DANIA CITY COMMISSION
WORKSHOP MEETING
AUGUST 20, 1991

1. Commander Tom Carney' s proposal to better utilize the community
service officers, periodically bring mounted patrols to the city, and
feed the homeless program bringing meals to the homes of Dania residents
only.
Commander Carney, BSO, reported on the investigation progress being made
in relation to the recent home invasion and robbery that took place at
a
the Meadowbrook Condominiums.
Commander Carney mentioned that District IX has six community service
aides that are presently handling walk-in complaints and answering
phones at the front desk on a 24 hour basis . Commander Carney presented
his proposal to shut the front desk down from 10: 30 p.m. until 6 : 30 a.m.
so that these two CSA' s can be trained in accident investigation, crime
scene processing and other community activities. He mentioned that
there would be a non-pay telephone placed out front in order to receive
non-emergency complaints during these hours .

Discussion followed on the need for additional deputy personnel for the
i annexation area and the City staffs efforts to obtain $300, 000 in
revenue sharing funds to fund these services .
City Manager Flatley stated that since BSO took over police services in
Dania, crime has decreased. He also mentioned that in accordance with
the BSO contract there will be five deputies servicing the annexation
area but advised that a recent crime study by BSO shows that five is not
enough to cover the area.
Commissioner Bertino encouraged citizens to become involved with crime
watch programs as a means to fight crime.
Mayor Mikes felt the need for meetings to be scheduled with the
condominium associations and BSO to address better crime watch awareness
for residents .
Commissioner Hyde suggested to schedule a meeting with BSO and City
Manager Flatley to address the recent crime study to determine
sufficient coverage for police services in the annexation area. The
Commission agreed .
Commander Carney mentioned a new mounted patrol program that will be
available to the City to assist in police coverage for the parks and
beach areas on a periodic basis.
Commander Carney stated that BSO is attempting to implement a feed the
homeless program in an effort to address the problem of the
disadvantaged. He clarified that this program is only to assist people
within the City.

Commissioner Grace mentioned her involvement with feeding the needy
program during the Christmas Holidays and her gratitude that Dania will.
be one of the first cities to start the feed the homeless.
Commander Carney invited the Commission to attend a breakfast, being held
by BSO on October 1 at 8 : 30 a .m.
Commander Carney advised the Commission on a new program to assist lost
children where a decal is placed on a home or business with a "Safe
Home" notice for children to go to if in need. Captain Carney mentioned
that the individuals who participate in this program are put thru a
thorough check.
Judy Usifer suggested that this program be implemented for the elderly
in the community as well .
Al Spies encouraged the Commission to review the budget to determine if
the funds can be made available for additional police services to ensure
safety to the communities .
2. Final draft of revision to Dania ' s water/sewer ordinance.
Wanda Mullikin, City Clerk, advised the Commission that this proposed
water/sewer ordinance has incorporated new environmental agency
requirements as the old water- and sewer ordinances have become obsolete.
She mentioned that it has taken 18 months to get the ordinance to this
draft form and that input was received from City Engineer John Calvin ,
Utilities Director Bud Palm , Utilities staff and City Attorney Adler .
City Attorney Adler felt that the ordinance has modernized the whole
code for water and sewer by updating the language to meet present
requirements and that the rates have been addressed to increase the
city' s revenues .
Wanda Mullikin recommended that deposits be based on the size of the
' meter as the present requirements are not equitable in relation to
residential and commercial usage. Mrs . Mullikin advised that deposits
have been increased and brought up to par for those people who do not
use sewer service.
Marie Jabalee, Finance Director, mentioned that she expects the rate
study for water and sewer from Rachlin & Cohen to be presented prior to
' September 11 .

City Manager Flatley mentioned the problem with tenants who leave town
and do not pay their water bill . He mentioned the efforts that are made
to collect unpaid balances from property owners but that legally the
owners are not responsible so this is done on an informal basis .
Commissioner Grace stated that Southern Bell requires a new tenant to
pay any unpaid balances due at a certain address and then a deposit is
required to cover the new tenant charges .
3. Overview of the National Pollutant Discharge Elimination System
(NPDES) as to how it effects the City of Dania.
Tim Tapp, Public Works Director , reminded the Commission of their recent
approval to participate in the Florida Association of Counties, Inc.
Group NPDES stormwater permit program. In accordance with this program,
he requested the City participate in a group permit with Broward County
for the NPDES permit application at a cost savings . The permit cost is
$250 plus $220 per 1 , 000 population or approximately $4 , 200 . 00 . Mr .
Tapp mentioned that the City is also required to present a source
identification phase for stormwater drainage by November 1 and that
Berry & Calvin, City Engineers , have submitted their proposal costs for
services of $15, 000. Mr. Tapp stated that this program will require
future expenditures depending on the regulations imposed by the EPA.
Discussion followed on the City having no choice but to go forward with
each EPA regulation as a means to cut down on pollution in the City' s
storm drainage systems and the need to apply with Broward County as a
way to save on the permitting costs .

Mr. Flatley advised the Commission that the document is ready regardinq
the burning of the toxic waste at the Lindsley Lumber site and that it
is 1 , 000 pages . He mentioned that he has requested a copy of the report.
and that Art Smith, EPA, expects to be here on August 27 .
Commissioner Bertino expressed the need to supply Dania citizens , who
are concerned about this issue , with a copy of this report to review.
4. Review of the application to Florida Department of Natural
Resources for Phase II Improvements to Dania Beach Park.
City Manager Flatley stated that this grant is for $50 , 000 with no match
and requested Tim Tapp to present additional i-nformation to the
Commission.
Tim Tapp, Recreation Director, stated that the application is due at the
State by the end of August and that Berry & Calvin Engineers are working
on a program that coincides with the point system used in awarding this
grant. Mr. Tapp presented drawings and commented on the different areas
at the beach that will be taken into account in regards to the point
system used in awarding this grant .
The Commission then gave their input on the design for the playground
and landscaping improvements to Phase II at Dania Beach Park.
5. Video of Dania to be shown for city commission input.
City Manager Flatley mentioned that this Video has been produced very
inexpensively with help from BSO by using their helicopter and editing
3 I by Jones Intercable . Mr. Flatley stated that Jones Intercable will be
showing this continually as a public service if the Commission approves .
The Commission reviewed the video at this time .
c•,� Discussion followed on this video being useful to show for schools,
Chamber of Commerce presentations, civic group events , and for tourist
development .
6. Adoption of county' s zoning code for the Ravenswood-Griffin
neighborhood.
l Will Allen, Growth Management Director, presented the ordinance adopting
the County' s zoning code for the Ravenswood-Griffin area.
' City Attorney Adler stated that state law requires that the zoning for
an annexed area remain under the County and that amendments can be made
once the Commission adopts it .
7. Site plan requirement that a clear coat of graffiti-proof paint be
used for certain buildings.
! Mayor Mikes commented on the damage that has been done to the City due
to the increased graffiti crime and the negative impacts on
neighborhoods. Mayor Mikes felt that including graffiti paint as a
condition to the landscaping requirements on site plans would give the
City more leverage .
City Attorney Adler mentioned that he has prepared the ordinance to
include new and old businesses alike by giving the old businesses a
certain period of time to comply.
Will Allen reported that there is a company on Ravenswood Road that
supplies two types of graffiti paint, which comes with a 5 to 7 year
guarantee and costs around $. 80 to $ .90 per square foot . There is also
a sacrificial graffiti guard that is a clear coat that goes over regular
paint but that it only lasts until. you have to wash it off the first
time at a cost of around $ . 30 a square foot .

8. BSO pension benefits for members who remain in the City' s pension
program.
City Manager Flatley reported that the actuarial study has been received
for increased pension benefits for the 18 police officers who remained
in the City of Dania pension program when BSO took over police services
in 1988 .
Mike Smith, Personnel Director, advised that in 1988 Dania Policemen
were given an option of remaining in the City Pension Plan or withdraw
their contributions and go to the Florida Retirement System with BSO.
Mr. Smith stated that in 1989 the City entered into a Collective
Bargaining Agreement' with the Fire Department which changed the pension
formula on benefits from 2 . 5% of average compensation to 3%, a change to
early retirement benefits and the basis for normal retirement. He added
that the police officers who remained in the Dania Plan came forward to
request the same benefits as was given to the Fire Department. Mr.
Smith advised that presently the City cost is 8 . 98% of payroll or
$55, 000 and that the proposed amount is 20 . 33% of payroll or $125 , 000
for an increase of approximately $70, 000 per year. The difference
between the FRS cost and the required contribution to the City plan is
approximately $104, 000 and this difference is currently applied as a
reduction to the costs for police services pursuant to the BSO contract.
Vince Marlin explained that for the Dania Officers to buy their years of
, . A,, service with the FRS plan in 1988 it would have cost them many thousands
of dollars that they would have had to borrow and that it was not a
viable option for them which is why they remained in the Dania plan.
Commissioner Grace expressed the need to give these officers the
additional pension benefits.
Mayor Mikes expressed his concern on how this increase will be funded
y and that the City cannot count on revenue sharing funds as of yet to
} � fund the needed police services in the annexation area . Mayor Mikes
reminded the Commission that the Police Officers agreed to the BSO take
over in 1988 and then they came back later requesting a change in their
benefits .
Commissioner. Bertino commented on Dania ' s moral. obligation to give these
officers the pension increase as they really did not have an option
given to them in regards to buying their years of service back when BSO
took over. Commissioner Bertino suggested this increase be placed in
next years budget due to financial restraints this year.
Stephen Palmquist , Actuary with Kruse, O'Connor & Ling, advised the City
that to delay the effectiveness of this increase by another year will
increase the cost and suggested to make the benefit effective October 1
and to not fund until October, 1992.
City Attorney Adler advised that he would prepare the ordinance received
from Robert Sugarman ' s office into City form to be placed on the next
agenda for discussion or action.
9. Employee Suggestion Program
City Manager Flatley advised the Commission that there are several
Broward County and State cities that utilize suggestion programs for
their employees .
Mike Smith, Personnel Director, presented a survey by The Center of
Personnel Research thru the International Personnel Management
Association showing the use of Employee Suggestion Programs on a
national , state and local county scale. Mr. Smith advised that this
program does not apply to Department Heads or Commission members .
Commissioner Hyde expressed his concerns in the area of patentable
suggestions and the amounts of the awards being too high .
City Manager Flatley reminded the Commission of the meeting with FDOT
regarding the AlA Intermodal Alternate Corridor tomorrow and the Dania
Affair Saturday and Sunday.

City Manager Flatley advised that he did receive approval from the
County on their subsidizing the summer youth program at Griffin Park
until the time that these areas are taken into Hollywood in 1995.
Commission comments were made regarding the need for drivers to slow
down due to school opening soon.
This workshop meeting was then adjourned.
