A motion was made by Commissioner Bertino, seconded by Commissioner Grace to excuse Commissioner '

Donly from this meeting. City Attorney Adler advised that Commissioners are not obligated to attend Y*9
workshop meetings.
The motion passed on the following roll call vote:

]]irry Carter, DEDC, commented on efforts made by DEDC over the past 5 years to develop affordable
lerry.0 in blighted neighborhoods with the use of federal funds. Mr. Carter mentioned that two families
have agreed to allow inspection of their homes for the tour of "Byrd Pointe' tonight. He responded to
questions by Commissioner Bertino pertaining to whether all ethnic groups have been given an
opportunity to apply for housing.

3. City Manager Flatley reported that Pembroke Pines is taking action to close down the composting
portion of the Reuter Recycling Plant/Green Isles due to the odor problem. Garbage will be taken to the
plant so that recyclable items can be removed and then Reuter will haul the garbage to the County
pla incirat tor. U.S. West Financial, the major investor, will assume full responsibilities for funding the plants
operations, repairs and shortfalls.
City Manager Flatlet' thought that repairs to correct the oder problem should take until May 1993 and that
{ further discussion of this issue is scheduled at the Pembroke Pines City H211 on Thursday. The
1 Commission agreed to have Dania representation at this meeting.
Addendum item:
4. Reinsurance Proposals
i City Manager Flatley presented a memo from Mike Smith, Personnel Director,
recommending that the City renew reinsurance coverage through Lloyds with a $40,000 specific reinsurance
level. Three proposals were received and Lloyds offered the lowest aggregate attachment point at $852,852
and the Lloyds contract is on a ppaid basis which offers much more favorable coverage for claims incurred
prior to the effective date of 12/1/92.
