City Manager Smith explained the positive benefits of upgrading the City's stormwater system. A three man crew will be assigned to handle the +r+ maintenance. The Stormwater Assessment Program will impact the entire City. Several meetings have been held to discuss the scope of services to be provided a by the program and to establish a fair and equitable method to pay for the s & program. In accordance with State law, each affected property owner was sent a' ' dF} a notice inviting public participation at the Public Hearing on the assessment ` t , program tonight. Mr. Smith clarified that the assessment is not a tax but {{{* represents the value of special benefit to each property. City Manager Smith advised that George Nickerson, Nabors, Giblin & Nickerson, 2.. rr P.A., Duncan Rose, Government Systems Group, and John Calvin, Berry & Calvin, will explain the assessment methodology, rates and legal basis for the r assessment. The amount of funding that will be raised by the Stormwater Utility District is just over $300,000.00 and the City will add an additional $100,000.00 ,F in special gas tax revenue. The City is required to use certain gas tax revenue < <4 for capital projects that are part of the Dania Comprehensive Plan and drainage improvements have been identified as such a project. DISCUSSION AND POSSIBLE ACTION 8.1 WAS HEARD AFTER THE CONSENT AGENDA. (; 8.1 Presentation by Broward County Homeless Initiative Partnership Advisory t Board. , Carlton Moore, Ft. Lauderdale City Commissioner and Chairperson of the Broward County Homeless Initiative Partnership Advisory Board, explained the board's intentions to locate a site to construct a homeless facility. The board t r a agreed that the site would not be located near schools, parks, industrial areas, or y single family dwellings. Three sites have been recommended by the board; one F I site is located in the City of Dania. The board has not made a final selection on the site at this time. Mr. Moore presented a rendering of the site location. He explained that the facility would service 300 persons per day, sleep 100 persons and provide necessary services for the homeless. Commissioner Mikes questioned Commissioner Moore on how he thought the Dania site would be acceptable for human habitation with the noise impact? Mr. Moore explained that the site was chosen because it removed the concern for schools, parks and residential areas. Also, the facility would house and service people on a temporary basis. ' Vice Mayor Grace expressed her opposition to the facility being built in Dania while reminding Commissioner Moore of the County's actions to impose negative projects on Dania in the past like the airport expansion project. Commissioner Hyde mentioned that the proposed site is in a clear zone and unfit for people to live because of the noise impact from aircraft and lack of access to transportation. The proposed property was condemned with federal funds. The existing Interlocal Agreement on the Airport Expansion Project precludes any development taking place at this site without agreement by the City of Dania and Broward County. " Mayor Bertino clarified that the City is not being insensitive to the needs of the homeless; however, the reality is that the site is not suitable to meet their needs. < Mayor Bertino also mentioned that rezoning would have to be approved by the a x City to allow the use. The general consensus of the City Commission seems to F' , 'J be in opposition to the project. Commissioner Moore clarified that the homeless project is a Charter issue of the �5 ^ ' Broward County Commission and that the City of Ft. Lauderdale was not hl involved with the site recommendations. Commissioner Moore assured the City s Commission that no one is trying to pawn the facility off on any city and that the 1 ! p:. recommendations were made with respect. COMMISSION COMMENTS � rN ` 11.1 Commissioner Hyde was lad to see City y Attorney Adler attending City Commission Meetings again after his recent surgery. Y '° r v r. ( . 11.2 Commissioner Jones thanked those who participated in the Men's Day Event r last Sunday at Mt. Zion AME Church t 4� Commissioner Jones asked whether the fencing needed at Byrd Park was b � � i going to come from the Law Enforcement Trust Funds. City Manager Smith t: advised that staff has been directed to go forward with installing the fencing because the cost will not be covered by grant funds. Commissioner Jones requested a tonnage report on what is being picked up in the City of Dania by Southern Sanitation. Mr. Smith mentioned that he is trying to get an additional report from Southern Sanitation to include residential properties and that he will distribute the commercial report. F 11.4 Vice-Mayor Grace advised that she will not be able to attend the budget meeting tomorrow. ' Vice Mayor Grace asked that Chief Frey present a report on installing the fence and fluorescent lights at Modello Park. Chief Frey, BSO, mentioned that the fencing and lights are part of an $81,000 grant. Chief Frey mentioned his intentions to install the fence once the funds are released. Chief Frey advised that there is very little that can be done about the youth £,, t problems existing at the store front or arcade business near Modello Park since no laws are being broken. Vice Mayor Grace stressed the need for adult supervision at the business. Chief Frey mentioned that it is a community problem and that Code Enforcement or MADDADS may be able to assist. Vice Mayor Grace directed City Manager Smith to send a letter to the owner regarding the need to clean up the property and provide supervision of the children. City Manager Smith suggested Growth Management Director, Frank Adler, City Attorney, and Chief Frey to n � Y e come up with some solutions to the problems. Commissioner Mikes suggested j; filing nuisance charges in the Small Claims Court against the owner. It was r, agreed that Chief Frey would meet with the City Manager and staff. 4 Hya 11.5 Mayor Bertino mentioned his receiving a check for$50,000.00 from the Florida Boating Improvement Fund for the docks at Whiskey Creek. Mayor Bertino mentioned that the City Commission is going to have agenda a r packets provided in the new Commission office.
