DANIA CITY COMMISSION
WORKSHOP MEETING
MAY 21 , 1991

ITEM 9 WAS HEARD AT THIS TIME
1 . Leonard Loffler requests a site plan revision for the Dania
Shopping Square.
Will Allen , Growth Management Director, reminded the Commission that this
item was continued from the April 9 meeting until Mr. Loffler could be
present to discuss concern on whether or not there is a need to disturb the
green area on the property in order to construct additional parking .
F Mr. Loffler explained the site plan showing alternative green space and
discussed the disadvantages of changing the entrance to the restaurant on the
1 east side due to the location of the restrooms and kitchen areas .
1 Will Allen :stated that there would be a trade--off on green space due to Mr.
Loffler being required to plant more trees and shrubs than what is there
presently.
Discussion followed regarding the landscaping code requirements for this
project and the Commission ' s request for landscaping over and above the code
requirement along with the continued drainage problem.

The Commission suggested Mr. Loffler have a landscape architect: prepare plans
for this project and bring back to the Commission for further discussion .
2. Sanitation Discussion
a) Notification that the tipping rate for solid waste will go from the
present $38 per ton to $62 . 50 per ton effective June 1, 1991 .
City Manager Flatley felt that the increase in tipping rate for solid waste
is covered in the current budget but felt it should be addressed in the 91/92
fiscal budget . Mr . Flatley reminded the Commission of the opening of the
Rueter Recycling Plant expected in November and mentioned that the Commission
will be invited to tour the plant this summer . Mr. Flatley stated that the
cost will be $57 . 00 a ton with Rueter .
b) Seacoast Sanitat.i.on contract expires on September 30 , 1991 : "The
parties agree that: no later than 120 days (May 30, 1991) prior to
the expiration of the agreement, they will meet and endeavor to
renegotiate same for renewal . If the parties have not reached an
agreement as to renewal within a period of 90 days (June 30 , 1991 )
prior to the expiration of the agreement , then it is agreed that
the City may, at its option, bid for service provided for herein . ''
Mr . Flatley mentioned that Seacoast Sanitation has been awarded the bid for
garbage collection in the City :since .1.983 thru September 30 , 1991 and that in
accordance with the contract tho City must decide no later than May 30 on
whether they wish to renegotiate contract renewal with Seacoast . Mr . Flatley
recommended that the Commission go out for bid to c,rnsuro that the citizens of
Dania are receiving the best possible rate and mentioned t1r3t Lon M,uzella ,
Seacoast Sanitation , is present to explain his proposal f"r contract renewal .

Mr . Manzella proposed a fire ( 5) near extension under tln� sarae farms and

then charge the City $57 .00 in accordance with Rueter ' .,, rhaige .
Discussion folL.)wed regarding the City being happy with Seacoast ' s service
but the need to go out to bid in an effort to confil,-m for the public that the
City is obtaining the best possible twice and service for garbage collection .
The Commission agreed to add this it ell) to the ag(anda fnr the regular meeting
May 28 , 1991 .
c ) Review proposed bid specifications for collection of garbage and
trash for the City effective October 1 , 1991 .
d) Draft proposal. for contracting out monthly bulk trash (hard junk)
pickup.
City Manager Flatley recommended to drot; ccnnmerCial pickup from the
specifications and include only residential for the collection of garbage and
that the City will. advertise separate bids for bulk and Chipping service.
3. Discussion of Dania 's summer recreation program.
City Manager Flatley clarified that the Poo] at Modell() Part: was open last
summer from June thru the end of September with the exception of 7 days when
the health department monitored the chemicals . Mr. Flatley stated that at no
d time did the City receive a citation or fail to Cain the approval pproval of the
health department to nperaCe the pool. .
Commissioner Grace disagreed with City Manager Flatley regarding the pool
i; being open at Modello Park last summer .
i Mike Smith, Personnel Director , stated that the pool was open last summer and
mentioned that the park experiences] overcrowding and chemical maintenance by
F.J the Health Department .
Mr. Flatley explained that there is a leak in the main drain on the pool
right now and that he is working with Bud Palm, Utility Director , to find
someone to sea] the leak. He recommended that a majc,r renovation be
completed on the pool and that the cost is estimated at $10, 000 to $15, 000 to
bring it up to modern day requirements .
Discussion followed regarding the frees that will be charged for the summer
program and the number of children that can be properly supervised by the
staff available .
j City Attorney Adler reminded the Commission that he has distributed a copy of
a resolution establishing a new Parks d Recreation Committee for review prior
to the regular, meeting May 28 .
AT THIS TIME, THE COMMISSION HEARD ITEM 5.
9 . Policy for awarding Keys to the City of Dania .
Mayor Mikes expressed the need to establish a police for distributing the
Keys to the City and requested City Manager Flatley tc) contact c,ttier cities
to see what the normal practice seems to be .

City that the sericemen from Desert Storm continue to
receive the Keys . The Commiss-lun agreed .
Commissioner Berti.no stated that Commissioners have givan these keys nut over
the years without any abuse and felt that. it shniild continue to remain in the
discretion of the Commissioners .
The Commission generally agreed to have City Manager Flatley r. heCk with the
League of Cities to see i.f there are different polici-e:- for distributing Keys
the City and to continue further d:i-scussinn .

ITEM 5 WAS HEARD AFTER ITEM 3
5. Proposal to use a parking meter station in place of individual
parking meters for the new 75 space parking lot at the beach .
City Manager Flatley suggested that the commission consider the idea of a
central meter station instead of individual- meters for the new parking lot at
the beach.
Commissioner Hyde expressed his concern for the maintenance due to the salt
erosion at the beach and the concern with people not being able to operate
the machine.
Mayor Mikes suggested that half of the spaces be designated as permit
purchased parking and leave the rest open until the pier complex can get
started.
A representative from Schlumberger Industries gave 5 presentation on the
advantages of using the Parkmaster Multi space electronic parking device for
the beach area .
1 The Commission generally agreed that purchasing the meter station is not cost
effective for the City ' s needs at this time and that when the pier complex is
operating there may be a need .
ADDENDUM
6 . Discussion of the type of compensation due the City of Dania for
I t the 37 1/2 acres acquired by the Airport for the Runway Expansion
Program.
0, � City Manager Flatley reported on the status of the County purchasing the old
O'Donald Building and giving it over to Dania to then be turned into the
Dania Library. Mr . Flatley stated that the cost of the building refurbished
would be 1 . 2 million and $750 , 000 with no renovations . He stated that the
County has informed him that they are interested .in negotiating their
f original arrangement from 1980 listed in the first DRI for land lost which
amounted to the following conditions :
* Water facilities $228 , 000;
I' * Roadway $412 , 000;
Fire Protection $100, 000 a year for 7 years ;
Police $25, 000 a year for 7 years;
* Social Services Facility Lease for one year;
Agreed to place the city' s name on the sign to the entrance to the
Airport .
Mr . Flatley requested the County give back some of the land that they
acquired in 1980 from the City. He mentioned land located at the corner of
Griffin and Taylor Road and U. S . 1 and other parcels that could be utilized
as a revenue source for the City in an effort to reduce the .37 1 /2 acre loss
to the City.
Commissioner Bertino stated that the City should calculate the land value
based on its highest and best use and take the dollar value that would be a
advolorem revenue to the City based upon the millage that Dania levies and
submit this to the County .
Mayor dikes expressed his concern that the City has discussed the possibility
of settling for a library as he felt this should remain a County service and
not a City responsibility.
Commissioner Bertino stated that the library option was just meant as one
small part of the payback from the County for lost land and that the property
would be turned over to the City for the County to pay the City to use for a
library.
City Manager Flatley mentioned that the County ' s position is that the 37 1/2
acres is scattered property and cannot he valued at the highest and best use
for all areas .
