1 . Gloria Daly, Dania Housing Authority, read literature from Michael
Lynn , Director of the Housing Authority, regarding a request from the
City to endorse an application for additional Section 8 Certificates and
development. funds for public housing .
>� M.ayrn• Mikes mentioned that individuals in these subsidized units are �t
having a difficult time meeting Dania ' s costs for utility services . He -
advined that, it takes $330 per resident to supply public safety services
j in Dania and that, the City is stressed in supplying this obligation .
May()r Mikes said that Dania has one of lowest average assessed property
values in the County (number 25 out of 28 cities) and reminded the
Commissiom that these kinds of units are exempt from the tax rolls .
Gloria Daly advised that the proposed units do not have to be built, in
thcr area where most of Dania ' s public housing developments have been
huilt 'if; the annexation area can now be considered. Ms . Daly reminded
jtho Commission of Dania ' s Resolution 67-87 that granted 200 units to the

Iicnrsing Authority of which only 40 units been built .
Commissioner Rertino e:uggested to turn this public housing request over
to Broward County so they can build them in other Cities with a lower
ratio fc,r subsidized housing . He commended the Dania Housing Authority
for their performance but didn ' t feel it to be a good decision to
increase public housing in Dania .

City Attorney Adler advised that Resolution No. 67-87 covered a grant
request hack in 1987 and that normal procedure is to apply for more
units that. you expect to receive . He stated that Resolution No. 67-87
is not binding under this Commission .
2 . Commissioner Hyde requested an update on costs involved with the
warranty turn over of the bridge on SW 30 Avenue .
City Manager Flatley advised that May 17, 1992, is the end of the
warranty maintenance period on the bridge and that the County will be
conducting a final inspection of the bridge for turnover to Dania and P
Hollywood . He stated that Dania ' s portion begins north of the bridge
and then south to Griffin Road and Hollywood' s portion begins north of
the bridge to State Road 84 . Discussion followed on graffiti cleanup
being the responsibility of the road contractor and Broward County.
Will Allen, Growth Management Director, advised that the City has sent xryA .
correspondence refusing to accept this street and bridge as constructed
and stated that only a safe two lane road would be accepted . He
mentioned that a meeting was held on January 20th with Alandco Inc. , the

diucuss options on making the road safe with two lanes .
Mr . Allen recommended to address the following items prior to turn over:

2 . Maintenance of the street and bridge (short term and long term)
3 . Control over speed
John Calvin , City E:ngiueer , st-at.ed that Engineers are in agreement to
the unsafe condition of the road and his recommendation was to turn the
road hack to a four-- Ianc :section.
Commissioner Hyde stated that SW 30 Avenue does not service the Citizens
j of Dania and commented on developer negligence in building the road and
i the County ' s action in pushing responsibility off on Dania .
City Attcrney Adler saki that the County should be responsible for
maintaining the road since it was built for the benefit of the
leve,loper , Alandco, and that Dania should not have to pay for any costs
as t.hey didn ' t want the road in the first. place.

Attorney Copeland on this; issue and report back to the Commission.

3 . City Manager Flatley advised that. the School Board Staff will not be
pretient tonight to address Dania ' s concern for their proposal to
connoliddt.e Collins & Edgewood Elementary Schools into a new school .
Mr . Flatley recommended to supply bus transportation to generate as many
citizens; ;is possible to attend the School Board Public Hearing scheduled
January ?.3 aL Plantation High School t.o represent opposition to this
proposal .
Mildred apnea , Advisory Chairperson for Collins Elementary, advised on
her recent communicaion with the School Board in regards to this
t
proposal and S L I-CSSed the need for Collins to remain open based on the
i fact. that the children who attend the school also live in the
neighborhood .
Contmisesioner comments were made in regards to the School Board ' s
ambitir,ns on this issue and the need for Dania to remain united . Mayor
Mikes encouraged citizen and Commission participation at the public !

1 . City Manager Flatley advised that the current land use for Tigertail
Park is Industrial which allows for the open space and recreation. He
commented on the value of the property since the park was recently
offered to developers for 2 million dollars for 20 acres. Based on the !!!
cit.y' s control over the zoning , he felt the County may decide to turn t
the park over to the City. i
Commissioner Bertino expressed concern on the cost to maintain the park
and whether the lake has been checked out for possible pollution
problems in the event the City took over .
Mr . Flatley advised that he would contact the County to ensure the Park
has no problems and bring this back to the regular meeting on January
28 , 1992 .
5 . Mayor Mikes encouraged public comments on term limits for elected
officials.
John Bruckner came forward to express his view that conflict of interest
was far more important an issue than term limits for elected officials .
No further comments were made.

The Commission decided to review the backup material as submitted and to

7 . City Manager Flatley stated that he would prepare a wish list of
Capital Improvement. projects to be discussed at the next workshop
mcaetinq in February .

B . Modello Park pool status .
Tim Tapp, Recreation Director , advised that the swimming pool at Modello
and that numerous
Park ] u losing up to 19 inches of water at night
J atternpt.:j have been made to determine the cause of leakage . He mentioned
that. specialists assisted in plugging it up temporarily for last years
summer program.
� Mr . Tapp reported that. the Parks & Recreation Board recommended to
temporarily close the pool in the upcoming year and enter into a
:;wimnting program with Hollywood for the children . The swimming program
J would be available six days a week at Attucks School .
Mr . 'Tapp stated that the repairs are, extensive and a decision needs to
I,, made to either spend the funds necessary to repai .- the pool and
b,ttbroom facilities or to build a new pool .
J commissioner Hyde Bugg ested to investigate the possibi : ity of obtaining
grant monies to make repairs to the Modello Park pool and Commissioner
Bertirto advised that a grant is available to build a pool at Olsen
Middle School that requires a portion of City funds .
\'ice Mayor McElyea didn ' t feel it would be feasible to rebuild the pool 4

1 A citizen suggested to extend the teen center at Modello Park in the
area where the pool is located in the event no monies can be obtained to
build a pool .
9 . Captain Carney, BSO, requested to expend an estimated $55, 000 from
the Lau Enforcement Trust Fund to update their computer system and
purchase some miscellaneous items .

This request involved purchasing four personal computers to be connected +a
into the main BSO data center to expedite police services fors
investigators and road patrol officers. It was determined that the y�
present four persona]. computers at BSO are obsolete in technology for 'gi
the new program and that the old equipment would go to the City of
Dania . '

The Commission decided to set up a meeting with the two Computer ph
Managers for the City and BSO to determine the feasibility of the Cityw4 �, .
reusing the four old personal computers .

11 . Cit }• Manager Flatley commented on the extensive efforts made to

pr„t,lems on Bryan/Griffin Road . His recommendation was to have Berry &
Calvin (Je:; ign plans to complete these projects .
IMayer Mike;; suggested to prepare a letter for his signature to make a
formal request before the County Commission to pay for these projects
ha:;ecl on the road being under County/State jurisdiction.

Commis:;inner Bertino questioned whether Public Works needs further
supervision since Tim Tapp was recently relieved of this additional
responsibility .
Vice Mayor McElyea elaborated on reports he recently received covering
maintenance status on Public Works vehicles .
City Manager Flatley commended Cliff Taylor , Public Works Supervisor,
fat lti _; efforts in motivating the Public Works crew over the past two
ye.tr:; . Mr . Flatley mentioned that with just one mechanic it is
difficult to meet the needs for vehicle maintenance and recommended to
hire two part-time mechanics as a cost effective measure.
Commissioner Bertino suggested to contract this mechanic work out. Vice
Mayor McElyea said it was better to have in-house personnel to work on ;
the vehicles .

Cliff Taylor commented on his mechanical experience that has been fir`
instrumental in maintaining vehicles over the past few years and
responded to Commission questions on his personnel schedules and
distribution of responsibilities for the Public Works Department . '«

15. Commissioner Hyde recommended that. the City Manager he responsible
for the 9 Department. Heads on staff in regards to personnel issues .
Vic( Mayor McF,lyea and Commissioner Bertino expressed the need for the
Cotnmi a ton to retain authority in regards to hiring and firing
�s department heads .
Rti Mayor Mikes agreed and felt. the present system with the Commission
overseeing the department. heads has been working very well .
16 . City Attorney Adler mentioned that Mayor Mikes has suggested the i. -
Cit.y pay for it barbecue for City Advisory Board members as a way of
expressing thanks for volunteering their time to the City .
I'he Commission agreed that, this would be a very positive event and to
schedule the. barbecue for March at the I .T. Parker Center .
17 . Commissioner Hyde suggested to begin City Commission meetings at
7 : 30 p.m. instead of the 8 :00 p.m. time.
Commissioner Bertino felt that Consent Agenda items should be addressed
with the City Manager prior to a meeting so that this would eliminate
time taken on dpproval or denial . Mayor Mikes felt there is a need to
address certain Consent. Agenda items for the benefit the public,

the beginning of the meetings opposed to the end of meetings since j
adjournments are taking place after midnight . j
