DANIA CITY COMMISSION
SPECIAL MEETING
FEBRUARY 6, 1991
ROLL CALL:

1. . Request to hold the Great American Circus at the Grand Prix
Race-O-Rama in Dania on February 11 and 12, 1991 .
City "tanager Flatley informed the Commission that since
the Great American Circus made this request just two
days ago, he had to request a Special Meeting for-
Commission review. Mr . Flatley mentioned that the City
of Hollywood recently denied this request to hold the
a(
circus at Siff Flags Atlantis but that he has checked
out the operation and finds no legal problems for Dania
to approve . Mr . Flatley requested Will Allen, Growth
Management Director , to explain the conditions that �(
would be applied to the approval and mentioned that the
Kiawanis Club is presenting this circus for the benefit
of needy children .
�, i Will Allen , Growth Management Director, explained that:
this circus is being presented by the :Alan C . Hall
Great American Circus and distributed informational
material for the Commission to review . Mr. Allen
mentioned that the circus would hold two shows (5 : 00
p.m. and 8 : 00 p.m. ) on February 11 and 12 , 1991 at: the
Grant Prix Golf -O-Rama located on West Dania Beach
Boulevard. Mr. Allen advised the Commission that a
tent would be constructed at the northern asphalt
parking area , that there would be over 200 parking
! spaces available for this event across the street at
the Race-O-Rama , that seating capacity would be around
1100 , that there will be a concession stand and an area
designated for animals , a moon bounce ride , and pony
rides . Mr . Allen stated that no mechanical rides will
it
be operated.
Mr . .Allen mentioned that this request does not conflict
with the land use zoning in the area and that the
location :is acceptable as there is Vacant property and
warehouses to the east . Mr . Allen recommended the
following conditions to the request :
1 . Great American Circus provide insurance and name
City of Dania as additional insured . (Certificate of
Insurance received) ;
2 . Great American Circus provide a cash bond for city
to use for cleanup of public right-of.-way and for any
financial obligations (Bond refundable if not used) ;
3 . Great American Circus to flay cost for two BSO
police officers to control traffic and patr"l grounds
during circus;

Bob Zelco, President of Hollywood Kiawanis , on behalf
of the Great American Circus , explained that Hollywood
denied his request to hold this circus at Six Flags
:Atlantis due to Hollywood passing an animal rights
ordinance prohibiting public or private display of
exotic, endangered or threatened animals. fir . Zelco
mentioned that the Hollywood City Commission didn ' t
realize how restricted their ordinance was until they
attempted to use it for his type of operation and that
they did not have time to amend it for his use .
A motion was made by Commissioner Bertino, seconded by
Commissioner Grace to approve the request to hold the
Great American Circus at the Grand Prix Race-O--Rama in
Dania on February 11 and 12 , 1991 .
The motion passed on the following roll call. vote:
Commissioner Bertino-yes Vice-Mayor Mikes-yes
Commissioner Cook-yes Mayor McElyea-yes
