1. Tim Tapp, Recreation Director, advised that nine proposals were received on the Pier
RFP and that a five person committee, made up of staff members and Coastal Technology,
selected five from the nine. He said that the committee then chose three finalists from the five
and that the three companies are available to make a presentation to the Commission tonight.

City Manager Flatley said that if a company is selected by the Commission tonight that
contract negotiations could be approved at the regular meeting on November 9th. He
expected the negotiation period to take 30 days or more.
a) Durochure Dock & Dredge
Joe VanAntwerp, President of Durochure Dock & Dredge, introduced staff members who
were responsible for putting their proposal together and explained the dimensions of the
proposed structure. Mr. Ray, Harbor Engineering, presented the technical aspects of the plans
1 and Mr. Floyd presented background information on the company.
The Commission questioned Durochure about their litigation over the Deerfield Beach pier
and Durochure clarified that it relates to the type of board used for the decking on that pier.

City Manager Flatley advised that the company who is chosen will be responsible for the
design build which should avoid the problems encountered with the construction of the
Deerfield Beach Pier.
b) Murphy Construction
Randy Kropt, Murphy Construction, introduced John Murphy, President, and Brian Rowe,
Designer, and presented background history on the stability of the company. Mr. Kropt
explained that Murphy is 95% completed on the Lake Worth Pier noting that they were two
months ahead of schedule. He presented a video showing a scale model of the proposed pier.
Brian Rowe, Designer, mentioned changes that their pier design is based on 10 years of
experience learned from other piers in the area and that storm damage and hurricane type
wave action was taken into consideration for the best possible construction.
The Commission conducted a question and answer session regarding the materials that will be
used by Murphy Construction and Kevin McCabe, Coastal Technology, included his
comments on the long-term service history of post-tension concrete compared to pre-stressed
j concrete in the ocean environment.

c) Triton Marine Construction
Chris Willis, Area Manager for Triton Marine Construction, distributed some drawings for a
standard 30 foot wide pier. He said that Triton would be acting as General Contractor and
Construction Manager and that Remar Engineering Company would be responsible for the
permitting process. The designers are Shal Engineering a Canadian firm specializing in marine
j construction. Mr. Willis advised that the proposal includes three pile tests (tension,
compressive and lateral low tests) to determine that the piles reach a certain structural criteria.
Triton strives to use SDBE (Small Disadvantaged Business Enterprise) subcontractors
wherever possible and Pilot Corporation who is an SDBE will be used for some of the
work..Further questions were answered on the construction procedures and materials to be
used for the project.
City Manager Flatley said that Dania expects each proposer to be liable for the design, -'
workmanship and materials that are used on the pier. Mr. Willis commented on the standard
warranties and latent defect clauses that are usually involved with these types of projects and
that design builders take on fairly onerous warranty of workmanship requirements. Mr.
Willis said that his company would not have any problem assuming responsibility on the
materials aspect. F
2. Karl Adler, Esq. mentioned that there has not been allot of time allowed to put a
contact together or to conduct a background check on each company. He presented credit
reports on the three companies and didn't have anything negative to report.

Kevin McCabe, Coastal Technology, felt that all three companies are technically qualified for
the project and that each pier design would be functional. Triton was commended for their
well thought out presentation. He stated his personal knowledge that Murphy Construction
is an exemplary construction firm and commended Duroucher for an extremely good pier
design based on his own inspection of the Deerfield Pier.

November 9th at 7:00 p.m. prior to the regular meeting that starts at 8:00 p.m. City Manager
Flatley advised that there will be a staff selection committee report available at 7:00 p.m. for
{ the November 9 workshop.
3, Gill Jim Rusty, Environmental Consultant and Civil Engineer, presented a sketch of
the drainage design plan for the Ligotti project on SE 5th Avenue. He said that the plan
conforms to the South Florida Water Management criteria, that 5th Avenue is higher than any =
other point on the project, that water will go into the catch basins and not onto Sth Avenue.
Vice Mayor Mikes concurred with Commissioner Hyde that a more detailed scale drawing is
needed before the regular meeting on November 9 when the project will be addressed by the
Commission. Further comments were expressed about the existing flooding problem in the
southeast section.
Mr. Ligotti agreed to provide better documentation of the drainage plan for the public hearing
and gave deed restrictions to be attached to the property to City Attorney Adler.
Peggy Breeschoten reminded the Commission that residents complained about past housing `
projects in the southeast area and that these projects turned out to be beneficial to the area.
She felt that the quality of homes being built by Mr. Ligotti will only enhance the area.
James Curtis, a property owner in the area, questioned the square footage of the homes being

built by Mr. Ligotti. Mr. Ligotti advised that the homes will be 30 feet by 52 fee[ and 2 story �.

should be around 2200 to 2300 square feet with the garage and 1800 to 1900 without the
garage. Will Allen, Growth Management Director, responded to public right-of-way
requirements behind the homes.
The Commission continued this item to the November 9 regular meeting.
4, Ed Curtis, Esq. distributed a chart on the entitlements under the various programs
being proposed for purchase or purchase assurance acquisition and condemnation relating to
airport expansion. He presented the single event contours created by his office and
recommended to use the Lear 25 and Challenger 601 with an east and west departure, and a `

and 4. Discussion followed on the current negotiation status with the County and legal
options available to the City in the litigation against the County.
