The text below describes a recommended program for considersdon by the City of Darla in order to Insure that the City'■ and the residents' bed Interests arc fully protected, that expected environmental Impacts am fully minimized, and that all costa Including indirect cow are completely revealed and ultimately covered by public expenditures associated with the v development project Task 1 - Determine Procedural Requlremtnts i Initially,an Overview of the expected steps in die funding, justification, environmental approval ! and development process needs to be undertaken. This effort will deteradne the key personnel and agencies on the state and federal level, determine the required documentation, and establish an expected schedule for the various events. This will insure timely responses, the accomplish.. ment of appropriate technical task&, the inclusion of rurtedlal measures and otherwise Wum that the City's conoerns are given suffncisnt weight in the planning and development process. Task 2 - Determine Project Justification ( Airport development projects are justified through documentation contained in a Truster plan or mast"plan update. This material should be reviewed for accuracy, currency and reasonability. I ` The airport demand forecast should be thoroughly reviewed with respect to history of demand ( increase versus projected demand increase and the underlying rationale and assumptions which lead to the stated requirements. 71 is review should also Include an assessment of peaking I characteristics and associated delay costs. 'Me reduction of delay Is logically the most important I' benefit that the runway extension will confbr. no assessment of benefit Is crucial to both the 1 demonstration of need and the expected timing of the project. i 1 Task 3 - Review of Rest Mitt i One essential product of the forecast is the expected level of trdfre for future years distributed by aircraft class• Ills is usually specified in a general manner in forecast documents and j converted to a detailed fleet mix for noise modelling input. Based on the specifications shown I In project related environmental data, the details of fled mix require review for adequacy and i accuracy. The opensdonal partuas and volumes of activities must be determined for each ses of conditions and computer input data pre paitd. Task 6 - prepared NOWContour Inputs for Existing and Post Construction Condsliorts r Computer Input data for existing conditions and for the expected post construction conditions should be prepared to determine the immediate change which will occur as the result of the Construction of the runway extension and the cedlstribution of aircraft traffic Wcely to occur. Tack 7 - prepare Diputs for Time Series Long term changes in fleet mix and activity volumes should be assessed as these determinstions have a strong influence on long term development parterres and land use compatibility zecommendadona. Two haute periods are tecomended for analysis. the 10 year future and the 20 year future. i Task s- Prepare Single Event Data While annual average conditions am the Usual basis for airport environmental assusment, dire is growing recognition that the Day Night Average Sound level (DNL) methodology Is not always fully revealing. Specifically, annual average noise contours show the areas of concern from a strictly public health and welfare perspective. They tend to obscure the realities of Individual noise events which often am the specific triggers of personal annoyance, noise i etnnplaints and nidmataly political protest. For this reason- single event noise contours can be g the full exicnt of annoyance potential.
