The motion passed on the following roll call vote: Commissioner Bertino - yes Commissioner Jones- yes Vice Mayor Mikes - yes Mayor Grace - yes 1. City Attorney Adler read the Resolution in its entirety approving the Proposed Millage Rate of 5.98%. t Mayor Grace opened the public hearing. Al Spies, Voters Rights Committee, held his comments for item 2. Hearing no further comments, the Mayor closed the public hearing. City Manager Flatley explained that the increase in millage from 5.78% to 5.98% is necessary due to a 3.2% inflation rate, the increase in the BSO Contract by $230,000, Capital Improvements amounting to around 5400,000 to upgrade parks and radios for the Fire Station, Pier Construction and airport expansion litigation. Mr. Flatley explained that Dania BUDGET HEARING 1 SEPTEMBER 13, 1993 only receives 1/4 of the tax bill, the School Board receives around 9 mills, and the County receives around 7 or 8 mills and that Dania ranks somewhere in the middle for tax rate compared [0 28 Cities in Broward. Mr. Flatley mentioned that the increase in the Occupational License fees should provide some $230,000 in revenues, the medical services transport fees should provide 560,000 in revenues, and that sewer utility fees have been 1,000 as a result of the new Infiltration by 7.4% by cutting the assessment by 58 Program. Vr Mikes mentioned that there was a recent article displaying a comparative tax Viice Mayo ce table for the put ten years for Ft. Lauderdale, Hollywood, Davie and Dania. The worst increase was over 200% for Davie, both Hollywood and Ft. Lauderdale showed a 140% 1 increase and Dania was only 80% for a ten year period. The majority of the budget is for public safety services, general government accounts for only 17% and even with the additional annexations over the past few years the City has maintained the same personnel. Further pact that the airport expansion is going to have on the City and comment followed on the im the need to pursue litigation to protect property values and tax bases f A motion was made by Vice Mayor Mikes, seconded by Commissioner Jones to adopt the ! resolution approving the proposed millage rate of 5.98% for the fiscal year 1993-94. The motion paused on the following roll call vote: Commissioner Bcrtino - yes Commissioner Jones - yes Vice Mayor Mikes - yes Mayor Grace • no Mayor Grace explained that she if voting no to the 5.98% millage rate because she feels that a 6.09/6 millage rate is needed to cover the costs of the budget. 2. City Attorney Adler read the resolution in its entirety approving the tentative annual budget for the fiscal year 1993-94. Mayor Grace opened the public hearing. At Spies asked that the amount spent on the Commission for attendance at a recent seminar in California be presented at the next public hearing. Further comments related to the need for the County on the airport expansion. E Director based on his professional efforts and experience that have saved the City money since his employment began in 1991. Mayor Grace e,mmended Mr. Palm for his work d performance but mentioned that there are other employees who are deserving of a raise but that the City cannot afford it. Vincent Carroll mentioned that he attended the 7 hour budget workshop in July and felt that the Commission and staff have done their best to balance the budget. He presented his recommendations on managing the Commission Expense Accounts, to change the beach cleaning machine, problems with parking meters being stolen at the beach and the need to give a raise to Bud Palm. �II Vito Mancino came forward to request the Commission to consider a raise for Mr. Palm. i Bobbie Walker commented against the high cost of the BSO Contract and water bills and complained about the way she was treated by personnel at a recent I.T. Parker Community a l X,< Center event. 1 Dennis Parker, Utilities Department, mentioned that consistent improvements have been { made in the Utilities Department because of Bud Palm's direction and encouraged the k' Commission to consider a raise for Mr. Palm. ; Victor Sinelli expressed his opposition to hiring outside attorneys to pursue litigation against the airport expansion and felt that this should be handled by the City Attorney. A resident came forward to complain about the high cost of water service. Discussion followed on the problem with undetected leaks that cause high bills and the fact that billing is presently on a two month system causing a high lump sum payment at one time and the City's plans to change to monthly billing to assist residents. City Manager Flatley clarified that water and sanitation charges arc moderate compared to other cities but that Dania's sewer rates are high. Under the direction of Bud Palm, Utilities Director, the City has taken action to comply with the infiltration program which has produced a 7.1% drop in sewer treatment fees that is being passed onto to residents. He also mentioned that the water bill also includes sanitation charges on it and thought that sanitation billing could be done by the garbage company to reduce the water bill. Mr. Flatley clarified that the City bills sanitation at a rate of$23.00 per thousand in the Griffin area and at a rate of$18.00 per thousand for the City limits cast of Ravenswood Road. I-fearing no further comments, the Mayor closed the public hearing. Commissioner Jones stressed the need to explain water billing to the public and that his reasons for attending a seminar in California was an effort to better serve the City. Vice Mayor Mikes clarified that the City is required under regulation to treat sewerage at the Hollywood Regional Plant and that costs have increased over the past few years by 100% which is why Dania's sewer rates are so high. Vice Mayor Mikes mentioned that the BUDGET HEARING 3 SEPTEMBER 13, 1993 `Z u • a:_r Commission salary is much lower in Dania compared to other cities and that the cost involved to campaign for public office is very high. He felt that Commissioners need to be allowed to attend conferences and seminars to obtain information that can be helpful to the City. A motion was made by Commissioner Bertino to adjust the budget to grant Mr. Palm the same salary as the Growth Management Director. The motion died for lack of a second. Vice Mayor Mikes felt that further review must be made to be fair to the other employees who also deserve a raise and not to single out one employee. He commended Mr. Palm's rves a raise but felt that the City has tried to employment performance and did agree he dese work with Mr. Palm when he was given a new Bronco van as a perk to his position. Mayor Grace concurred with Vice Mayor Mikes. A motion was made by Vice Mayor Mikes, seconded by Commissioner Jones to adopt the resolution approving the Tentative Annual Budget for the fiscal year 1993-94. The motion failed on the following roll call vote.
