Utilities The Commission reviewed with Bud Palm, Utilities Director , requirements I • by the Health Department for additional ground storage tanks , suppl}' linrr; , pumps and standby generators . r' ity "Tanager Flatley suggested to establish a special taxing district for implementation of drainage improvements to the southeast area. Mr . Flatley also mentioned the possibility Of implementing a utility fee to cover the drainage costs with the required storm drainage costs imposed by the National Storm Water Management Program. yr . Palm commented on the progress of the study in relation to the I ' Sanitary Sewer Inflow & Infiltration System and Mr. Flatley mentioned that installation must take place within the nest five Years . t . . yr . His proposal is to build an addition off the BSO F Headquarters from Police Capital monies so that the City can utilize the second floor of BSO. He mentioned that Sam Price, Esq. , BSO, has ruled that Law Enforcement Trust Fund monies cannot be used for building :u projects and Mr . Flatle}- informed the Commission that a demonstration will be conducted shortly for audio-visual equipment for the Cit} Commission r;hambern for better communcation at meetings . Genera] Commission r_onsensus was to separate the items that are grant budget items and actual capital improvements for a referendum in order to firm up an actual Capital Improvement Program.
