Flatley City Clerk: Wanda Mullikin ITEM 8 WAS HEARD AT THE BEGINNING OF THE MEETING ITEM I WAS HEARD AFTER ITEM 10 1. Michael O'Hargan, NOAA (National Oceanic and Atmospheric Administration) Sea Estuarine Division Chief, requested permission to install, operate and maintain a National Water Level Observation Network station on the city's pier. The station will measure water levels (tides) from the pier, using automated equipment. This will replace the station NOS installed at Haulover, North Miami, before it was damaged by Hurricane Andrew in late August. Fie requested to install a temporary station until after die pier is rebuilt and to eventually install a permanent station at a later date. Discussion followed on liability concerns for the government workers that would be installing the system as the pier has been declared unsafe and die methods that will be used to install the facility. Tile Commission generally agreed to have Mr. Flatley handle die arrangements for Mr. O'Hargan to install the system and Mr. O'Hargan presented technical information regarding die installation. ; L I I. Will Allen, Growth Management Director, advised that at the October 20 Commission Workshop, lie was directed to confer with John Calvin, City Engineer, on whether a 40' riglhtof-way would be sufficient across the front of Mr. Marrone's property on SW 26 Street in the Griffin area. Dan Oyler advised that Carl Higgins, Landscape Architect, Florida Department of Transportation, would like to conduct a demonstration project in the City of Dania using'Serenoa Repens' as a ground cover. The project is proposed for the island at the intrnecaoil of Griffin Road and Federal Highway and an area inuncdiatdy south of the island. Mr. Oyler advised die Commission on Dania's responsibilities and the Conunission was in general agreement with the project. G, City Manager Fluley mentioned that the City will be changing over to monthly utility billing and asked Laud PAhn to explain the concept to the Comnussiou. Bud Palm, Utility Director, advised that no one is using out billing services but that outside meter reading is still being researched. Most of the Cities arc moving to monthly billing based on die high bills received every Iwo nhonths and commented on tine increase it' water services. IY i i Vice Mayor Mikes questioned why a staff proposal cannot be put together first showing tie alternatives that are P{ Available. j Marie Jabalce mentioned the dilemma placed on staff to obtain costs for software and hardware as their a tremendous research to do and this is impossible without obtaining direction from tie Commission on which .t program system they want instPz alled. Marie advised that the system will have to be built from the ground up and will involve all personnel in the Finance Department as everything is integrated. Further complications are 5 ' expected as utility personnel are presently inundated with work and their work load will double once billing is changed to monthly. Commissioner Grace requested the Commission to allow Brice Funeral Home to present some problems they are having with the opening and closing of the City's cemeteries for funerals. Larry Black, Davis-Brice Funeral Home, mentioned that city employees have complained during funerals that Brice is taking too long to conduct funerals and that they complain to die family member of the deceased. He r ` mentioned that these employees have threatened to impose a S500.00 charge on the funeral home for these delays. Mr. Black stated that this has taken place on two Saturdays. n why he was not informed that there was a problem up until City Manager Flatley questioned Mr. Black o tonight so that he could have addressed the problem with the responsible department. The Commission Apologized to Mr. Black for the behavior displayed by city employees. Discussion followed on alternatives to make the process easier when tlsere are several funerals scheduled on the same day and it was agreed that Mr. Malley would take care of the problem with Mr. Black. ITEM 1 WAS HEARD AFTER ITEM 10 DISCUSSION: City Attorney Adler advised Commissioner Bertino that the Housing Authority will not be purchasing the Dubow property and Conmissioncr Bcrtino requested an overtime report from City Manager Flatley.
