EXPENDITURE REQUESTS ' s �:K r 7.1 Approval of invoices from Young Environmental Sciences, Inc. for November in the y` 4 amount of$10,500.00 and December in the amount of$11,902.00 for airport related > services. 4 City Manager Smith advised that the charges from Young Environmental Sciences, Inc. ` 4 covers costs for the Noise Contour Study relating to the DR] process. The final document from Young Environmental Sciences, Inc. is expected to be completed by the a end of the month. y A motion was made by Vice Mayor Bertino, seconded by Commissioner Jones to r' approve item 7.1. He requested to advertise the RFP as presented so that proposals could be received in May and negotiations completed sometime in August. Commissioner Grace suggested to continue the item to allow ample time to study the t material that has been distributed in case changes are needed. The commission generally agreed to continue the item to the next meeting to provide more time to review the RFP for possible changes. t k City Manager Smith advised that the consultant prepared the demographic packageIF wrl 'j which will go in the RFP and will provide a number of contacts for direct marketing of 'a ' the RFP. The consultant is based in Houston so travel arrangements would be needed �{ if the Commission wants to meet with him and his services are billed on an hourly basis. 4Y • `•4 �' )Jk�i Y Commissioner Jones requested City Manager Smith to provide a breakdown on what kw `` has been paid to the consultant so far and a projection on future costs. Mr. Smith 't agreed to provide the Commission a copy of the consultant's agreement and documentation on what has been paid to date. a- +t ADDENDUM p <; 4c ddddd 8.5 Restroom upgrade for Dania Pier ,;{ y, City Manager Smith advised that full water and sewer service and all utilities are in ' place at the Dania Pier. The portable toilets have been functional but are not the most < desirable facility for the public. The City can upgrade the service to a restroom trailers for$650.00 per month opposed to $440.00 per month for the portables. The trailer will t ' be ADA accessible and will provide running water and full sewerage capacity. z A motion was made by Commissioner Grace, seconded by Vice Mayor Bertino to approve the request to spend $650.00 per month for a restroom trailer as presented by City Manager Smith. t The motion passed on the following roll call vote: Commissioner Grace - yes Commissioner Jones - yes Vice Mayor Bertino - yes Mayor Hyde - yes 8.6 Request by local churches represented by Rev. 'r ¢�1 � r * •'Iris ti', �:t•i 4 • `l I a 1 i yJa ji yi % I 1 jJ Reverend Kelly, St. Ruth's Baptist Church, requested to hold activities at Model Park on Friday nights in an effort to help curve the negative activities that continue to go on t" at the park. Reverend Kelly stated that local churches are trying to voice their concern for the community in an effort to make a difference and that the churches will not try to impose their religious views on anyone. He then acknowledged the many churches who have agreed to commit themselves to the endeavor. Reverend Kelly understood that the Commission may not be able to approve his request tonight and that the City Attorney will need to review the legal concerns. Commissioner Grace was glad to hear that so many churches want to help the children r at Modello Park and expressed appreciation for the assistance provided at the park from BSO, MADDADS, and individuals in the community. She agreed that this type of program would be good for the park to help take the streets back from the criminals and mentioned that local homeowners associations are also interested in helping children at r, the park. Commissioner Grace recommended to have Kristen Jones, City's Recreation Coordinator, meet with communit y leaders, churches and civic associations to work out a group program. Mayor Hyde was glad to see participation from churches but recommended to have City Attorney Adler provide legal opinion because the City cannot sanction religious ` activities. City Manager Smith stressed the need for the City to be cognizant of the separation of rl church and state. He mentioned that the City conducted a non-religious program last j s summer for At Risk Kids with Reverend Sands which was very ry positive. f{j The Commission agreed to have City Attorney Adler review the necessary city ordinances and provide a written opinion on the request. n 9. The United Methodist Church is , celebrating their 90th Birthday celebration this Sunday and The Greater Mt. Zion ' I Church celebrated their 87`h Birthday this past Sunday. - j11.2 Commissioner Jones Commissioner Jones was pleased that Judy Usifer has made remarkable recovery from her recent brain surgery and asked for continued support for the Usifer Family. Commissioner Jones mentioned the following upcoming events: The Friends of Children, Youth and Family organization will be meeting with the public and community at Modello Park on Saturday, January 27. IAds • The Dania Economic Development Corporation will be holding their Chester Byrd ^� Humanitarian Award Dinner at Tropical Acres on Friday, January 26. I � i I • The Reverend Jessie Jackson will be at Nova University on January 30 and the h reception will be held from 6:00 p.m. to 7:30 p.m. b y} • The Hallandale Economic Development Corporation is having their installationyzl dinner at the Hilton Hotel to install their officers. �,, •.4 I t 7 Commissioner Jones asked the City Manager to have street lights repaired on Dania R* 1 M s F Beach Boulevard and 5th Avenue and to check into using the excess property at the Public Works complex for a landscape nursery. City manager Smith advised that FPL ' takes a while to fix the lights and that he would see what other cities do about the problem. Commissioner Jones requested that BSO take more action to enforce the loitering r problem that continues near Farah's Market which creates problems for churches to r tT conduct services. Chief Frey mentioned that his department is aware of the problem s� k and that additional enforcement has been added. The State Beverage &Alcohol ' Division has been contacted regarding businesses selling alcoholic beverages and s business owners have been urged to assist in resolving the problem. Individuals with boom boxes are being cited but the boom box cannot be confiscated since this is not a ?. criminal infraction but rather a civil infraction. f Commissioner Jones asked City Manager Smith to check with BFI on whether they conducted a trash pickup on New years Day because several people were not notified of the pickup and did not put trash out for fear of being cited by Code Enforcement ' _. The subject property is located on the South side of Griffin 1 Road, immediately West of the S.C.L. RR right-of-way. Griffin Road is a major East-West traffic carrier which runs from U.S. #I on the east to U.S. 27 at the edge of the Everglades r in Western Broward County. There is a Griffin Road interchange with I-95, 'A mile East of the subject property. Griffin Road in the vicinity of the subject property is a six-lane divided asphalt highway with turning lanes at the major intersections. Griffin Road is well developed with a wide mix of commercial development. A busy storage yard and marina is directly across from the subject property. The Humane Society shelter is adjacent on the West. There are gas stations and strip stores in the immediate ( h neighborhood. There is a vacant commercially zoned parcel across the street. The i West side of SE 5th Street is well developed with single family and condo apartment development. Approximately 1/2 mile East of the subject property is an inland lake known y as West Lake. It is tidally connected to the Intracoastal Waterway by some small canals. y There have been some plans to develop the intervening space with a single family F: development bordering West Lake, but at this point, the appraiser is unaware of any imminent development activity. j Sheridan Street is a major East-West traffic carrier which runs from the beach all the way %' = to the Western suburbs. There is an I-95 interchange on Sheridan Street approximately two ' miles west of the subject property. ( iu The neighborhood West of SE 5th Avenue is classified primarily as a residential one with little growth potential due to lack of vacant land. Almost all of the land East of the subject ' property is vacant and due to the environmentally sensitive nature of this land, future development is questionable. `' SITE DATA: The subject site is rectangular in shape being approximately 660' East-West and 702' North-South. According to the Broward County property records, the site size is 467,834 square feet or 10.74 Acres. A survey to confirm these dimensions was unavailable. t The Western boundary of the site begins approximately 650 East of SE 5th Avenue. At the a' present time, there is no direct ingress or egress to the site. } According to Don Burgess of the Broward County Department of Environmental Resource Protection, the subject property is a tidally inundated, mangrove wetlands, with a probable ft high Wetlands Benefit Index. Determination of highest and best use involves consideration of four basic factors in the following sequence: u 1. Physically Possible i ti 2. Legally Permissable ` 3 . Financially Feasible 4 . Maximally productive. The subject site is level and below street grade. Much of the site i contains mangrove and other types of wetlands growth. The site is tidally inundated and under water of varying depths for most of the year. Any type of construction would involve some degree of dredging, drainage, fill and probably j . p y piling, all of which would 'add to construction cost. This assumes that the necessary construction licenses and permits could even be obtained. Any use of the site for construction would involve mitigation, again adding I to construction cost. { ( r t On the basis that the land use designation is Parks and Recreation and, the zoning is oS, Open Space, there is very little likelihood s that all of the road blocks to construction approval can be overcome. Additionally, the environmental issues make it unlikely that the site can be developed in the foreseeable future. ,+ Based on the above, it is our opinion that the Highest and Best Use of the subject site is for Open Space or possibly for Park I , /Recreation use that requires little or no building construction. ,e ' • SALES COMPARISON APPROACH: The subject t `property is classified as °' tidally inundated wetlands. Since these are special type properties and have a limited market, there is not a wealth of comparable sales information. They have the same characteristics as the subject property and at the present time, as well as at purchase, there is no ingress or egress. It is understood that the County plans to maintain this property as open space. i 2. 51-42-02-00-006 This is a 20.36 Acre parcel which lies between the subject property and SE 5th Avenue, having l > approximately 1,400' of frontage along SE 5th Avenue. Except for the size and frontage on SE 5th Avenue, this parcel has ' the same characteristics as the subject property. The sale price in April 1992 ,reflected $13 , 069/Acre and was also purchased by Broward County. t �• 3. 51-42-02-00-003 This is an "L" shaped parcel, just North of the subject property, with approximately 420' frontage on j c aracteristics of his 7 Acre SE 5th Avenue. Again, the h parcel are similar to the subject property. It was purchased } by Broward County in March of 1990 for $48,571/Acre. ! ` We reviewed 11 sales of small parcels, typically one or two lots, _ � • between the Intracoastal Waterway and West Lake. This area was platted and laid out for single family development. However, due to the high cost of development, caused by the wetlands i characteristics of this land, it is unlikely that development will proceed in the foreseeable future. Broward County has been buying ` up individual parcels as they have become available. The sale prices have ranged from $36,000 to almost $60,000 per acre. These i parcels generally range around 6,000 SF for a single lot. These purchases have taken place from 1986 to 1990. The median sale price was around $46,000 per acre. Due to the proximity to West Lake and the Intracoastal Waterway, the location of these parcels is considered superior to the subject property. The smaller size ; . of these parcels as compared to the subject would be expected to reflect higher unit sale prices. i � . i Another area where there has been significant sales of wetlands has been in Southwest Broward, where residential development has been very active. A review of 9 sales taking place from December 1993 to April 1994, shows parcels ranging in size from 50 to 486 Acres being purchased by several different developers. All of these s" parcels were zoned agriculture at the time of purchase with commitments for change to residential zoning after purchase. Many had dredging and fill permits in place at the time of sale and there were various mitigation requirements. Sale prices ranged a from $16,667 to $23,718 per Acre. These sales were all considered superior to the subject property because of the guaranteed r ; development possibility. The relatively larger parcel sizes is " ' } reflected in the relatively lower unit sale prices. L. B. "- beach, we can now proceed with upgrading the restroom facilities near the ocean pier. j Currently, portable toilet service is provided by Southern Sanitation at a cost of 9 } $440/mo. and while this is functional at a basic level, it is not attractive nor is it highly r sanitary. Until a new restaurant and bait shop facility with permanent restroom is completed, P q . I which according to the RFP timetable could be mid 1997, we need to upgrade this x service at the pier. �i Several options are available to meet this interim need. A restroom trailer can be ' located at the base of the pier. The trailer can be connected to the utilities for full sanitary service. A similar trailer was used at the 90th Birthday and these were also i f used by the state during renovation of turnpike service plazas. Cost $650/month. Install a prefabricated restroom facility at a cost of$50,000. This would be a more permanent type of structure. Permitting would be required by state agencies and could j: be difficult if not impossible to obtain. ' Build a permanent restroom on the Pier. This option would take away some of the i flexibility of the restaurant developer in designing a floor plan that best meets their operational needs. Estimated cost for this type of facility would be $ 75,000 - $85,000. To give the restaurant developer maximum flexibility in project design, keep the City Costs at a minimum, and proceed quickly to replace the portable toilets, I recommend we place the trailer at the base of the pier.
