Albert Jones City Manager: Robert Flaticy City Attorney: Frank Adler ' City Clerk: Wanda Mullikin Absent: jCommissioner: Bill l-lyde Mayor Grace mentioned that there was positive citizen involvement at tonight's open meeting on the ! . i National League of Cities' study of Dania's downtown district. She then requested Commissioner Bertino, Chairman of the Downtown Redevelopment Committee, to present information regarding the program.. Commissioner Bertino advised that this is a grant program through the National League of Cities and that Dania is the 6th city out of 10 to become involved. He introduced Dolores Palma, Hyett Palma, Inc., and Virginia Mayor from the National League of Cities who are in charge of the study. They requested the nd concern in to meeting the community's vision of the Commission to present their input a ! downtown district. i Mayor Grace mentioned the need to promote tourism in the City and to work with the Chamber of Commerce to do more to advertise the City of Dania as the Antique Center of the South. Commissioner Bertino expressed appreciation to the members of the Downtown Redevelopment Committee for their efforts and involvement in attempting to upgrade the business community. Commissioner Bertino commented on the parking problem that continues in the downtown area and the ! need to pursue ideas for financing to develop additional parking behind the business buildings east of US 1 and to research the possibility of grants for the revitalization. WORKSHOP MEETING 1 APRIL 5, 1993 i_ ti -, A ua ' Albert Jones stressed the need to define the downtown area boundaries and to determine a theme to a advertise and promote City businesses. Commissioner Bertino described the target area for the Tax Increment District starting at the Dania Cut-off canal down to Stirling Road to the tracks and over to 2nd and encouraged development improvements for all business areas in the Citv. Mayor Grace mentioned that a workshop meeting will be scheduled soon with BSO to address the crime problems in the City as it corresponds with the downtown redevelopment project. Vice Mayor Mikes concurred with Commissioner Bertino that the lack of off street parking in the downtown area makes it difficult for impulse buyers to stop and patronize the antique stores. He mentioned that it has not been determined yet if the Dixie Corridor proposal will hurt or help the downtown area and felt that the City needs to promote outside businesses and clientele by focusing on the types of successful businesses already in Dania. - i In regards to the National League of Cities study of the downtown area, Virginia Mayor advised that meetings will be conducted with the "Process Committee" on Wednesday to discuss the preliminary findings so that they, may present their recommendations. She encouraged continued Commission and public input during the study and said that the FAU study information that was conducted a few years will be considered in the process. AT THIS iIS TIME, THE COMMISSION RECESSED FOR A FEW MOMENTS 2. Finalizing the Dania Pier proposal. Mayor Grace advised that the Dania Commission visited the piers at Deerfield, Lauderdale by the Sea, and Pompano on Saturday to obtain a comparison on costs of operation and revenue source to determine feasibility of constructing the Dania Pier. Tim Tapp, Parks & Recreation Director, presented the RFP design build proposal for the Dania Pier. He advised that the language on the indemnification and insurance requirements has been approved by Mike Smith, Personnel Director, and Frank Adler, City Attorney. Commissioner Bertino requested Mr. Tapp to include in the proposal the rating of the insurance company. Further discussion followed with the Commission on options that a contractor can choose in relation to building a restaurant with the pier or just the pier, requirements for bid submittal, legal language protecting the City, technical specifications required by the builder, terms of the lease and financing options. In relation to completion timing due to weather conditions, City Attorney Adler stated that the construction performance bond will protect the City by applying high penalties for each day of delay past the deadline. Mr. Adler recommended to allow his nephew, who is an attorney, to review the RFP for the City based on his law experience in the construction field. WORKSHOP MEETING 2 APRIL 5, 1993 Vice Mayor Mikes stressed the need to be dealing with a quality contractor who doesn't pursue litigation with their clients and who will have engineering consultants available throughout the construction phase. Discussion followed on the need to follow Deerfield's wood deck design and requirements and Mr. Flatley advised that the City has a copy of the plans from Deerfield to include with the specifications. Commissioner Bcrtino suggested to extend the pier long enough for a reef. Mr. Tapp advised that this would be addressed in the permitting stage. Discussion followed on whether or not to establish a reef with the debris removal. Vice Mayor Mikes didn't think that the environmental agencies would allow the debris 1 in this shallow of water but the Commission agreed that the request should be submitted. In regards to the design bid package, Mr. Tapp felt that there should be a minimum cost up front and a rapid return on investments by getting the fishing pier and parking meters going as soon as possible. Discussion followed on the following three platform options: N1 - No platform - just a ramp for people to fish on the Pier with a bait operation. Mr. Tapp advised that this is the cheapest way to start the pier operating. N2 - Rebuild the restaurant floor to the existing size (2300 square feet ) and not add any new pilings or additional construction west. N3 - Build out maximum by taking the existing footprint and move west as far to the parking lot which would bring the usable square footage area to around 6200 square feet. I'he Commission generally agreed to require the facility to be a minimum of 4000 and a maximum 6000 square feet. Further discussion followed on the requirements for the entrance design going to the pier. Marie Jabalce, Finance Director, advised that she checked into financing for 1.7 million with SunBank to rover the pier construction, excluding construction of a restaurant building. Based on a 25 year amortization, SunBank would give a 5% fixed for the first five years and readjust in five year increments based on a percentage of prime. She mentioned that prime is estimated to increase at a rate of 2 points every five vcars and 83% of that prime would provide the interest rates for those subsequent five year periods. The other alternative would be a 25 year bond on the open market with a fixed rate in the area of 6.5% and the debt would be $144,000-$145,000 annually. Vice Mayor Mikes recommended to see if the fixed rate could be extended for 10 years. City Attorney Adler suggested for Marie to compare information from the Florida League of Cities on bank financing and said that this service is provided without paying any fees. Discussion followed on whether the portion of the loan used to build the restaurant for the benefit of leasing to private industry would fall under the City's tax free status. The Commission requested to review their suggestions and to check with Deerfield on how they handled their pier financing. It was agreed to schedule a workshop meeting with Chief Farley, BSO, to review the Downtown g P g Y i Redevelopment proposals as they relate to crime on Tuesday, April 20th.
