RESOLUTION NO.
I A RESOLUTION OF THE CITY OF DANIA, FLORIDA
AUTHORIZING THE FILING OF APPLICATIONS FOR k
PERMITS REQUIRED FOR THE REPAIR AND
REHABILITATION OF THE FISHING PIER;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO
EXECUTE SAME; AUTHORIZING COASTAL TECHNOLOGY
CORPORATION TO PROCESS SAME; CERTIFYING
COMPLIANCE WITH BUILDING AND ZONING
REGULATIONS AND THE LAND USE PLAN OF THE CITY;
AND PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,

Section 1 . That the City Commission of the City of Dania, P
Florida, hereby expresses its support for the rehabilitation of
=� the city' s fishing pier and authorizes the filing of applications !'
for permits as required by the Department of Natural Resources,
Department of Environmental Regulation, Army Corps of Engineers,
the Office of Natural Resource Protection of Broward County and
all other governmental agencies as may be required, with all such
applications to be filed in the name of "City of Dania" and signed
by the appropriate city officials as required by the city charter.
Section 2. That Coastal Technology Corportion is hereby f�
appointed as the authorized agency to process the permit

applications after the execution of same in accordance with the
provisions of Section 1 hereinabove.
Section 3. That the city commission does hereby certify that

the repair and rehabilitation of the fishing pier facility does
not violate any provisions of the city' s building and zoning codes
or its comprehensive plan.

LIGHTING
General Information
The negative effects of beacnfront lighting on manne tur•e hatchings and nesting females are well
documented. Hatchlings emerge during hours of darkness, allowing them to make their journey ;o the
sea when sand temperatures are low and terrestrial, avian, and aquatic predators comparatively few.
Proper hatchling orientation depends largely on a visual response :o right. Under natural conditions,
the ocean presents the brightest and most open hcr.:on, and this serves as a cue to hatehlings in :heir f
cccar.'finding behavior. Arificial lights disr.•ct this behavior and amac: hatchlings as then emerge
from their nests. Visible light sources and :roe reflection or %ic•.v' resulting from the cumulative
effects of coastal lights both contribute to :his problem. Instead of making their way to the ocean,
hatc,lings become misoriented and may wander extensively on one teach, Even for those hatchlings

General Guidelines
To prevent hatchling miscrientatidn and 3c•+erse impacts to nesting turtles, installation of exterior
ligntng is s;:cngly discouraged. If exterior lignting is proposed, the following general guidelines shall =
be feilc%ved. Acherence to these guidelines will help in developing an acceptable lighting plan.
However, in some cases, specific site conditions may warrant more stringent lighting restrictions.

10. Parking lots and roadways, including any paved or unpaved area upon which motorized vehiC.'es
will operate, should be designed or positioned such that vehicular headlights do not cast light toward
or onto the nestng beach. Hedges, native tune vegetation, and/or other ground-level barriers should

be utilized to meet this objective.

season (May 1 - Oc.coer 31) is strongly discouraged. If absolutely necessary, these lights shall be o

LOw pressure sodium vapor lamps or low war-age yellow 'bug' ripe bulbs shall be utilized. Under no
circumstances shall these lights directly or indirectly illuminate any area of the nesting beach.
1 3. Tinted „lass or window film that meets a '.ransmirance value 04 45% or less (inside to outside
transmirancet shall be utilized on all windows and glass doers visible from any point on the nesting
beach.
Application Requirements
The applicant shall provide site plans (mab view and profile view) plainly showing the location of all %
exterior lightmr fixtures. Two copies of each site plan are reauirec and all shall be drawn to scale and

inc:ude a north arrow, for multiple story s:rJctures, a site plan is required for each floor. If each floor giy,� .
incorporates identical lighting plans, please indicate this and inc:ude only one site plan depicting a iY+;'
representative floor. Distinctive and clearly marked symbols shall be utilized to show the location of
each ,type of proposed fixture. A detailed description of each fixture (cut sheet) shall be included. A

The project includes rehabilitation of the existing Dania fishing pier. Construction includes
driving additional 18 inch diameter concrete piling and additional steel beams to support
the upper concrete superstructure. Additional work will include replacement of the wood
decking, water and electric utilities, and low level downcast lighting for nighttime
illumination.

Items 7 and 8: A combination lighting plan is proposed for the renovated structure. High r
intensity lights will be installed on the pier for winter use (November - May). Low intensity 4
down cast lighting will be used exclusively during the turtle nesting season (May -
October).

A land based construction staging area is proposed for the asphalt parking lot west of the
pier. Pile driving machines and tracked vehicles will be used to transport new piles and
beams to the pier bents for installation. Approximately 1/3 of the landward portion of the
pier will be repaired using land based equipment.
The Eastern 2 3 of the/ pier are anticipated to be repaired using barges, cranes, and
floating equipment. All superstructure repairs will be completed utilizing the existing pier
deck as a base of operations.

Access to the construction site will be from SR AIA and the public parking lot adjacent to
the pier. Access to the nearshore piles will be from the upland beach adjacent to the
I existing bait shop/restaurant complex. Equipment used in driving new piling will be
transported from the uplands to nearshore waters using a temporary matt type
-1 foundation. All equipment will be confined to the area immediately surrounding the
existing pier or approximately 20 feet (shore parallel) either side of the existing structure.
When the offshore waters are deep enough to support floating equipment, all land based
operations will be discontinued. Subsequent barge related pile driving operations will not
require land based assistance.

PROJECT IMPACTS TO MARINE TURTLES.
Broward County Office of Natural Resource Protection (ONRP) currently has a daily turtle
monitoring program in place for the entire County. Personnel under contract to ONRP
will survey the beach area every morning before construction to locate and mark new

evaluation and permitting of the rehabilitation of the "Dania Beach Fishing Pier."
These drawings are not intended for construction.
2. Mean High Water Line (MHWL) based on the elevation established for the "Erosion
i Control Line" (ECL) and recorded in miscellaneous Plat Book 3 page 49 of the
public records of Broward County, Florida.
i 3. All elevations are referenced to NGVD of 1929.
4. All new pilings shall be driven or augured to a minimum depth of 10 feet into firm
unyielding soil. Construction will require both land and water based (barge)
1' equipment.
5. Turbidity curtains shall be used to maintain ambient water quality in the project f
vicinity during all phases of construction.

The proposed work includes structural rehabilitation and repairs to the Dania
Beach Fishing Pier. The specific construction includes driving additional 18
inch diameter concrete piling and support member steel beams to create a
"crutch bent"system as supplementary foundation support for the existing pier.
Minor structural repairs to the concrete caps and beams of the superstructure
and replacement of the wood deck and utilities are also included in the
proposed construction.
Item 7. In the space provided below, please write the specific reasons the applicant
feels that the permit should be approved and why construction seaward of the
control line or 50-foot setback is considered necessary for reasonable use of
the property.
In 1990, after a detailed structural inspection of the Dania Fishing Pier was
made, the Dania City Commission ordered the pier closed. The City h
Commission desires to make extensive structural repairs, renovate the facility, _
and reopen the pier to the public. Continued use of this facility will enable f
the public to enjoy fishing opportunities and provide recreational enjoyment
of the nearshore waters by tourists and Florida residents.

The Dania Beach Fishing Pier is located along the Atlantic Ocean within the corporate
limits of the City of Dania, approximately 200 feet south of the southerly limits of the John
U. Llovd State Recreation Area, Broward County, Florida.
The pier was originally constructed to its present length and configuration in 1962 and has
been used as a fishing pier open to the public. In September 1990, after a detailed
structural investigation of the pier, the Dania City Commission ordered the Dania Pier
closed to the public. The City has now decided to effect structural repairs and reopen the ;
pier.
The proposed improvements include placing approximately sixty-four 64 18" diameter '
concrete piles on either side of the existing pier and supporting the superstructure by steel
beams that span between these new piles. The pier superstructure including decking,
handrails, and utilities will be replaced as part of these improvements. ,
Reopening the pier to the public will once again provide recreational fishing and sightseeing
opportunities to Florida rubia i,ts and out of state tourists and visitors alike.

GENERAL NOTES
1. These are 'permit sketches" intended to provide sufficient data to facilitate the
evaluation and permitting of the rehabilitation of the "Dania Beach Fishing Pier.'
These drawings are not intended for construction.
2. Mean High Water Line (MHWL) based on the elevation established for the "Erosion
Control Line" (ECL) and recorded in miscellaneous Plat Book 3 page 49 of the
! public records of Broward County, Florida.

3. All elevations are referenced to NGVD of 1929.
4. All new pilings shall be driven or augured to a minimum depth of 10 feet into firm
unyielding soil. Construction will require both land and water based (barge)
equipment.

5. Turbidity curtains shall be used to maintain ambient water quality in the project
vicinity during all phases of construction. ? ''
6. Minor repairs to the existing structure may be made by forming new concrete
members. These repairs will be made from the top of the structure.
