The motion passed unanimously. Discussion of unpaved and narrow roads in the Griffin/Ravenswood area. ar; > r K City Manager Smith reported that the cost to pave seven dirt/rock roads in the t Griffin/Ravenswood Road area that were left by Broward County would be between i $15,000 and $20,000. Mr. Smith informed the Commission that it would not be cost c °effective to have engineering work done or legal work done to assess the property owners ' �E for the cost of paving the roads. Mr. Smith suggested that the narrow roads only 8' in 7 7ri width be made into one-way streets. Discussion of Fort Lauderdale-Hollywood International Airport EIS alternative analysis. City Manager Smith presented a letter drafted by Earl Gallop as to the City's official position with regard to the Environmental Impact Statement. (City Code Chapter 8, Article III, Section 8-29 thru 8-40) This commission is not active at present. Pu ose The purpose of this commission is to assist in detering owners and developers from disregarding beauty and quality in construction and appearance of structures and to Present recommendations to the City Commission that will upgrade the image, beauty and reputation of the City of Dania in all areas including residential, commercial and industrial. Membership and Qualifications y, The commission shall consist of five (5) members. One appointment to be made by l each commissioner. a " iti t All members of the commission shall be especially i experience in art, architecture, community planning, land developent reason real estate, training or landscape architecture or other releveant business or profession, or by reason of civic I interest and sound judgement to judge the effects of a proposed building upon the i desirability, property values and development of surrounding areas. j At least one member shall be a registered architect in the State of Florida. Filing of the Financial Disclosure Form 1 by members of this commission will be .rt a determined by the Ethics Commission if the board is activated. { 4 : I ' Terms of Office 11 Oft rs the commission first appointed, one (1) shall hold office for 1 year, two tt for the term of two (2) years and two (2) for the term of three (3) years from and after the appointment. Their successors shall be appointed for the term of three (3) years from and after the {.. expiration of the terms of their predecessors in office. If a vacancy occurs prior to the expiration of a term, it shall be filled by appointment of the City Commission for the remainder of the term. 3 f The City Commission shall have the power to remove any member of the review commission for cause. `F •f , t Organization The City Commission shall designate a chairman. ' The review commission shall adopt rules and regulations for the conduct of its business. Three (3) voting members shall constitute a quorum. The records of all proceedings and the basis for all findings shall be available to the commission and the public. The commission shall meet at least once a month and additional meetings shall be r arranged in order to process applications within the time required. ' The architectural commission shall meet at intervals at least once each month on regularly scheduled dates. Additional meetings shall be arranged in order to process applications within the time required by this Code. All meetings shall be held in the city hall and open to the public. (Code 1971 7_. § 21; Ord. No. 69, § 1, 7-7-75) r Sec. 8-35. Approval prerequisite for permits. j � (a) Unless plans, elevations, and proposed signs for buildings or structures, or r alterations thereto, have been a �pproved by the architectural commission, or by the city r` commission on appeal, no permit shall be issued for any building, structure, sign or other development of property, or appurtenances or alterations thereto. Architectural review may also be a requirement of a conditional use permit or a variance. (b) When, in the opinion of the building official, the approval fo a minor or insignificant permit does not defeat the purposes an o bjectsaof tlhistion arti der he may grant the permit without submitting the matter to the architectural commission for its approval, notwithstanding any other provisions of this article. The decision of the building official shall be subject to appeal made to the city commission in accordance with the provisions of section 8.39 of this Code. (Code 1971, § 7-22; Ord. No. 69, § 1, 7.7_75) 501 -13- i:. h i , § 8-36 DANIA CODE Sec. 8-36. Jurisdiction over building relations. The architectural commission shall review all plans submitted, with applications for moving buildings within or into the city. Photographs shall be included with the application showing all elevations, the structure proposed to be moved, the proposed site, and the buildings adjacent to the proposed site. The commission shall determine whether the building proposed to be moved will fit harmoniously into the neighborhood wherein it is to be located. It may approve, approve with conditions, or disapprove the issuance of a permit to move such building. (Code 1971, § 7-23; Ord.No. 69, § 1, 7-7-75) c Sec. 8-37. Procedure. ( � (a) Preliminary sketches of the design of a proposed structure or alteration may be submitted to the building official for informal review so that an applicant may be informed of architectural commission policies prior to preparing working drawings. If approved, such sketches shall serve as a guide in further consideration of the same 9 b proposed building or structure. (b) The applicant for a building permit, when subject to the requirements of this ` article shall submit to the building official a site plan, as defined b section 8-4 and � g P y i exterior elevations and such other data as will assist the architectural commission and the building official in evaluating the proposed building or structure. (c) Final plans and elevations shall be drawn to scale upon substantial paper or cloth and shall be of sufficient clarity to indicate the nature and extent of the work 14 proposed and show in detail that it will conform, to the provisions of this Code. The ' first sheet of each set of plans shall give the street address of the work and the name i; and address of the owner and the person who prepared them. The final plat plan shall conform to section 8-38. Work not thus presented may be rejected by the building official. (d) The building official shall refer such plans to the architectural commission at h its next regular meeting. If such meeting is not scheduled within the period set for p architectural commission action, a special meeting shall be called. The architectural a y commission shall act on the application within thirty (30) days after the filing of full 1 ! +' and complete data unless an extension of time is consented to by the applicant. (Code a 1 r 1971, § 7-24; Ord. No. 69, § 1, 7-7-75) t- Sec. 8-38. Criteria for commission action. The architectural commission may approve, approve with conditions, or disapprove the issuance of a building perrhit in any matter subject to its jurisdiction only after consideration of whether the following criteria are complied with: (a) The plan for the proposed building or structure is in conformity with good 1 taste, good design and in general contributes to the image of Dania as a place of beauty, spaciousness, balance, taste, fitness, charm and high quality; 1 ; 502 -14_ f, ti may I l i 4 A i rrv2 � C + rj V � r n 1 1 iy , § 8-38 DANIA CODE If the above criteria are met, the application shall be approved. Conditions may be applied when the proposed building or structure does not comply with the above criteria and shall be such as to bring such building or structure into conformity. If an application is disapproved, the architectural commission shall detail in its findings the criterion or criteria that are not met. The action taken by the architectural commission shall be reduced to writing and signed by the chairman, and a copy thereof shall be made available to the applicant up-on request. A decision or order of the commission or-the building official shall not become effective until the expiration of ten (10) days after the date upon which a ruling of the G1 commission or the building official has been made. (Code 1971, § 7-25; Ord. No.69, § t, 7-7-75) Sec. 8-39. Appeals and review. The applicant or any interested party may file an appeal to the city commission on { any ruling by the architectural commission or the building official made.-pursuant to f this article. An appeal shall be on forms provided by the city. The pp f Y appeal shall be filed k? or made within ten (10) days. A i y Appeals shall set forth the alleged inconsistency or a I ` nonconformity with procedures or criteria set forth in this article or standards set forth r in or pursuant to this Code. The city commission shall decide an ap peal within thirty i > (30) days of the filing of such appeal unless an extension of time is consented to by the applicant, and such filing shall suspend any building permit issued pursuant to the a ruling of the architectural commission or city commission until the city commission h # has decided the a y ) s, appeal. The city commission may review any decision of the � } architectural commission or the building official and their disposition of the matter shall be final. (Code 1971, § 7-26; Ord.
