Ed Curtis (Attorney representing the City in the airport expansion) recommended that the City pursue the planning and funding avenues in fighting the expansion of the South 12s I Runway at the Fort Lauderdale-Hollywood Airport. The cost to the City to pursue study action was estimated to be in the six figure range. a 5, Vice Mayor Mikes felt that the City has to make a statement that the growth figures presented07 r, by the Airport are not realistic and, if enhanced capacity is needed in the future, that the Airport has the land and the ability to enable alternate number 3 without destroying the City of Dania. Attorney Curtis read the title of the resolution opposing the Broward County Aviation Department recommendation to approve the extension and widening of Runway 9R-27L at I the Fort Lauderdale-Hollywood International Airport. Vice Mayor Mikes recommended to replace the word "extension" with "conversion" in the resolution. The Commission agreed f that Mr. Curtis would make the appropriate changes to the resolution after this meeting. A motion was made by Commissioner Bertino, seconded by Commissioner Jones to adopt the resolution. Vice Mayor Mikes requested a financial background on each person who is appointed on this board. Commissioner Hyde advised that Beulah Lair has already been serving on this board T and Commissioner Jones opposed this requirement. The motion passed on the following roll call vote: Commissioner Bertino - yes Commissioner Hyde- yes Commissioner Jones - yes Vice Mayor Mikes - no Mayor Grace - yes i Mayor Grace made a motion, after passing the gavel, to appoint Al spies, seconded by Vice Mayor Mikes. Mayor Grace advised the public that they need to sign up for the free bus transportation for the May 25 County Commission Meeting to oppose the airport expansion. City Manager Flatley advised that the meeting on 'ruesday involves the Aviation Department's submittal to the County Commission on the results of the study on expanding the south runway and that citizen involvement is imperative. Ed Curtis, Attorney representing the City in the airport expansion, stated that the primary J remedy is to convince the majority of the County Commission not to expand the airport and he didn't find this to be a viable solution. He recommended to delay the expansion through the County's funding sources and to participate in the planning process thru grant funding t 'h with the FAA. Mayor Grace allowed public comment and input at this time. Jay Field, Airport Advisory Board, presented statistics on passenger capacity projections would not take affect until the year 2002 and suggested the presented by the airport which ! idea of requesting airlines to shift their planes outside the peak hours. Mr. Field questioned j the accuracy of the figures presented by the Airport on the economic benefiu of extending this runway and on mitigation. He mentioned his efforts to request a breakdown of cost for WORKSHOP MEETING 1 MAY 20, 1993 i Alternative #3, which is the close paralleling of the north runway, and the airport's unwillingness to look at this concept or present information in this regard. He felt that projections are grossly understated so that they can justify the expansion and not have to spend the money on Alternative r3. Commissioner Hyde presented a map on the contour lines which shows that one-third of Dania will be impacted by the noise generated by the 9,000 foot runway, j Attorney Curtis agreed with Mr. Field that one of the ways the City can fight the airport is to question the capacity analysis figures. He felt that the Dania Plan and the 1977 Plan have proved to be more accurate in the capacity projections than any of the master planning that occurred in the 1987 study by Broward County. Discussion followed on educating property - owners on the airport's tactics to purchase property easements which takes away a residents ! :< air rights, the need to obtain signatures on petitions to be sent to representatives, and the need for the public to participate in the meeting on May 25 with the County Commission. 2. Wanda Mullikin, City Clerk, advised that the Commission must appoint four (4) members to the Police and Fire Pension Board. Commissioner Hyde recommended to retain the membership currently serving and Vice Mayor Mikes felt that the people who are appointed should have a financial background. Commissioner Jones stated that new people need to be given an opportunity to serve on this board to obtain experience and that there is a board attorney supplied for guidence on the business of the board. Commissioner Bertino stated that the rate of return that has been obtained for the plan is excellent and that there is no need to replace the present members.
