ITEM 3 WAS HEARD AT THIS TIME
1. -Water System improvements to water mains and laterals -
a bid for a one year contract renewable each year.
City Manager Flatley reminded the Commission that Berry &
Calvin was requested to prepare a proposal on replacing the
rpY old 2" water lines in the City with 6" lines so that bids
could be advertised. Mr. Flatley mentioned that water
pressure has been very low in some areas of the City due to
the 2" lines requiring more water to be drawn down from Fort
Lauderdale. He stated that 6" lines would increase the
pressure from the City end which would decrease the water
needed from Fort Lauderdale . His recommendation was to
enter into a one year contract renewable each year so that
the City could make improvements as monies become available.
Don Windham of Berry & Calvin mentioned the need to replace
all of the 2" lines as they are not sufficient for servicing
the City population now and presented his preliminary
proposal on provisions for furnishing water system
improvements for bidding purposes .
In reviewing the proposal , Acting Mayor Mikes requested a
change to page 18 of 44 first paragraph regarding specifying
the type of gaskets for flanged unions .

Marie Jabalee , Finance Director, clarified for City Manager
Flatley that since this project will be funded by impact
fees , the timing of the project will riot affect the budget .
City Manager Flatley mentioned that Berry & Calvin does not
need further direction to go forward with advertising for
sealed bids to be brought back to the Commission at a
regular meeting in April .
2. Renovations recommended to the Water Treatment Plant
and funding proposals to accomplish them.
City Manager Flatley presented the Commission with Berry &.
Calvin ' s report for the water treatment plant physical
evaluation for their review and mentioned the need to
discuss financial alternatives with Lisa Lavne of Rachl.in &
Cohen.
John Calvin of Berry & Calvin informed the Commission of
several meetings with Bud Palm, Utility Director, with
regards to the renovation of the Water Treatment plant to
ensure all costs have been presented.

The Commission generally agreed to maintain a citywide
policy to require the installation of sidewalks unless a
petitioner comes before the Commission for a variance
request .

4. Request for increased benefits by B.S.O. officers
remaining in City Police/Fire Pension Plan.
Mike Smith stated that an ordinance has been presented by a
representative of the 16 Police Officers covered by the
Dania Police & Firefighters Retirement System requesting an
increase in benefits . He mentioned that the ordinance is
rather premature as the actuarial study showing the costs of
this increase will not be ready until May and changes need
to be made to the language .
Commissioner. Grace expressed her concern that the General
Employees have not received equal benefit increases as the
•. ' Firefighters and whether the City would be prepared to
follow the same procedure for the General Employees if the
increase is made for the Police Officers .
Mike Smith responded to a misunderstanding that BSO gives
1 the City money in relation to pension benefits but instead
BSO charges the City for police services and part of the
service cost goes towards benefiting Police officers
salaries . He expressed his concern with tying the City' s
. 1 pension costs with the Florida Retirement Svstem as their
.u, costs will be going up significantly each year.
Commissioner Grace felt the need to review the budget in an
effort to weigh the possibilities for this increase and to
wait until the actuarial study is completed so that the
I actual cost of the increase is available prior to further
review.
Marie Jabalee, Finance Director , responded to Commissioner.
' Bertino regarding if the payback from BSO is factored in the
City Budget by stating that the entire BSO contract and
pension costs for police officers is budgeted as an
expenditure and the payback from BSO is budgeted as revenue.
The officers should pay 7% and the City contributes 896 for a
total. contribution of 15% of base wages.
Commissioner Bertino stressed that these officers are only
asking for the same amount of dollars that the City pays
towards the officers in FRS along with the same benefits .
He also mentioned that the officers have agreed to pay the
difference above what the City pays in the BSO contract .
Marie informed the Commission that the definition of
earnings as stipulated in the proposed ordinance will
substantially increase the firefighter ' s supplemental
contribution paid by the City as well as the police officers
contribution even if they pay the difference . She expressed
her concern that the ordinance changes the definition of
earnings for al.l members to include all kinds of
compensation such as detail , overtime and accrued time for
police and firefighters .
Acting Mayor Mikes mentioned the need to take a look at the
budget and expressed his concern on whether the City can
afford this increase . He agreed with Commissioner Grace to
wait for all information regarding the cost of these
benefits and the need to he fair with all employee groups .

Commissioner Bertino expressed his understanding that in
accordance with the BSO contract , the City is charged the
same pension rate for the 16 officers that is used for BSO
officers in the Florida Retirement System. He explained
that the City obtains a credit back each month from BSO as
the City contributes a much lower rate towards the officers
in the Dania Plan and that this credit comes to around
$40 , 000 a year . In an effort to give these officers the
same benefits that the BSO officers receive , the City would
pay what they are charged in accordance with the BSO
contract and not receive the credit .
Several police officers explained their reasons for
remaining in the Dania Plan as the cost was too high to buy
back their years of service into the FRF. Discussion
followed regarding the need to equalize the benefits .
Acting Vice Mayor McElyea felt that the City of Dania has an
obligation to give these officers what they were represented
by the City to receive at the time they opted to stay in the
Dania Plan.

5. Cost estimate to update the Arnold/Goodwin airport

City Manager Flatley mentioned the need to update the "Dania
Plan" with updated projections on the impact from the
expansion of the Airport South Runway thru
ex the year 2005 .
ex Flatley informed the Commission that the cost will be
$5, 000 to update the plan and that it should take one month
to complete .
6. Status reports on the following:

l Northside Park
City Manager Flatley reported that design plans have been
prepared for Northside Park. He informed the Commission
that repairs are being made to the sprinkler system and that
subsoil is being used from the Olsen Middle construction
project .
Discussion followed with Mike Smith, Personnel Director, on
review of the design plans for the location of the tennis,
basketball and paddle ball courts along with pertinent
issues relating to the operation of Northside Park .
At this time, Mike Smith reported that 56 resumes have been
received for Recreation Director and that he has selected 27
candidates from the 56 who have met the requirements of the
position. He mentioned that a review board comprised of
Recreation Directors from comparable cities to Dania have
reviewed the 27 candidates and selected 6 semi-finalist to
be interviewed by the Commission.
Beach Restrooms
City Manager Flatley reported on the deplorable condition of
the bathrooms at the beach and mentioned that the City will
not be receiving a qrant this year for these improvements .
He recommended to build two bathrooms by connecting them
into the City sewer system at the lifeguard restroom along
with replacing the plumbing and fixtures for a cost of
around $20 ,000. Mr. Flatley informed the Commission that
plans for the bathroom improvements can be prepared by the

Discussion followed regarding beach maintenance and the
proper functioning of beach parking meters .
Marina Mile Association
City Manager Flatley mentioned that monthly meetings have
been conducted since July with property owners located on
the southside of State Road 84 who are interested in an
effort to stimulate redevelopment . Mr. Flatley mentioned
that an association has been formed with these property
owners called Marina Mile Association . He requested an
expenditure of $500 a year to join the Marina Mile
Association to show participation in the redevelopment of
this area.
Future City Office Space
City Manager Flatley brought up the subject of over-crowding
of City Hall office space . He said the City could utilize
the Boisey Waiters Center for additional. space but explained
the inconvenience to citizens going to several locations for
City services . Mr. Flatley informed the Commission that the
Broward County Library is anticipating to move to the
O'Donald Building near Stirling Road in an effort to expand
and that some departments could then utilize the City Hall
1, space not utilized by the Library. Mr. Flatley expressed
} the idea of negotiating with Broward County to assist the
City in moving and expanding the Library and renovating the
t City Hall offices as one exchange for Dania ' s loss of some
37 acres of land with the expansion of the airport .

The Commission suggested that the City should determine the
total amount the County owes Dania for the 37 acres and that
s, part of the first years payment from the County could be
used towards the City ' s purchase of the O'Donald Building
which could then be leased back to the County for the
Library.

use the firm of Berry & Calvin to prepare the request; for
proposals for the Dania Pier project .
