j Commission comments were made regarding recent developments in regards
ni to rebuilding the existing 5200-foot General Aviation South Runway at
l the Fort Lauderdale-Hollywood International Airport to a 6000-foot Air
Carrier Runway now to a 10, 000 foot runway.
The Commission agreed to schedule a special meeting with Mr. Spofford,
Director Broward County Aviation Department and Attorney Ed Curtis,
representing the City, to discuss these new developments.

herewith be repealed to the extent of such conflict; and providing for
an effective date as of October 1 , 1991 billing date.

to the City of Fort Lauderdale of lands in the area bounded on the east
by Interstate 95, the North by the south fork of New River, the West by

City Attorney Adler corrected the bi-monthly charge in No. 1 of the
resolution from $18. 85 to $37 .70 .

application of the Dania Economic Development Corporation, Inc. to the
Department of Housing and Urban Development for Section 202 Elderly and
handicapped housing; and providing for an effective date.
Ordinances
1.16 An Ordinance of the City of Dania , Florida, amending Section 13-
69 (i) (2) , Article IV of Chapter 13, of the Code of Ordinances of the
City of Dania, Florida, changing penalty charge for failure to dispose
of trash within the three day limitation from an additional 100% to 50%
of charge; and providing that all ordinances or parts of ordinances and
all resolutions or parts of resolutions in conflict herewith be repealed
to the extent of such conflict; and providing for an effective date.

A motion was made by Commissioner Grace, seconded by Commissioner
Bertino to approve the Consent Agenda with the exception of item 1 .6.

PULLED FROM CONSENT AGENDA
1 .6 A Resolution of the City of Dania, Florida, approving that certain
agreement between Broward County and the City of Dania relating to After
School Care; and providing for an effective date.
Commissioner Bertino explained the positive affects of the After School
Care program being utilized at Collins Elementary and suggested that
other schools in Dania be included in this program.
Mike Smith, Personnel Director, advised that efforts have been made to
encourage Dania Elementary to begin this program and that five students
from Dania Elementary utilize this program at Collins Elementary after
school. He mentioned that the Juvenile Service Board is the source of
the funding for this program and that they are interested in expanding
this program to Dania Elementary and possibly to Griffin Park.
Mr. Smith added that Frost Park is currently performing an After School
Program that services 15 children.
A motion was made Commissioner Bertino, seconded by Commissioner Hyde to
adopt this resolution.

2.1 Pioneer Days - October 5 & 6, 1991
Vice Mayor McElyea read the proclamation declaring October 5 & 6, 1991
• , as Pioneer Days. Vice Mayor commented on the individuals who will be
honored as "pioneers" at the Davie Arena in the Town of Davie on October
5 & 6, 1991.

4.1 A Resolution of the City of Dania, Florida, as required by the City
Charter and Section 200.065, Florida Statutes, approving the final
millage rate necessary to be levied for the fiscal year 1991-92 and
repealing all resolutions or parts of resolutions in conflict herewith;
and providing for an effective date. (Final Public Hearing)
City Attorney Adler read this resolution in its ' entirety.
Vice Mayor McElyea opened the public hearing. Hearing no one speak in
favor or opposition, the Vice Mayor closed the public hearing.
A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to adopt this resolution approving the millage rate of 5.78% for
the fiscal year 1991-92.

4.2 A Resolution of the City of Dania, Florida, as required by the City

resolutions in conflict herewith be repealed to the extent of such

Vice Mayor McElyea opened the public hearing .
Frank King, AFSCME, representing the union for the General Employees ,
commented on past negotiations for the General Employees and re for
quested the
that the Commission reconsider an increase in pension benefits for
General Employees since monies have been set aside to increase pension
benefits for ex-policemen and Dania Firefighters.
Mame Von Achen, Dania General Employee, came forward to remind the
Commission of the unfair treatment imposed upon the General Employees
regarding recognition opposed to ex-police officers and Dania
Firefighters . Ms . Von Achen confirmedFinance increased w rktion loadrtmentheas
Public Works , Utilities , Building,
a result of the Ravenswood-Griffin area annexation without any increase
in staff . Ms . Von Achen felt the Commission could have attempted to
increase taxes in order to increase benefits for the General Employees
and felt the citizens of Dania might have understood if given the
option.
Peggy Breeschoten expressed her appreciation for the dedication by the
General Employees group in the City. Ms . Breeschoten felt the citizens
of Dania would have understood the need for an increase in taxes on
behalf of the General Employees .

Commissioner Grace commended the efforts and dedication of the General
Employees but stressed the restraints imposed on this budget , at this
time , making it impossible to grant further ince�ssbetterothatsperhaps a

Commissioner Grace then seconded the motion to adopt the resolution
approving the Final adoption of the Annual Budget for the fiscal year
1991-92.

4.3 A Resolution of the City of Dania, Florida, adopting the Annual
Sewer Fund Budget and making appropriations for the fiscal year
beginning October 1, 1991, and ending September 30, 1992, for the
maintenance and carrying on of the Sewer Department of the City of
Dania, Florida; and providing that all resolutions or parts of
resolutions in conflict herewith be repealed to the extent of such
conflict; and providing for an effective date.

Bertino to adopt the Resolution approving the Annual Water Fund Budget
for the fiscal year 1991--92 .

4.5 An Ordinance of the City of Dania, Florida amending Section 17-22
of Article 1, Chapter 17 of the Code of Ordinances of the City of Dania,
Florida, to provide for the application of a graffiti resistant finish
to buildings, with alternatives; providing that all ordinances or parts
of ordinances and all resolutions or parts of resolutions in conf.licL
herewith be repealed to the extent of such conflict; and providing for
an effective date. (Second Ordinance Reading)
Vice Mayor McElyea opened the public hearing. Hearing no one speak in
favor or opposition, the Mayor closed the public hearing.
A motion was made by Commissioner Grace, seconded by Commissioner
Bertino to adopt this ordinance on final reading.
Vice Mayor McElyea questioned Section 17-22 (c) regarding whether
residential buildings were included.
Commission comments were made regarding this ordinance being in effect
for commercial properties not residential dwellings .
A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to amend the ordinance to state for commercial properties only.

The original motion made by Commissioner Grace, seconded by Commissioner

Addendum
4.6 An Ordinance of the City of Dania, Florida, amending Section 15-12,
of the 1980 Code of Ordinances of the City of Dania, Florida, entitled
"License Fee Schedule" , by adding the classification of "Communication
Towers" thereto; and providing that all ordinances or parts of
ordinances and all resolutions or parts of resolutions in conflict
herewith be repealed to the extent of such conflict; and providing for
an effective date.
City Attorney Adler explained that this ordinance was deferred from the
last regular meeting. Mr. Adler explained that Dania did not have any
fee included in the occupational license fee schedule to handle the
additional responsibilities in processing "Communication Towers"
requests . Mr. Adler clarified that the yearly fee will be $1 , 000 .
City Manager Flatley requested continuance on this ordinance as the
research to justify this fee has not been completed as of yet .
A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to table the adoption of this ordinance until the next regular
meeting of October 8 , 1991 .

7. DISCUSSION
7.1 Request approval to display banner across U.S. 1 to advertise
Marine Flea Market on October 18 - 20, 3.991.
A motion was made by Commissioner Hyde, seconded by Commissioner Grace
to approve the banner display across U. S . 1 to advertise Marine Flea
Market and Used Boat Sale on October 18 - 20 , 1991 .
David Reily explained that this request is for a flea market and used
boat sale to be held at Seafair being sponsored by Marine Super Shows .
Mr. Reily explained that he needs Commission approval in order to obtain
approval from DOT and that the proper permits from the City have been
received.

7.2 Request renewal of palmistry/character reading license for Sonja
y Evans located at 537 South Federal Highway.
d Commissioner Bertino clarified that there have not been any complaints
1 during the year from the general public regarding this business .
A motion was made by Commissioner Bertino, seconded by Commissioner Hyde
to approve this license renewal for a period of one year for Sonja Evans
at 537 South Federal Highway for palmistry/character reading.

Sonja Evans came forward to request an explanation on why she was denied
her annual renewal for a license as there have not been any complaints
placed against her.
Vice Mayor McElyea explained that the Commission has a right to approve
or deny and that the roll call denied the request based on a 2 to 2
vote.
City Attorney Adler advised Ms. Evans that she can request a
reconsideration of this matter later on in this meeting or at the next
regular meeting in two weeks .
7 .3 Request renewal of palmistry/character reading license for Ruby
McGill located at 330 South Federal Highway.
City Manager Flatley confirmed that to his knowledge no complaints have
been registered against this business over the past year .
A motion was made by Commissioner Bertino, seconded by Commissioner Hyde
to grant the renewal of the palmistry/character license for one year for
Ruby McGill located at 330 South Federal Highway.

7. 4 Request by McLaughlin Engineering to waive platting requirement and
file petition to vacate street located within Ocean Waterway Mobile Home
Park.
City Attorney Adler stated that the petitioner has requested a
continuance on this request until the next regular meeting due to the
absence of several people who want to address this issue .
A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to continue the request by McLaughlin Engineering to waive
platting requirement and file petition to vacate street located within
Ocean Waterway Mobile Home Park to the next regular meeting of October
8 , 1991 .

10. ADMINISTRATIVE REPORTS
City Manager
10.1 "Discover Dania" , a new film featuring the citizens of Dania as
stars, will premiere Tuesday, October 8 , 1991 (7:15 p.m. ) at City Hall.
Free Admission - Light refreshments will be served. Jones Intercable
1; will sponsor the Star Premiere. Don ' t miss it!
City Manager Flatley encouraged public participation in reviewing the
film presentation "Discover Dania" on October 8 and mentioned that Jones
Intercable will display a large screen in the atrium area of City Hall .
Mr. Flatley mentioned that the film lasting 8 minutes will be run from
7:15 to 8:00 p.m. prior to the Commission meeting.
City Attorney
City Attorney Adler requested Commission approval to authorize him to
take legal action in foreclosing on the properties that have not paid
the special assessments for NE 7th Avenue/Taylor Road.

A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to authorize City Attorney Adler to take legal action necessary in
receiving the special assessments for NE 7th Avenue/Taylor Road.

11. COMMISSION COMMENTS
11 .1 Commissioner Bertino
Commissioner Bertino mentioned the Florida League of Cities program on
"Florida City Government Education" in an effort to educate young people
on how their government works. He mentioned that this program is being
distributed throughout schools in the State of Florida in an effort to
make this a part of the general curriculum for education. Commissioner
Bertino requested to add the proclamation declaring "Florida City
Government Week" October 7 thru October. 11 , 1991 on the next regular
meeting agenda.
Commissioner Bertino mentioned his attendance at a meeting in Key West
with the Board of Directors for the Florida League of Cities relating to
voter control of city taxes. Commissioner Bertino stated that he will
bring back information in regards to the strategies to be used for the
proposed constitutional amendment on this issue.

City Manager Flatley advised that Florida League of Cities Education
Week was declared at the last regular meeting of September 10, 1991 .
11.2 Commissioner Grace
Commissioner Grace commented on "Pioneer Day" and the pioneers that will
be honored at this event. She mentioned that she will not be able to
attend "Pioneer Day" as she will be attending the beautification program
for Modello Park on October 5, 1991 at 10:00 a.m.
Commissioner Grace reported on the success of the breakfast that took
place at Modello Park for Senior Citizens recently and the positive
improvements being made to the park.
11.3 Commissioner Hyde
Commissioner Hyde mentioned a recent radio broadcast by Captain Carney,
BSO, reporting on "Red Ribbon Week" and encouraged public participation
in wearing red ribbons against drugs.
Commissioner Hyde stated that he will be reviewing very carefully the
recent memo from the aviation department on the runway expansion at the
airport due to the serious impact on Dania. Commissioner Hyde informed
the public that they could receive copies of this memo from the City
Manager's Office.
11.4 Vice Mayor McElyea
Vice Mayor McElyea mentioned the need to synchronize the speed on the
traffic light at Stirling Road and Federal Highway as only three cars
seem to get thru before the light changes.
Vice Mayor McElyea commented on the fill coming out of Port Everglades
falling on the roadways going to the Picarilla land fill on Stirling
Road and 12th Avenue. He requested action be taken to have this cleaned

Vice Mayor McElyea commented on the need for street lights to be checked
and lights needed at the Winn Dixie parking lot.

MAYOR'S PROCLAMATION
WHEREAS, October 5th and 6th, 1991 are designated as "Pioneer
Days" in Broward County; and
WHEREAS, this nineteenth annual county-wide event will be
celebrated at the Davie Arena, sponsored by the Historical
Commission and co-sponsored by the Town of Davie, Davie Historical
Society and the Board of County Commissioners; and
WHEREAS, this year' s event marks the seventy-sixth
*^ anniversary of Broward County and the thirtieth anniversary of the
incorporation of the Town of Davie; and
WHEREAS, this festive occasion is designed to honor Broward

County Pioneers, to observe the achievements of all Broward

Countians and to display the rich heritage of the county in
manifold forms.
NOW, THEREFORE, I, ROBERT MIKES, as Mayor of the City of
Dania, Florida, do hereby proclaim October 5th and 6th, 1991 as

MAYOR'S PROCLAMATION
WHEREAS, the scourge of illegal drug trafficking and abuse
continues to be painfully visible throughout the nation, and it is
acknowledged to be the most serious problem that the nation's cities
have had to face over the past several years; and
WHEREAS, illegal drugs and alcohol have been responsible for the
loss of livelihood and the loss of life in virtually every community
in the nation; and
WHEREAS, the cost of fighting the war on drugs in our schools and
hospitals and on our streets has grown steadily over the years, far
outstripping the ability of local governments to maintain the
anti-drug efforts that are needed; and
WHEREAS, local leaders, in government and in the community, know
that the support of the people in the neighborhoods is the most
effective weapon they can have in their efforts to reduce the demand
for illegal drugs and drive away the suppliers of those drugs; and
WHEREAS, the National Red Ribbon Campaign has been established by
the National Federation of Parents for Drug Free Youth to help create
awareness of the drug problems facing every community, to develop
j parent and community teams to combat illegal drugs, and to promote
drug-free lifestyles for America' s youth; and
WHEREAS, October 19 - 27, 1991, has been designated National Red
Ribbon Week, with President and Mrs. Bush as Honorary Chairs of the
campaign, calling on all Americans to show their support for a
drug-free nation by wearing a red ribbon during that week; and
WHEREAS, the U.S. Conference of Mayors formally endorsed Natrona
Red Ribbon Week as a comprehensive anti-drug public awareness,
prevention and education program, and urged all mayors to undertake
special anti-drug activities, events and educational campaigns in
their cities that week.
NOW, THEREFORE, I, ROBERT MIKES, as Mayor of the City of Dania,
Florida, do hereby proclaim October 19th - 27th, 1991 as
"NATIONAL RED RIBBON WEEK"
in the City of Dania and encourage all citizens to wear red ribbons
throughout that week in support of a drug-free America and further
encourage all businesses, public and private agencies, media,
religious and educational institutions to join with the city in this
promotion of National Red Ribbon Week and to encourage all employees
and citizens to show their support for a drug-free America.
