Water Treatment Plant Expansion Evaluation . City Manager Flatley reminded the Commission of the six j alternatives that were presented to the Commission by the City Engineers , Berri & Calvin , on the expansion of the Dania (Pater Treatment Plant . Mr. Flatley stated that the Commission chose to expand and refurbish the water plant and keep the interconnects with Hollywood , Ft . Lauderdale and y the� County. Mr. Flatley mentioned that Berri & Calvin were ? asked to bring back design alternatives on the kind of plant j, Dania would need for the future and to determine the type of t treatment capabilities Dania would need if the City were to obtain fresh water from the County in the future. z. ply Mr. Flatley mentioned that John Calvin is present to explain his recommendation to continue with the lime softening process with a membrane system for the Water Plant and that Lisa Layne, Rachl..in & Cohen , is also available to answer- questions regarding financial alternatives . John Calvin, Berri & Calvin Engineers , explained that in Preparing a recommendation he considered the need for the City to choose an alternative that would be flexible due to- the increased regulations from the Environmental. Protection Agency and from the drinking water standards . Mr. Calvin then requested Don Windham to address the Commission . 2. Renovation of existing water treatment plant. Don windham, Berry & Calvin, stepped forward to explain their recnmmendation to bring the plant up to good operating standards by replacing all valuing in the filters and treatment units; estimation pane] , motor control center , high service pumps and casings . He mentioned that they plan to replace the ammoniation system, all piping in the lime Nil", painting the storage tank and replacing miscellaneous Ward piping going from the water treatment unit over into the Ilene silo. The recommendation will include the installation of a hydrodynamic tank to deter water hammer :in the system and rebuilding the altitude calve at the bottom of the storage tank . Mr . Windham estimated the cost from$500, 000 to $600 , 000 and recommended to bid out all items to evaluate the best costs . He stated that he expects al1. plans and permits to be in place and ready to go :nit to bicl by April 1 . WORKSHOP MEET'T\r; 1 JASGARY 17 , 1901 4. This has caused the rite to change to the County which is a phased type of situation with the Cite eventually needing w go to the Brian Pi.colo Eacilivy nut hest f"r water . He stated that the water is not of high quality at Brian PON,) in regards to organic concentration and mentioned that high organics in the water will promote the trihalomethane tTTHM) concentrations . Discussion followed regarding the stringent Environmental Protection Agency standards regarding the TTHM concentrations and drinking water standards . The Commission then reviewed water demand , major concerns and treatment alternatives . Mr . Shimokubo then reviewed Hie sis. treatment options available to the Cite and the cost comparison of each option . Mr . Shimokubo mentioned that the City will he expanding from 3. 0 million gallons a dad capacity up to 7 . 7 million a clad or an incremental 1 . 7 MGD . ` r . Shimokubo recommended option number 2 from 'Table 1 for Lime & Membrane Softening -Broward County Wellfield at a construction cost of $7 , 605, 000 . r ` City Manager Flatlet' complimented Berry & Calvin on the S evaluation as presented . Commissioner Cook mentioned the complaints she receives on i, the high utility rates and felt that the City should attempt to reduce the water rates if possible . commissioner cook } suggested to move the west wells folder the water tank an the rot ridge and get out of the deep area west of the cemetery as she was told this would be good water. Commissioner Cook .,� requested City Manager Flatley to look into pulling the . , wells on Stirling Road up to 60 feet instead of 160 to 170 feet as an alternative . Manor McElyea questioned Mr , Calvin on his understanding that the Cite could not pull permits east of I-95 due to salt water inl_rLISioil . Discussion followed with Mr . Calvin and the Commission regarding the South Florida [cater Management not allowing permits for water production hells east of T-95 and that a precedent has been set fur future well fields being in the west . Commissioner Bertino requested to include discussion of two Eater delivery system lines to each home designating safe consumption and non-human consumption to the next regular meeting agenda . Discussion followed regarding water quality when purchased from Hollywood , Ft . Lauderdale and the County . Mr . Calvin mentioned that due to Dania ' s Large User agreement with Broward County, he feels its too late to change to purchasing finished water and reminded the Commission that his office was directed to continue the water treatment alternatives . Mr . Calvin stated that there may be ;an option to bull purchase water from Browar"d County and address the TTHM problems with the existing plant . Mr . Calvin mentioned the difficulty of the environmental regulations that will be imposed on cities . He recommended the City attempt to work with Hollywood if they take action to start a pilot study K_, test County water in the event that the County decides not to test their wells . Asa Layne , Rachlin Cohen , explained the water rate Andy by stating that Dania residents are WIN $1 . 22 per thousand on the first 8500 gallons and $1 . 53 per thousand on any additional gallons used up to 13 , 000 . The Commission requested Marie Jabalee to meet with a resident from the Meadowbronk Lakes Condominium regarding the way his water bill is computed and to Memo each Commissioner on her findings . John Calvin suggested Mr . Platley and he meet with City of Hollywood and Broward County to obtain the actual numbers on what finished water thew hare, available 4- purchase and how much it might cost to convert from the emergency to the finished water interconnect . `Iy . Calw,in stated that he could obtain further information on Hollywood ' s proposed pilot water study for Brian Picoin and also determine if the County is doing a study and report back to the commission in order for them to make a better decision on the water treatment plant expansion alternatives . City Manager Flatlet informed the Commission that he intends to separate the sanitation fees from the water billing so that people won ' t be getting such a high hill all at once - commissioner Cook requested that the budget be reviewed ill an effort to attempt to reduce the water billing for residents in the city . Marie Jabalee, Finance Director , mentioned that the budget revenue from the utilities is running just at 25% which is where it should be at this point and felt that if revenues are going to have to be cut that expenditures would have to be cut as well . 4 . Trash collection system. (Comm. Grace) This item was postponed due to commissioner Grace ' s absence .
