1. Public Hearing Ordinance amending Occupational License Fees

City Attorney Adler read the title of the ordinance for second reading.
City Manager Flatley advised that new legislation has been enacted to allow local governments
to increase their revenues by amending their Occupational License Fees and that the City
formed an Equity Committee to review the fees as outlined in the ordinance. Mr. Flatley
advised that the Equity Committee has recommended approval of the ordinance and will
continue to meet throughout the year to improve the fee structure.
Commissioner Hyde stated his concern with the percentage of increase on the fees and Mr.
Flatley advised that the legislation has allowed Cities to obtain additional revenues by
increasing fees from 100% to 200%. Discussion followed on the need to remove some
obsolete categories in the fee structure and to change some inequities in the fees that will be
addressed by the Equity Committee.

Commissioner Hyde expressed his opposition to adopting this ordinance without a full
i Commission being present and that further discussion should be conducted at a workshop
meeting before final approval of the fees.
Vice Mayor Mikes stated that the City has to adopt this ordinance with the new fees today in
order to meet the August 1, 1993, deadline constraint imposed by the Legislature and then
address the inequities in the fees at a later date.
Vice Mayor Mikes opened the public hearing on the second reading of the ordinance. Hearing J
no one speak in favor or opposition, the Vice Mayor closed the public hearing.
In response to Commissioner Hyde's inquiry on the number of votes needed to pass the
i ordinance, City Attorney Adler stated that the majority of the quorum present can pass the
ordinance and with three Commissioner being present at this meeting it would only take two
votes. f
A motion was made by Vice Mayor Mikes, after passing the gavel, seconded by Commissioner
)ones to adopt the ordinance amending the occupational License Fees to be paid by persons,
firms or associations maintaining a permanent business location or branch office within said
municipality for the privilege of engaging in or managing any business, profession or
occupation within the City of Dania.
The motion passed on the following roll call vote:
Commissioner Hyde - yes Commissioner Jones - yes
Vice Mayor Mikes-yes
Vice Mayor Mikes suggested that this ordinance be brought back for further discussion at the I; -
next workshop meeting and to reestablish the Equity Committee.
