A RESOLUTION OF THE CITY OF DANIA, FLORIDA, AUTHORIZING
THE CITY MANAGER TO APPLY TO THE BROWARD COUNTY
METROPOLITAN PLANNING ORGANIZATION FOR AN
INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT
GRANT IN THE AMOUNT OF $173,000.00 FOR LANDSCAPING
IMPROVEMENTS TO GOVERNMENTAL AND CIVIC FACILITIES IN
THE DOWNTOWN AREA OF THE CITY aka/ THE GOVERNMENTAL
CAMPUS PLAN; AUTHORIZING THE APPROPRIATE CITY
OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER,
PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA.
Section 1. That the City Manager is hereby authorized to apply to the Metropolitan
Planning Organization for an Intermodal Surface Transportation Efficiency Act grant in the
amount of$173,000.00 for landscaping improvements to governmental and civic facilities in the
downtown area of the City aka/the Governmental Campus Plan; which application is attached
and made a part of this Resolution as Exhibit"A", is approved and appropriate city officials are
directed to execute same.
Section 2. That all resolutions or parts of resolutions in conflict with this resolution

are hereby repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

The Governmental Campus Plan -The City of Dania
2. (b) The creation and implementation of a governmental campus plan for the City of
Dania has many direct relationships to the intermodal transportation system. First off,
Dania Beach Boulevard is the only through-o-fare that leads, vehicles, pedestrian and
bikers to it's beach. This road passes through and has a direct influence on the campus
plan. The campus is one block west of Federal Highway or U.S.1, a major roadway
through South Florida as well as the city of Dania. The railroad is the western boundary
of the campus, which is to be included as a feature in a later phase of construction. (See
exhibit A).
f 2. (c) The project is located in the heart of the downtown, an area viewed daily by many
i local business people and area shoppers. The campus is the site to local festivals, area
1 meetings and is the hub of all governmental activity in the city.

2. (d) The campus contains many segregated buildings that need integrated into a larger
community node. Buildings in this area include, the city administration building, the
police station, the fire station, the post office, the Chamber of Commerce (soon to be in
the historical Nyberg-Swanson house),the women's center, potential recreated
(historical)railroad station (in a later phase of construction) and potential community
park(also in a later phase of construction) (See exhibit B). If all of these nearby elements
were linked, the City of Dania would have a major community center where they could
leave their bikes and cars and stroll to accomplish many of their errands or even stop to
sit and enjoy a conversation with a neighbor.

2. (e) The City of Dania possesses clear title to the land and buildings of the above
mentioned properties except the post office, owned by the U.S. government. Permission
will be sought to include this building into the campus plan. These buildings were
purchases by the City on 999 FEC or railroad right of ways will be included into the plan
at a later date. (See exhibit C).
2. (f)The City of Dania would like to purchase the parkland to the South of their
administration building for use as public open space with the intent of placing a public
hall on the property to be used for events, rental space, exhibitions, etc. Acquiring and
renewing this land will allow for the extension of the master plan and allow for extended
bike routes and walking paths. This work will completed as a later phase.
2. (g) Some strides have been taken to improve the City in this area. The entry to the City
administration building has been relandscaped to gain the approval of city commissioners
and residents, but the funds do not exist to complete what would be an overall campus
plan for the area.
Related improvement projects are as follows:
The governmental campus is in proximity to the historic antique district which is soon
preparing for it's own rejuvenation through the Main Street Program. This adjoining area
contains shops, cafes, art galleries and other community oriented businesses. Local
community leaders have gained major community support to accomplish this downtown
rejuvenation project.
The beach area, a highlight of the City, is now undergoing renovation with new
landscaping being added to serve the growing needs of the many residents and tourists
that visit this area each year. Natural dune vegetation is being enhanced with sodden
shaded parkland. A pier restaurant is also proposed.
Old signage is coming down throughout the City with new more appropriate signs going
up in their place. Signs identifying closed businesses are also being removed, enhancing
the overall cityscape. Landscaping is being proposed for the 1-95 interchanges, major
through-o-fares and around entry signs to the City as well.
2. (h) See exhibit D for current plans for city projects.
3. (a) Planning would need to be completed for the campus plan and can be completed by
a local landscape architect that works and lives in the city.. The selection of site furniture
and pavers would also be a part of this planning effort. This planning would be completed
by the local landscape architect in conjunction with the City Manager and officials in
Public Works. Complete landscape installation would be completed by Public Works
overseen by the local landscape architect. All installation labor in this regard is the city's
contribution to this project.
3. (b)The local landscape architect has reduced his rate to a third to complete work for
the City of Dania. He has recently completed a half day seminar for city employees on
the proper selection, planting and maintenance of landscape material at no charge to the
i City. The City also has various wholesale accounts throughout South Florida that
periodically provide free material when material is bought in larger quantities. Other
fund-raisers are planned including: adopt-a-bench, buy-a-brick and building mural
campaigns.
3. (c) The City of Dania will own all upgrades to the project area. Maintenance would be
completed by the regular subcontractor now maintaining all city landscaping. The local
landscape architect has completed chemical testing of the proposed project soil to
determine how the new landscape installation can best be cared for.

I The District is notifying you of the opportunity to participate in the 1998 Transportation
Enhancement Program Cycle for the,FY 1999/00 . 2D03/04 Tentative Work Program.

Copies of the current application form and the "Transportation Enhancement Projects"
Procedure, effective April 8, 1997, were distributed at the MPO Staff Director meeting which
was held February 20, 1998. The Procedure describes the overall process for determining
project eligibility for Transportation Enhancement funds.

' As detailed on Page 2 of 7 in the Procedure, the following continue to be the only activities
which qualify for Enhancement funds:
(I) Provision of facilities for pedestrians and bicycles.
(II) Acquisition of scenic easements and scenic or historic sites.
(I[I) Scenic of historic highway programs.
(IV) Landscaping and other scenic beautification.
(V) Historic preservation.
(VI) Rehabilitation and operation of historic transportation building, structures, or
facilities (including historic railroad facilities and canals).
(VII) Preservation of abandoned railway corridors (including the conversion and use
thereof for pedestrian or bicycle trails).
(Vlll) Control and removal of outdoor advertising.
(IX ) Archaeological planning and research.
(X) Mitigation of water pollution due to highway runoff.

The following outlines the key elements in this year's process:
Programming
• It is the District's goal to alleviate the long waiting period which most project sponsors
have experienced in the construction of relatively minor projects which generally
involve landscaping, bike paths, and sidewalks. Therefore, the District intends to
transition to a Program that will include specific projects funded for the first three years
plus funds "boxed" for the final two outer years of the program.
This strategy is to be implemented effective with the development of the FY 2000/01 -
2004/05 Tentative Work Program, i.e., the 1999 Enhancement Program Cycle, and
will therefore require your MPO to skip next year's Cycle.
• The approximate amount of enhancement dollars to be programmed for the Broward
County MPO during this cycle Is $3,000,000.
• Recognizing that some applications for proposed projects may be determined ineligible
by the District, the MPOs should accept applications that total in excess of the above
I programmed amounts. As agreed at our workshop, we ask that you restrict the number
of applications to no more than twice the available Enhancement funding level. Those
applications which exceed that threshold should be retained in your office in the event
that your MPO's program level might change later in the process.
Roles &Responsibilities
• As in previous Enhancement Cycles, the MPOs or County Commissions should solicit
project proposals by providing the necessary information to municipalities and local
interest groups. All completed applications are to be submitted to the appropriate MPO
for all projects located Eilkia the Metropolitan Planning Area Boundary, or to the
County Commission for all projects located antside the boundary. (It should be
understood that the term "MPO" in this letter henceforth implies "County Commission"
for any candidate project located outside of the Metropolitan Planning Area Boundary.)
• The MPOs will screen applications for completeness and accuracy, ensure that project
sponsors are properly identified, and certify that applications comply with the
requirements of the Procedure. The MPOs shall notify all prospective applicants
and/or sponsors that proposed projects are subject to:
a positive finding of eligibility and "construct-ability"/feasibility by the
Department;
relative ranking by the MPO;
availability of Enhancement Program funding levels; and
production capabilities by the Department or local agencies through the LAP
Manual Certification Process.

• The role of the MPOs will continue to be the same as previous cycles in District Four.
Project sponsors are expected to work directly through their respective MPOs when
submitting their initial applications for eligibility and throughout the process until the
project is programmed.
• Following their review of applications, each MPO staff is asked to assign a "pre-
eligibility ranking" of all candidate projects to facilitate scheduling the District's field
reviews. Official board action is not required at this time, but will continue to be
required for finalization of the List of Priority Projects which is to be submitted by
September 15, 1998.
Enhancement Application Process Schedule
• Please note that in this year's attached Application Process Schedule, April 30 is the
suggested deadline for completed applications to be submitted from the project sponsors
to the MPOs. This measure provides time for development of project applications by
project sponsors and four weeks for the MPO staff to screen the applications and assign
pre-eligibility rankings. The April 30 deadline may be adjusted by your staff as
needed, in order to accommodate your MPO's individual time requirements as long as
your staff complies with the June I submittal deadline to FDOT.
Application Form
• Duplicates may be made of Form 525.030-30, dated 04/97, (a copy of which is
attached at the end of the enclosed Procedure) which is the only acceptable application
format and must not be re-typed or altered in any way. Information which does not fit
on the application form may be placed on additional sheets of paper which
appropriately reference the Item numbers. Four (4) sets of each completed
application package will be required by the District office for review.
• Item 3. (a) of the Application form, which inquires about the types of work proposed,
must be completed in its entirety. Particular attentlon should be devoted to
indicating what entity will be responsible for each phase or work.
• Because the Application form has not changed since the last Enhancement Cycle,
eligible, unfunded projects from the 1997 Cycle will not need to be re-submitted.
These projects are"gtandfatherod" and remain eligible if the MPO clearly indicates,
by the June 1, 1998 deadline, which ones are to be Included In this year's Cycle.
It is the responsibility of the MPO to first determine which of these projects are still
viable, and then to include the "grandfathered" 1997 projects into this year's pre-
eligibility ranking. Projects from years prior to 1997 are not "grandfathered", except
on a case-by-case basis, and will require immediate coordination with the District
before June 1. There must be a list summarizing all "grandfathered" and new
applications, with tentative priority rankings, by June 1.

Right of Way Acquisition
• During this Cycle, District Four is not accepting applications for which there may be
insufficient right of way unless the application is for the second of the ten qualifying
Enhancement activities, "Acquisition of scenic easements and scenic or historic sites".
If during any phase of a project within any other of the ten activities, it becomes
apparent that land acquisition will be necessary, the District may terminate the project.
Historic Preservation
• The sixth of the ten qualifying Enhancement activities is "Rehabilitation and Operation
of Historic Transportation Buildings, Structures, or Facilities (including historic
railroad facilities and canals)". These structures must be eligible, or show the potential
to be eligible, for listing in the National Register of Historic Places, as determined by
the State Historic Preservation Office (SHPO). Candidate projects under this activity
must indicate that all SHPO criteria are met at the time the application is submitted and
a copy of the conceptual agreement with the SHPO must be attached to the application.
Your MPO may wish to consider holding a workshop for potential applicants in order to
disseminate additional information on the process and address any related comments or
questions. Should you decide to do so, the District is willing to participate, subject to the
availability of our staff.
All Enhancement project applications along with your MPO's list summarizing the pre-
eligibility rankings should be transmitted directly to Gus Schmidt, District Planning Manager
by Monday, June 1, 1998. Please contact our office should you have any questions or
concerns related to this material.

Time Frame Activity
Early March District distributes the Procedure and application form to MPOs and/or
County Commissions, along with any necessary instructions. District
requests that participating MPOs and/or County Commissions distribute
this information and any additional instructions to potential sponsors and
applicants such as municipalities and local interest groups.

April 30 Suggested date for completed applications to be submitted by the project
sponsors to the appropriate MPOs and/or County Commissions.
I May 1 MPO and/or County Commission staffs screen applications for
thru completeness and accuracy, and assign pre-eligibility ranking for those
May 29 projects which appear to be eligible.

June 1 biPO and/or County Commission staffs submit applications and a
1 summary list of candidate projects with tentative project rankings to
the District Office for project feasibility assessments and eligibility

RE: Distribution of Application for ISTEA Enhancements for FY 98/99 Grant Cycle
One of the elements of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) is the
provision of funds for selected transportation enhancement improvements. Among other purposes,
enhancement applications can be submitted for design and construction of the following activities:
• bicycle and pedestrian facilities,
• highway landscaping,
• historic preservation activities,
• control and removal of outdoor advertising and
• mitigation ofpollution due to highway runoff.
As spelled out in the guidelines, enhancement funds cannot be used for:
• operating expenses or routine maintenance activities;
• enhancements that would normally be required as part of another
project, such as sidewalks on state highway projects or ADA
compliance;
improvements to locations which have other work program activity
within a 5-year tilne frame.
In accordance with federal guidelines, project sponsors must be a local government entity who will
commit to maintenance of the project. Projects will be designed and constructed by FDOT or by the
local entity if certified to do so in accordance with LAP (Local Agency Program) procedures.
Attached find Enhancement Applications and instructions for the FY 1998/99 enhancement cycle.
Please familiarize yourself with the instructions for a complete understanding of eligible and ineligible
activities. Per the attached recommendation from FDOT, completed applications are due in our
office by April 30, 1998.
Consistent with discussions by the Technical Coordinating Committee, eligible unfunded projects
from previous application cycles will not be considered for funding without a new application. Any
previous priority ranking or standing will be ignored and a fresh priority list will be established.

1 For your convenience, staff has scheduled a workshop for discussion of enhancement application
issues. Per the attached correspondence, staff will screen applications for completeness prior to
submitting to FDOT, so it is in the applicants' best interest to attend the workshop and resolve any

MEMORANDUM

RE: ISTEA FUNDING
I recommend that one resolution be prepared for each of the following projects
the city apply for federal funding through the Intermodal Surface Transportation
Efficiency Act. We would use the money for the following projects:
1) A governmental/civic campus landscaping plan which would unify the Nyber�-
Swanson House, the Dania Women's Club, and the Post Office along NW 19
Av. This would greatly upgrade the appearance of our downtown area and
make the area more appealing for holding outdoor promotional events—
activities which coincide with objectives of both the City, the Greater Dania
Chamber of Commerce and the Main Street Promotions Committee.
2) Landscaping along E. Dania Beach Blvd. and Federal Highway which would
augment the work recently done by the public works department and Charles
Zidar.

Both applications are being done jointly by staff and Charles Zidar, our landscape
architect.
