Mayor Bertino commended Commissioner Hyde for doing a good job this past year on behalf of the City of Dania and directed the City Attorney to call for an election of the Vice Mayor. Fundraising events. y Commissioner Grace expressed appreciation for being given the opportunity to help a' 6 with the fund-raiser at Air-Dania Motocross for young Heather Zidar who is doing much M� better. Mayor Bertino mentioned that it is events like this that make Dania so special r ' because the community comes together. ` *BSO -Deputy of the Month - Chief Frey 1 Chief Frey advised that Deputy David Yurchuck was able to arrest a suspect in an armed robbery on February 3 with the assistance of the victim, who was robbed and nxn e , beaten. Chief Frey mentioned that robberies in the area stopped once the suspect was `, arrested. Deputy David Yurchuck was awarded Deputy of the Month for February 1996 for his professional job performance and dedication. Chief Frey mentioned that this case is a good example of how getting to know the people in the community helps to 4 w fight crime. He mentioned his dissatisfaction with the work performed by Berry & Calvin on the dock at the I.T. Parker Center and water/sewer line connection to the Pier at the beach. r Vice Mayor Grace made a substitute motion to accept staff recommendation for Berry & Calvin, seconded by Commissioner Hyde. Vice Mayor Grace and Commissioner Hyde agreed that staff is being paid to review RFP's and tabulate bids and that the City Commission should not have to take time to � a , review these matters. 4. { ! Commissioner Jones mentioned that information has always been provided in the past on projects and that the City Commission has always been involved in the review process. He recommended to continue this procedure as City Commissioners are r'E F+ , elected by the taxpayers to oversee these types of projects. He agreed that staff Yx ' should make recommendations but that the City Commission should be supplied with information on how staff came to their determination. Commissioner Mikes stated that the issue is not about the City Commission being 4t f•, excluded by staff. His concern was that the public is being excluded. Mayor Bertino disagreed that the public is being excluded since the issue is being addressed at a public meeting in an open forum. He urged anyone who may have NC h j w information about someone being in violation of the Sunshine Laws to contact the State =�x.. f Attorneys Office. Mayor Bertino mentioned that staff and experts are hired to do a job rr ,ryy4 ` t and the City Commission should let them do their job. He agreed with Commissioner r , e tix ✓ �s' , j Jones that the City Commission should be supplied with backup material in the future. (Staff) > ;r t City Manager Smith introduced Camille Gianatasio, GSG (Government Systems Group, (' L.C., who explained that GSG is owned by the law firm of Nabors, Giblin, & Nickerson, t P.A. who wrote the proposed ordinance establishing the procedure for imposing this r partial year assessments. Ms. Gianatasio recommended to adopt the ordinance on =xw second reading along with the resolution under item 1.6 in order to proceed with a public hearing on March 26 for the adoption of a final resolution. 1':! ' a The ordinance sets forth procedures for imposing a partial year assessment, April 1 ' ' through September 30, 1996, and procedures for billing and collecting the partial year assessment on a separate bill. Any delinquent assessments will roll over to the tax bills i ` I in November. Residents in the affected area will receive an information brochure with the six-month billing. The charges may be paid in three bi-monthly installments. t ! City Manager Smith explained the necessity for the change in the method of collection and billing for solid waste services. The method will be the same as that used by the County before the area was annexed in 1991. Mayor Bertino opened the public hearing. Hearing no one speak in favor or opposition, l l the Mayor closed the public hearing. A 1 l • I 4 Commissioner Hyde clarified that the only change being approved is to add the sanitation charges back on the tax rolls as was done when the area was still unincorporated Broward County. City Manager Smith stated that no changes are being ` made to the rates and that this procedure will allow the City a better rate of collection. 5 Vice Mayor Grace asked whether proper notification has been provided to the residents „ being impacted by this change. Commissioner Mikes suggested to include language in the brochure explaining that the reason for the change in billing is because people who aren't paying their bills ,. c effectively increase the burden on those who are paying their bills. Mayor Bertino agreed that this is a good point and GSG generally agreed to include language in the } brochure. ? DISCUSSION AND POSSIBLE ACTION L3h k IF SI Y� ' 4 n " r � • 8.1 Request by Dania Housing Authority to waive fees for drainage improvements. x ~ David Nevel, President of Progressive Housing Systems of Florida, Inc., advised that his company is the management firm for the Dania Housing Authority and introduced p Y 9 g ty : June Silvernale, Vice Chairperson of the Board of Commissioners of the Dania Housing Authority. Mr. Nevel explained that the Housing Authority is implementing programs through the Broward County Community Action Agency like the Family Self Sufficiency , tits E t >r< N Program and additional funding is now available from HUD for the Saratoga Apartments. The Saratoga Apartments has a drainage problem on the western portion „ ` pi�SF�Y of the project that is a health hazard and there are plans to build a Tot Lot and scenic x"Rk fi X�,j�����,'��'��} park with a fence to provide safety for children. Mr. Nevel advised that a contractor has donated his services to fix the drainage problem and that the Housing Authority is N requesting the City to waive their$450.00 permit fee for the improvements to the Saratoga Apartments. City Manager Smith reminded Mr. Nevel that the construction project must be completed by a licensed contractor. Parker Center for the United Way event. ' Mayor Bertino agreed that the United Way is a great organization but the City has a policy not to use tax payers money for private organizations and non-citizens of the City of Dania. The motion was withdrawn. Commissioner Hyde advised Mr. Resta that he would assist him personally to make k ? sure the event goes through for the United Way as scheduled. j Commissioner Mikes and Commissioner Jones mentioned that there are many groups sy r that provide services to the City of Dania whose requests for donations are turned down ` . x;,� �! each year. r ti 9. We C expect that the City Commission will consider and adopt the Initial Assessment Resolution on March 12, along with the adoption of the Partial Year Ordinance. The second step in the process is the preparation of the initial assessment roll. As discussedpreviously, this process will be conducted by Government Systems Group, L.C. An important feature of the Partial Year Ordinance is that it provides that any existing lien for unpaid or delinquent fees or charges now 4 due the City will be supplanted by the lien resulting from including the unpaid or delinquent fees and charges in the amount ' of the Partial Year Solid Waste Service Assessment.
