He mentioned that the City has a time limit of April 1 to submit an kst a application from FIND (Florida Inland Navigation District) for grant funds to t ?` tY r cover the dredging. tt - Kevin McCabe, Coastal Systems, Inc., explained that the bathametric Mt t4 °t`t survey conducted on the Dania Cut-off Canal provided depth information >A which determined the dredging needs. The soil tests showed no *t Y ` contamination or pollutant problems and the next step is to receive the necessary permits to begin the dredging project. FIND requires the City to adopt a resolution supporting the project and entering into a signed jf construction contract in order to be reimbursed for the dredging. The City $ must commit $69,000 up front in order to be reimbursed upon completion of the construction. r k. The Commission agreed to include a resolution for 100% funding as a regional project in order to submit an application to FIND on the next agenda. No recreational vehicles, special purpose vehicles, trailers, utility trailers and/or boats shall be parked in any residential area or district except as speed by the terms of this section: l f (a) All recreational vehicles, boats and utility trailers shall be parked or stored in the side yard or rear yard where accessible by alley, public or private road, or s - other legally permissible means. (b) In the event the side or rear yard is inaccessible by alley or public or private road, or other legally permissible means, then said recreational vehicle, boat or ; utility trailer, may be parked or stored on the driveway, not less than five (5) r feet from the front property line,perpendicular to the existing structure,except where parked on a paved circular driveway. In no event shall any recreational t y vehicle, boat or utility trailer be permitted to be parked in the public road right-of-way. r (c) No recreational vehicle, boat or utility trailer exceeding thirteen and ea-tenths (13.6) feet in height shall be permitted to be parked or stored in any residential , ' area or district, except in a wholly enclosed garage. ° . (d) In no event shall any boat exceeding twenty-five (25) feet in length or eight (8) a feet in width be perked or stored on residential property unless it is within e a, completely enclosed, roofed and walled permanent structure. (e) No special purpose vehicle shall be permitted to be parked or stored in any residential area or district except in a wholly enclosed garage. Restrictions on parking commercial and recreational vehicles In } residential areas. The following restrictions apply to the parking of both commercial and recreational vehicles as defined in this division: (a) Every vehicle herein permitted, except special purpoee vehicles and except those parked and stored within a completely enclosed roofed and walled permanent structure, shall have affixed thereto a currently valid license tax : and vehicle inspection sticker registered to the vehicle. F'r (b) All vehicles herein permitted shall be parked or stored with all wheels and tires t ) mounted and inflated and shall be maintained in a movable condition. Said y vehicle, boat or utility trailer shall not be supported to any degree by concrete blocks,jacks or any other means of support, except a truck-camper unit which ,• >. has its own jack and is a structure designed to be mounted upon and carried by another vehicle and except for a recreational trailer which may be supported '. by an attached tongue. Any wrecked, partially dismantled or rusted-out }. vehicles must be stored within a completely enclosed building. Nothing in this section shall prohibit any person from making minor repairs on a vehicle on g: their own property, when such repairs are completed within atwenty-four• x�, y hour period. (c) No vehicle or structure herein permitted shall be used as an accessory { ;� ` building, or for storage, or occupied in any manner, or connected to any utility x a,. or electrical service, except as necessary to perform minor and/or emergency f j repairs to such vehicle or structures and except for recharge of baY.enes. Nothing in this subsection shall prohibit the owner of a recreational vehicle, in an emergency situation, from temporarily residing in his recreational vehicle :l on his own property. Variance. t r Any person owning a recreational vehicle or other property as defined in section 25-120 and/or a commercial vehicle, and who will be adversely affected by the provisions of this division, may apply to the city for a variance upon payment of a nonreturnable application fee of fifty dollars ($50.00)• If application for the variance is made within thirty (30) days from the effective date of this section, the application fee r shall be waived by the city. A variance may be granted only upon a finding that the provisions of this division constitute an unusual and remediable hardship to the person r so applying. (Ord.
