . Substantial Deviation review process until it is S. determined whether the Airport south runway will be a 6,000 foot: or 10,000 foot runway. M, k Mayor Mikes explained that since a meeting is scheduled October 16 on the mediation process relating to the 6, 000 foot runway proposal , lie felt this meeting was necessary in case the Commission wanted to take i v 1 further action on delaying the process . Mayor Mikes mentioned that he has been advised by Nicki. Grossman, County Commissioner, and by the City of Ft . Lauderdale that the meeting has been suspended . City Manager Flatley mentioned the importance of Dania halting the mediation process as no one from Ft . Lauderdale or the County took any action in this direction . IThe Commission generally agreed that no further action needed to be taken at this time . This special commission meeting was then adjourned. MAYOR-COMMISSIONER CITY CLLRK-AUDITOR SPECIAL MEETING 1. Lisa Layne, Rachlin & Cohen Senior Manager, will be present to explain the Dania Wastewater Rate Study approved at the September 10, 1991, City Commission meeting. 2. Leigh Kerr will be present to discuss the certification process for Dania' s Comprehensive Land Use Plan. l 3 . Further review of the Southeast Dania Drainage Study and the City of Cape Coral, Florida, Stormwater Management Program. 4 . Reconsideration requested for a 4 a.m. closing of the Sheraton Design Center Hotel - Boodles Lounge. 5. Review and comments on the proposed specifications for a canal maintenance/enforcement boat through the F.I.N.D. grant. 6. Discussion of filling vacancy on the Police/Fire Pension Board created by the resignation of Jerry Mordes. 7 . Establishment of a City of Dania Landscape Awards Program. 8. Further discussion of the Dania Pier. 4: MINUTES DANIA CITY COMMISSION WORKSHOP MEETING OCTOBER 15, 1991 ROLL CALL: Present: Mayor: Bob Mikes Vice Mayor: Charles McElyea Commissioners: Bill Hyde Bobbie Grace John Bertino City Attorney: Frank Adler City Manager: Robert Flatley City Clerk: Wanda Mullikin 1 . Lisa Layne, Rachlin & Cohen Senior Manager, will be present to explain the Dania Wastewater Rate Study approved at the September 1.0 , 1991, City Commission meeting. City Manager Flatley requested Lisa Layne to explain the five year Dania Wastewater Rate Study presented by Rachlin & Cohen . Lisa Layne came forward to compare the services conducted by her company and services performed by Dania staff in relation to other Cities and companies that she represents . Ms . Layne advised that Dania ' s staff has " always had excellent participation in regards to the items required in preparing this study which has decreased their service and overhead cost -i to the City. Ms . Layne explained that the study involves a breakdown of cost into 7 capital improvements , customer service and commodity costs . She then ' presented an overview of procedures and information that was needed in h,! order to complete this study and briefly commented on additional. services provided by her company. Discussion followed on the advantages to the City in using an outside consultant for this type of study by having the opportunity to compare data with other cities and recommendations that may save the City money . I Commissioner Berti.no expressed his displeasure with the unprofessional documentation presented at the last workshop meeting in regards to this study and generally felt that City staff could conduct the work . ! Ms . Layne advised that the documentation presented was not: the actual study but a brief overview that was needed for the workshop prior to her presenting the actual study. 2. Leigh Kerr will be present to discuss the certification process for Dania ' s Comprehensive Land Use Plan. City Manager Flatley mentioned that Leigh Kerr has worked on Dania ' s Comprehensive Plan with past City Planner Larry Leeds and City Engineer John Calvin . Mr. Flatley reminded the Commission that: the City was able to obtain a $25, 000 grant to pay for the cost of the plan and that Dania was one of the few Cities to receive state approval . Mr . Flatley advised that Dania ' s plan needs to be certified at this time and mentioned the positive affects thik certifI cation will have in developing property on the north side of State Road 84 that Dania would Like to annex . Leigh Kerr presented the documentation he prepared for Certification for the City of Pembroke Pines which outlines all Broward County Planning Council. ' s requirements including preparing flexibility tables . Mr. Kerr advised that flexibility tables are not a state requirement, but are required by the County. He advised that the certification identifies, permitted uses , park standards , existing parks , and project bi -flex zones on park population . Mr. Kerr then presented a Broward County WORKSHOP MEETING 7 OCTOBER 15, 1991. `t 4i Planning Council Checklist from their Administrative Rules Document outlining the requirements; for local government certification . Mr. Kerr explained that the Certification process will be conducted in three parts ; (1) Submitting for Provisional Certification (2) Preparing Amendments for County compliance (3) Submitting the Flex zone tables . The Provisional. Certification would involve submi.Lting the plan for review and agreeing to accept the recommendations by the County to make amendments to the plan for compliance within one year . He explained that the City would then prepare the amendments to augment the goals , objectives and policies section of the County Land Use Element for compliance and that the Flex Zone Tables are prepared and submitted in the beginning with the Provisional Certification. Mr. Kerr felt he would be able to submit the plan within 3 to 4 weeks and that. the County should take 2 to 3 months to issue their statement for compliance and that the actual approval should be obtained by September, 1992 . City Manager Flatley advised that Will. Allen or himself are both capable of presenting this plan to the County but, that the time involved to prepare it would hinder their normal administrative responsibilities which is why an outside consultant is recommended . Mr. Flatley encouraged attendance by the Commission at, the meeting on October 17 at 9: 00 a.m. at the Holiday Inn with the Marina Mile AssociaLion and governmental representatives :in regards to the State Road 84 property developments and annexation. The Commission generally agreed that obtaining Mr. Kerr ' s services to obtain this Certification would be in the best interest of the City. 3. Further review of the Southeast Dania Drainage Study and the City of Cape Coral, Florida , Stormwater Management Program. :i j Mr . Flatley mentioned Che need to decide how to fund the permitting i process for the Stormwater Management Program and requested John Calvin, City Engineer, continent: on this issue . John Calvin, Berry & Calvin , presented the drainage study for the southeast section of the City and reviewed the flood elevations and drainage requirements . Discussion followed on the recent flood damage effects to the southeast section caused from the unusual heavy rains designated as a "Hundred Year Storm" . Mr . Calvin advised that there is no system available that can account for this type of storm but felt it would be helpful if the City consistently maintained catch basins on a regular basis especially when heavy flooding is expected . 4. Reconsideration requested for a 4 a .m. closing of the Sheraton Design Center Hotel - Boodles Lounge. Marco A. Manzie, General Manager-Sheraton Design Center, came forward to explain that he was out of town when the Commission decided to deny his request to extend the bar hours for Boodles Lounge and that he was of the understanding that his request was approved . Mr . Manzie requested an explanation on why the Commission denied this request . Commissioner Hyde stated that extending bar hours for this place of business would set a precedent on extending hours for other businesses in the City. Commissioner. Hyde didn ' t feel the Commission could come up with a fair and legal method to extend the hours . Mr . Manzie felt that with his business being located near an airport and being a full service hotel he is required to cater to a variety of clients whose bar needs extend into the late morning . Discussion followed on allowing an extension to serving alcohol to room service quests only up to 4 : 00 a .m. and whether this would be fair to other businesses . The Commission generally agreed to have City Attorney Adler research this issue further in order to determine if the City can prepare an ordinance with specific .requirements in regards to extending bar hours . WORKSHOP MEETING 2 OCTOBER 1.5, 1991 i i 5. Review and comments on the proposed speci.f _cations for a canal maintenance/enforcement; boat through the F. I .N.D. grant. THE COMMISSION GENERALLY AGREED TO DEFER THTS ITEM TO ANOTHER WORKSHOP MEETING. 6 . Discussion of filling vacancy on the Police/Fire Pension Board created by the resignation of Jerry Mordes . Mayor Mikes recommended Accountant Kathy David be appointed on the Police/Fire Pension Board as a replacement for Jerry Mordes who resigned . Discussion followed regarding the Commission reviewing group appointments for positions on boards in an effort to appoint the most qualified person . ITEM 8 WAS HEARD AT THIS TIME. 7. Establishment of a City of Dania Landscape Awards Program. Mayor Mikes suggested the City establish a beautification or landscape award to businesses who upgrade and improve their developments . Comments were made in regards to the beautification that the owner of u; . � the Fish Grill Restaurant made to his establishment. and City Manager Flatley advised that a certificate and plaque would be presented at the next regular meeting. y, u ITEM 8 WAS HEARD AFTER ITEM 6 8 . Further discussion of the Dania Pier. x City Manager Flatley stated that it is very expensive to repair even the .. most minimum repair at the Pier and that: he expects further information in about week on a grant that may be used for this project . Mayor Mikes suggested obtaining quotes on the cost for a restaurant facility that could be built from the shore side without the cost of using barges or marine contractors that could connect to the present pier . He suggested that after five years , the restaurant would most likely generate enough revenue to then build a new pier. i Discussion followed on scheduling a meeting to discuss the lease and ' obtain an update on the developments at: Seafair . Commissioner Hyde left the meeting at this time due to another engagement. i ITEM 7 WAS HEARD AT THIS TIME This workshop meeting was then adjourned.
