Fire Chief Grammer reported 287 rescue calls for both stations in April, 1993. k
Chief Grammer expressed appreciation to the Mayor for the proclamation in item 2.4 .
designating Emergency Medical Services Week. He commented on information from the
Heart Association and urged citizens to buckle seat belts.

w: Captain Farley presented the "Deputy of the Month" award to Deputy Mary A. Tiger for
March and presented information on arrests made by her for burglaries and auto thefts.
ITEM 2.3 WAS HEARD AT THIS TIME
Kurt Vollman, Dania Optimist Club, presented the proclamation to Captain Farley declaring i
May 9-15, 1993, as "Respect For Law Week". Mr. Vollman presented statistical information
on the accomplishments of the Charlie Shift over and above normal road patrol duties. On
behalf of the Optimist Club, Mr. Vollman presented Certificates to each of the 13 officers in
the Charlie Shift commending them for their outstanding accomplishments.
Commissioner Bertino encouraged BSO and the Dania Optimist Club to work with the
Broward County School System to work up a program respecting the law for Olsen Middle,
Dania Elementary and Collins Elementary Schools.
Al Spies presented a Certificate of Membership to Commissioner Bertino from the Voters
Rights Committee.

Vice Mayor Mikes pulled 1.3 and 1.5 from the Consent Agenda.

A motion was made by Commissioner Bertino, seconded by Vice Mayor Mikes to approve
the Consent Agenda with the exception of items 1.3 and 1.5.

ITEMS PULLED FROM THE CONSENT AGENDA
1.3 Vice Mayor Mikes mentioned that the resolution for assistance under the Florida
�. Inland Navigation District Waterways Assistance Program is to conduct a study of dredging
the Dania Cut-off Canal within city limits. He felt that the study should include deepening
the canal at the US 1 bridge area to reduce the velocity of the current. Commissioner Hyde
advised that this area is included in the initial study.

Mayor Grace read a letter encouraging a law to be enacted to require flashing warning lights
' to be placed on pier docks for safety reasons.
A motion was made by Vice Mayor Mikes, seconded by Commissioner Hyde to adopt the
resolution for assistance under the Florida Inland Navigation District Waterways Assistance
Program.

1.5 Gordon Anthony, Madsen/Barr Corporation, presented information on the product
supplied by his company to install 8-inch, 10-inch and 12-inch U-liners in manhole sections of
the City's sanitary sewer system. Discussion followed on the difference between polyester
pipe and PVC pipe in quality and cost for this project.
City Manager Flatley advised that repairing the sewer leaks in the system will reduce the
sewer gallonage being pumped through the Hollywood plant by a million gallons thereby
+) saving the City thousands of dollars.
Bud Palm, Utilities Director, recommended the U section liners opposed to the round section
liners due to a lower cost factor and based on the recommendation by the Engineers, Hazen &
Sawyer, to use this liner on smaller size pipes.
A motion was made by Commissioner Hyde, seconded by Commissioner Bertino to adopt
the resolution accepting the proposal of Madsen/Barr Corporation to supply labor, equipment
and materials to install 8-inch, 10-inch and 12-inch U-Liners in manhole sections of the City
Sanitary Sewer System at a cost of$173,166.00.
Vice Mayor Mikes felt that the Commission should go out for bid on this project and hear
from the other company who supplies the round section liners to obtain a comparison of cost
and quality before accepting this proposal.

2.1 Mayor Grace read the proclamation in its' entirety designating October 8.18, 1993, as
"Broward Navy Days". David Miller, Port Everglades staff and representatives were present
for this proclamation.

7. DISCUSSION M 4s
7.1 City Manager Flatley reported that the Museum of Archaeology building will be I
combined with the Broward County Library- Dania Branch at 481 South Federal Highway
and that the facility will be called the "Dania Cultural Center".
Will Allen, Growth Management Director, stated that the Graves Museum of Archaeology is
requesting a waiver of the building permit and inspection fees for the proposed museum. He

advised that the building plans have not been received yet and that the building permit fees are
estimated at $2,000.
A motion was made by Commissioner Hyde, seconded by Commissioner Bertino to approve
the request to waive fees for renovation of the Dania Cultural Center, 481 South Federal
Highway, a non-profit organization.

Will Allen reported that the Nyberg/Swanson house is planned to be moved to the Chamber
area tomorrow at 12r00 midnight and that the museum has agreed to video tape this historical
event. ,
7.2 Mayor Grace suggested to consider the implementation of new plexiglas bus shelter
benches for City rights-of-way to increase revenue for the City.

Eric Nadel, Chamber of Commerce, mentioned that his company has had a bus bench
program with the Dania Chamber for several years as a way to promote businesses
advertisement and provide a service to the community. The amount paid to the Chamber for
the past 12 months was $4,646.14 which is 10% of the gross revenue. Mr. Nadel mentioned
that the bus shelters take up 12' in length and 6' in width for a concrete pad. !,
Vice Mayor Mikes suggested to obtain a copy of the Chamber's budget prior to discussing this
at the next regular meeting.
Commissioner Bertino clarified that this would not be taking revenue away from the
Chamber but would be providing a new concept bus bench for the downtown area. He
recommended to place this under the discretion of the Downtown Redevelopment
Committee.
The Commission agreed to have Mr. Nadel come back at the next regular meeting to present
information on this project. City Manager Flatley advised that the City would have to go out
for bid on this project and generally agreed that it is a good idea to look into.
7.3 Sherie Coale, Chairperson for Ai r p Airport Advisory Board requested the Commission to
send a letter to the County Administrator asking that all property owners be notified by the
tax rolls of the action that is being taken by the Aviation Department on the expansion of the
airport. Mayor Grace directed City Manager Flatley to draft this letter.

Ms. Coale mentioned that the Horse overlay maps are not available yet at the airport on the
expansion to determine the effects and that she hopes this information will be available for the
workshop meeting that is scheduled with Attorney Ed Curtis and the City next week.
Bob Farrell came forward to present information on the negative impact that the airport
expansion will cause to the Melaleuca Gardens area and City of Dania in general. His
presentation encouraged the City Commission to take legal action to oppose the expansion
and protect the citizens of Dania. Mayor Grace advised Mr. Farrell that the City of Dania has
1 spent over S 131,000 to fight the airport and has hired Attorney Ed Curtis to take legal action
wherever possible in this effort.
Vice Mayor Mikes recommended for the City to take a position with the airport to advise
them that Alternative M3 is the only acceptable proposal. Commissioner Hyde recommended
to schedule A special meeting to discuss the City's options so that a presentation can be made
before the County Commission.
Beulah Lair, Airport Advisory Board, cautioned the public on air rights proposals that are
presented by the airport to residents and stated the need for Dania residents to go before the
County Commission to oppose the expansion.
City Manager Flatley advised that Norman Arnold is available to update the Dania Plan to 93
figures And that the City will provide transportation to the airport meeting.
Chairperson Coale encouraged residents to maintain their properties and not let them go so
that the County cannot offer a much lower value for properties. She felt that neighborhoods a:
need to remain united for a better chance against property condemnation action.
Alex Buchsbaum, Airport Advisory Board, commented on the munipulative tactics that are '
used by airport representatives in presenting statistical information on the runway expansion
Alternatives.
Commissioner Jones commented on the need to maintain the quality of life that Florida
residents enjoy and for residents to not be drawn into the insulation concept that the Airport
promotes.
7.4 Commissioner Bertino mentioned that residents have expressed interest in continuing " Y?

7.5 Rosemarie Marco, Recreation Department, presented information from five other
swim facilities comparing the cost of using the Attucks School pool. She advised that the costs +
of transporting children to another facilities in school buses and rental vans far exceeds the
cost of keeping the program at Attucks School which is located in Dania.

Mayor Grace advised that the Commission did not have a problem with using the Attucks
School pool but the real issue was not being informed of the cost until a year after the fact.

Ms. Marco advised that Tim Tapp, Recreation Director, has contacted the City of Hollywood for the 93 swim program and the fee is expected to be 58,000 and the prices for everything else
would be the same as last year.

8. APPOINTMENTS

8.1 Commissioner Bertino continued his two appointments to the Airport Advisory
Board to the May 25 regular meeting.
Commissioner Hyde appointed Bob Winchell.
Commissioner Jones continued his one appointment to the May 25 regular meeting.
A motion was made by Commissioner Bertino, and seconded(no second was heard) to
approve the appointment of Bob Wenchell to the Airport Advisory Board.

8.3 Commissioner Hyde and Vice Mayor Mikes continued their appointments to the

A motion was made by Commissioner Hyde, seconded by Commissioner Bertino to approve
the appointment of Merita Mitchell to the Human Relations Board. The motion passed
unanimously.
8.4 Commissioner Bertino appointed Lewis Webb to the Industrial Advisory Board.

Commissioner Hyde and Mayor Grace continued their two appointments to the May 25
regular meeting.
Commissioner Jones and Vice Mayor Mikes continued their appointments.

A motion was made by Commissioner Hyde, seconded by Vice Mayor Mikes to approve the
appointment of Lewis Webb to the Industrial Advisory Board. The motion passed
unanimously.
8.5 Commissioner Jones continued his one appointment to the Marine Advisory Board to
the May 25 regular meeting.
8.6 Commissioner Hyde, Commissioner Bertino and Vice Mayor Mikes continued their
appointments to the Parks & Recreation Advisory Board to the May 25 regular meeting.
8.7 City Clerk Mullikin clarified that the Commission took action at the April 27th
meeting to confirm the 4 elected members to the Police and Fire Pension Board and that the
Commission needs to appoint 4 members. Mrs. Mullikin advised that Richard Eglinas, Cathy
David, Beulah Lair and Bob Lizana are willing to continue to serve on this board.

Commissioner Hyde suggested that each Commissioner present a 4 member slate and then I
vote on these appointments. Discussion followed on whether to appoint new members or
retain the experienced membership as the pension plan is comprised of over 10 million dollars.
Vice Mayor Mikes stated the need to appoint people with professional backgrounds for this
board. Commissioner Bertino stated that the fund is doing very well and felt a need to retain
the same membership.
A motion was made by Commissioner Hyde, seconded by Commissioner Bertino to
I nominate Beulah Lair, Bo Donly, Bob Lizana and Cathy David to the Police and Fire Pension
Board.

8.8 Commissioner Bertino appointed Tom Sette to the Cultural Affairs Committee and

At this time, Commissioner Bertino suggested to increase the Police and Fire Pension Board
to five members being appointed by Commission so that each Commissioner could make one
appointment. City Clerk Mullikin advised that the City cannot change the structure of the
board as this is determined by State Statute.
9. CITIZENS' COMMENTS - none
10. ADMINISTRATIVE REPORTS l'
ity Manager Flatley reported on the May 10.1 Cy 7 Port-Airport luncheon that discussed who J
would be providing future service to the Hollywood section of the Port after November 1994. l
Mr. Flatley said that further discussions have to take place with Fort Lauderdale, Hollywood
and Dania to formulate an inter-local agreement which will benefit everyone.
10.2 City Manager Flatley advised that the Town Meeting will be held in the atrium at City
Hall on Thursdav, Mav 13 (6-7:30 p.m.). Discussion will involve the League of Cities study,
M.B.0.(Management by Objectives) and T.Q.M. CTotal Quality Management) meetings to
formulate a Vision of the city two to five years from now.
10.3 Special and Workshop meetings are scheduled May 18 to discuss airport issues and the
appointments to the Police and Fire Pension Board.
10.4 City Clerk Mullikin presented a memo on the meeting with Jane Carroll, Supervisor to
of Elections, held on May 10 where Broward City Clerks requested a response to some of the
problems encountered in this past election. Mrs. Mullikin submitted the following: that ly

action is going to be taken to improve the TV quality and clarity of the numbers for the
election results, that boundan lines are designated by state legislature, that polling places
cannot be moved to serve the few people who have complained, that the City cannot have
two voting places for one precinct, polling places can be changed for City elections if each
i registered voter is notified in writing and as long as the change is advertised.
Mrs. Mullikin felt that confusion may be caused if the City changes the polling places for city I
elections since voters get their voting cards from Jane Carroll's office which contains their
precinct number and location. She suggested that if the Citv does not want to use Modello
['ark as a precinct that City Hall could be designated for this precinct which is in close
proximity to Modello Park. Mayor Grace expressed opposition to changing the Modello Park
precinct.

11. COMMISSION COMMENTS
1].[ Commissioner Benino suggested to change the Citizens' Comments item on the
agenda to the beginning of the meeting to assist elderly people who may want to address the
Commission since meetings go so late some times. The Commission agreed to include this as
an agenda item at the next meeting and also the drainage problem on the east side of the City. r
11.2 Commissioner Hyde expressed his hope for a speedy recovery for Captain Bill Hill.

that occurs at night and that BSO has a special cask force for this problem. Commissioner
Jones suggested to add additional shrubbery at the Public Works complex and asked City
Manager Flatley for information on the trash vendor that the City uses.

i11.1 Vice Mayor Mikes suggested to hear the public hearing items on the agenda prior to
1 the Citizens' Comments as suggested earlier by Commissioner Benino. This item will be
discussed at the workshop meeting on May 18.
! Vice Mayor Mikes requested City Manager Flatley to have the light checked at Griffin Road
and US 1 as traffic continues to backup. Vice Mayor Mikes recommended to obtain copies of
the concession leases from other pier operations for the Commission to have when receiving
RFP's on the pier.

where the Broward County Aviation Department is submitting their presentation on the
runway expansion project.

responded to by the office of the City Manager. In the event that the concern remains y
unresolved, the citizen(s) or party will be asked to address the City Commission during the (I

10. ADMINISTRATIVE REPORTS I `
City Manager
10.1 Report on the May 7 Port-Airport luncheon where the City Managers of Ft. Lauderdale
and Dania listened to the discussion between the County Manager and Hollywood City
' Manager on who would be providing future service to the Hollywood section of the Port
after November, 1994.
10.2 Town Hall Meeting will be held on Thursday, May 13 (6 - 7:30 p.m.) in the atrium of City
Hall. Chairs will be set-up to create a more informal atmosphere. The purpose of the
League of Cities Study, recent M.B.O. and T.Q.M. meetings is to begin to formulate a
Vision of the city two-to-five years from now and a Mission Statement in writing of how
we plan to get to that Vision we wish to create.

I WHEREAS, Emergency Medical Services is a vital public service; and
WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate
of those who experience sudden illness or injury: and
WHEREAS, the members of the Fire Rescue Department's Emergency Medical Service teams
provide life-saving medical care, often under highly stressful conditions and in life-threatening situations, }"
thereby risking their lives to save the lives of others: and
WHEREAS, Emergency Medical Service teams deserve our attention today. the citizens of Dania
benefit throughout the year from the knowledge, skill, and dedication of our Fire Rescue Department's
Emergency Medical Service Paramedics and Emergency Medical Technicians; and
WHEREAS, it is critical that the general public be made aware of, understand, support and
effectively use its local Emergency Medical Services System. Due to an increased knowledge of our
Paramedics in chest pain assessment and additional training on sophisticated equipment recently, the
citizens of Dania are reminded of the County-wide theme this year:
