Commissioners: John Bertino Bill Hyde Albert Jones City Manager. Robert Flatley City Attorney: Frank Adler s Acting City Clerk: Marie Jabalee I. Vice Mayor Grace requested BSO to start a Neighborhood Crime Watch at Modello Park and to continue efforts to crack down on the drug dealing in the northwest section of the city. She felt that solutions need to be established to resolve the loitering problems and that visibility of the mobile unit would possibly cut down on the drug dealing that has become so prevalent in the area. Mayor Mikes felt that it is time to crack down on the individuals that continue to create the crime problems even if they come in and complain about discrimination. Commissioner Jones felt that diplomacy needs to be utilized to handle the problem and that there is a need for more BSO visibility in the area. Chief Frey advised that the six patrol zones in the City are staffed 24 hours a day which includes Modello Park. Commissioner Bertino suggested to have a police car patrol longer near the Modello Park area and to call in the strike force which will take a tough position in the area. Chief Frey provided an informational packet on the key areas of concern and pointed out that BSO is initiating some enhanced visibility programs to provide the same level of law enforcement throughout the City. Chief Frey provided some statistical information on the number of arrests since August and suggested the idea of opening a community center for the youth through grant funding. Chief Frey felt that a consorted effort needs to be established to identify the drug dealers and buyers to resolve the crime problem in the northwest section. He reported that a new program is being developed to identify some repeat offenders and career criminals that are causing 95%of the aggravation. WORKSHOP MEETING 1 FEBRUARY 21, 199S f I r/ Commissioner Hyde commented on the positive results in establishing civic associations to get people a involved with their own neighborhoods and crime watch programs. Chief Frey agreed that the civic associations are a good idea for the target areas and that a workshop has been scheduled with all of the clergy in the City to work with the community. "k " Vice Mayor Grace mentioned the fear that is a reality in her neighborhood with people who do get involved with reporting crime and the need to protect school children from violent crime. Vice Mayor Grace mentioned that BSO and MADDADS have been working together to conduct spot checks by walking the streets and that these individuals get threatened as well. NI .`: Chief Frey expressed his frustration when his deputies catch criminals and then they are out of jail within a ^+ short period of time to continue their activities. He mentioned that there are going to be signs posted and j that he needs to know about response problems that are encountered by the public so that he can correct any problems. a j Vice Mayor Grace and Commissioner Bertino mentioned the need to write the court system urging them to do something about repeat offenders being let out of jail so quickly to help BSO. Mayor Mikes felt that convicted felons should not be allowed to utilize public housing and that there should r be a screening program set up for this with the Housing Authority. Chief Frey advised the public that Deputy Pato and Deputy Tarrant have been awarded the Metal of Merit by the National Sheriff's Association and that they are very knowledgeable about the City's Code of r=.F'_?, Ordinance requirements. Deputy Pato mentioned his involvement with the City's Code Enforcement ' '� Department and how deputies have been asked to report abandoned vehicles when they are on patrol. Discussion followed on the loitering laws that cannot violate a person's constitutional rights and the manner in which BSO officers have to conduct themselves in enforcing crime. Vice Mayor Grace mentioned the need to implement some ordinances with the guidance from State Legislatures to help cut down on crime and how the actions to build single family homes on vacant properties through DEDC has been positive to the community. a Citizens were allowed to come forward to express their recommendations and present their personal experience with dealing with crime in the City. Chief Frey expressed his desire to do whatever possible to resolve the drug problems and to keep an open mind in receiving ideas from the public on resolving the crime problems. The audience applauded Chief Frey and BSO for their efforts in law enforcement and the Commission included their support in stamping out crime in the City. item 2 was heard after item 3 WORKSHOP MEETING 2 FEBRUARY 21, 1995 i 2. City Attorney Adler advised that the Banyan Oakridge proposed development cannot be heard tonight without proper public hearing notification and that the Commission is allowed to hear comments from Will Allen, Growth Management Director, only. The petitioners understood the City's reasons for not addressing their item. item 3 was heard after item 1 3. City Manager Flatley explained that beach cleaning equipment has been brought from the City of Hallandale for the Commission to see and a video was shown as part of the presentation. Bud Palm, Utilities Director, pointed out the difference between the Hallandale equipment and the current beach cleaning equipment. He explained that the Hallandale equipment would cost $53,664.13 which can be y purchased under the GSA contract and that the cost would be$55,493.00 to replace the current beach cleaning machine. Discussion followed on the idea of purchasing a smaller version of the machine since Dania's Beach is not as big as Hallandale. Mr. Palm stated that the smaller machine is not used for beach cleaning, but more for park maintenance. He recommended to maintain the present beach cleaning machine as a backup unit for the new machine so the new unit can be maintained for longer life. tt City Manager Flatley agreed to check with Hollywood on contracting with them to clean the beach. Marie j ' Jabalee, Finance Director, advised that annual lease payments of$8,000.00 a year have been budgeted for a u„ five year financing plan for the beach cleaning machine. Mr. Flatley mentioned the need to upgrade thebeach now that the Pier is opening and since the beach could be a valuable resource to the City. The Commission agreed to have the City Manager check the price to contract with Hollywood, to get a quote on the smaller machine and to provide information on a lease payment plan. item 4 was heard after item 2 4. City Manager Flatley recommended to defer discussion on the Occupational License amendments. 5. Commissioner Jones presented information on establishing an Education Advisory Board that may be helpful in working with school issues in the City. He felt that Dania residents and school teachers could be appointed on the board to work with the Broward County School Board on community issues. Commissioner Bertino mentioned that there are school committees that are made up of citizens and teachers and that perhaps City Boards could work with these committees. The Commission asked staff to obtain more information on how the board is established and bring this information back for further consideration. 6. City Manager Flatley explained that discussion on fire fee adjustments was not necessary. WORKSHOP MEETING 3 FEBRUARY 21, 1995 Discussion: Will Allen, Growth Management Director, reported that there are some problems with the way the carnival is being constructed at Phippen Road/Stirling Road as the conditions that were connected to the approval by the Commission are not being met. The carnival was suppose to be constructed at the west end of the site so that traffic and parking could be provided on the east end off Phippen Road, water was connected from the Jacque Gallet property and the inspections have not been completed. Chief Frey, BSO,stated that access cannot be allowed onto Stirling Road for safety reasons and that he is providing additional staff to direct traffic. Mr. Allen felt that there are too many rides being put on the location and that as long as BSO keeps traffic off Stirling Road that everything should go all right. i Mayor Mikes suggested to require a bond to be posted on future carnivals. Vice Mayor Grace stressed the need for the City to shut the carnival down if they have not complied with #' the conditions that the approval was based on for public safety purposes. She recommended that staff contact representatives from the Mt. Pleasant A.M.E. Church and carnival to advise them that the event has to be constructed the way the City directed. City Manager Flatley advised that the County Commission is seeking an injunction against the Quasi Judicial Hearing that is scheduled February 28, 1995, and that the City Attorneys are addressing the issue. It is my understanding the topic of the meeting will involve developing a Neighborhood Watch Program in our northwest section. * Staffing levels are at or above contract levels on all shifts, every day. Daily Activity Logs and schedules are available with zone and staffing assignments. Minimum Staffing Levels Alpha 6 Dep 1 Sgt + Bravo 7 Dep 1 Sgt Charlie 7 Dep 1 Sgt Most shifts exceed minimum staffing requirements, all zones are staffed 24 hours a day. i * Enforcement is up city wide. New enforcement tactics, Safe Streets Initiatives, have resulted in a significant increase in arrests during the last 6 months. Special Enforcement Programs such as "Buy-Busts", Prostitution [r Stings, etc, requiring specialized equipment and supervision, are conducted regularly to enhance visibility and effectiveness of our overall enforcement efforts. * The use of our MRC (Mobile Resource Center) for roll calls around the city has been dramatically increased. We now hold a minimum of 16 roll calls per month at various locations around the city. * This month, a request for the expenditure of Law Enforcement Trust Fund monies will be presented to the city for approval. Included in that request are 4 additional bicycles. We have riders trained and when we receive the equipment, we will be providing a minimum of 120 hours of bicycle patrol per month in the city. lit * On March 4, 1995 at 9: 00 AM, Dania/District II will host a workshop for members of the clergy from around the city. BSO chaplain, Rick Braswell, will present ideas on how our churches can work in partnership with law enforcement to make our neighborhoods a better place to live. He has invited pastors from around the county to share the successes they have had in their communities. In this meeting, we hope to identify a core of local leaders to help establish a Neighborhood Watch Program in our northwest section. * Deputy Tarrant and Deputy Pato, from our Crime Prevention Unit, have prepared a 6 phase program (attached) to improve the quality of life for residents of our 204 zone. Some phases are underway and some will require the establishment of 4. a neighborhood association. * We have been successful in helping to establish civic associations throughout the city. Assess the need for enhanced lighting in high crime areas. Phase V: s security surveys and operation identification. Phase VI: To offer Crime Prevention Programs and hold monthly meetings. This 29+ acre site has been the subject of review by the City Commission in the past three years including a land use amendment to ,y designate the entire site as commercial, platting and rezoning the property to B-3, k: General Business. C - The purpose of the workshop meeting is to discuss the proposed request by the owner to amend the land use plan by designating 24.1655 acres as Residential, Medium 16 Y' DU\AC. The proposal is to leave the 5 acres at the SW corner of Griffin and SW 31 St. as Commercial. , r Obviously no decisions can be made at a workshop meeting and there is a long process involved in processing a land use plan amendment. February 16, 1995 The Occupational License Committee held a meeting on Tuesday, October 25, 1994 to review and recommend to the commission the following amendments to the existing occupational license ordinance: New Classifications Proposed Fee 1. Rental Property/Management $225.00 2. Check Cashing/Tag Agency $225.00 4 3. Process Servers $125.00 4. Printing (Off set, Book & Magazines, Screen,etc) $150.00 5. Consultants or Business Advisors $225.00 6. Sales and Service (Electronics, Equipment) $225.00 7. Scrap Metal $350.00 8. Motorcross $250.00 9. Import/Export $150.00 Additionally, the committee agreed that the following adjustments to existing classifications should be modified accordingly: i k 1. Amusement Parlors - $35.00 per machine with the maximum of 100 t machines, cap at $3500. 2. Car Rental - No change in fee, cap number at 700 vehicles. 3. Promoters, Entertainment - This fee should be lowered from $350.00 to $250.00. 4. Include-IV Productions under the class of Advertising with the same fee of $162.50. 5.
