HomeMy WebLinkAboutR-1998-089 RESOLUTION NO. 89-98 I A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA, FLORIDA, ESTABLISHING A 'BLUE RIBBON" GENERAL OBLIGATION BOND ADVISORY COMMITTEE AND PROVIDING FOR APPOINTMENT OF MEMBERS TO IT; PROVIDING THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT ARE REPEALED TO THE EXTENT OF SUCH CONFLICT; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Dania, Florida, has proposed that referenda be held in the City during the November, 1998 general election, in which the City electorate would be asked to determine if General Obligation Bonds should be approved and issued for certain categories of municipal capital improvements, for such categories j as "Parks and Recreation", "Neighborhood Improvements", "Public Safety" and the like; and WHEREAS, as a preliminary step, the City Commission wishes to enlist the assistance of residents and property owners of the City to determine if such referenda are feasible and, if so, to help identify and recommend to the City Commission particular categories and capital projects for such referenda; and WHEREAS, the City Commission has decided to establish a 'Blue Ribbon" General Obligation Bond Advisory Committee to begin the identification and recommendation process and to help guide the process; I NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA, FLORIDA: Section 1. That a 'Blue Ribbon" General Obligation Bond Advisory Committee, consisting of a maximum of ten (10) members, is established. The Committee is directed to assist the City Commission of the City of Dania, Florida, in determining whether or not there is support for passage of general obligation bond referenda and, if so, to assist the City in identifying and recommending categories and projects for a General Obligation Bond Issue, proposed to be held during the general election in November, 1998. Section 2. That each member of the City Commission shall appoint two (2) members to the Committee, one (1) of whom must be a City resident and one (1) of whom must own real property located within the City. That once appointments have been established, the City Commission directs the Committee to convene at its earliest opportunity to begin the process for determining the feasibility of conducting referenda and, if so, to begin identifying and recommending particular categories and projects consisting of capital improvements both needed and desired by the residents of the City and the persons who own property and conduct business within the City. Section 4. That this resolution shall be in force and take effect immediately upon its passage and adoption. ANSBRO, City Attorney DATE:JUNE 3, 1998 RE: RESOLUTION CREATING PROPOSED "BLUE RIBBON" BOND COMMITTEE Per your May 29, 1998 memorandum, attached is the "enabling legislation"which may be used by the City Commission to create the Committee referenced above. You may also want to have "appointing" resolutions prepared and placed on the same agenda for each of the ten (10) members, so that we can simply "fill in the blanks" with the appointees' names if the City Commission chooses to make its appointments at the upcoming meeting.
