A RESOLUTION OF THE CITY OF DANIA, FLORIDA, APPROVING A
SPECIAL EXCEPTION REQUEST SUBMITTED BY SECOND NATIONAL
ACCEPTANCE CORPORATION, (GRAND PRIX RACE-O-RAMA), FOR
PROPERTY LOCATED AT 1800 NW 1ST ST., DANIA, FOR A SPECIAL
EXCEPTION USE TO BE ALLOWED IN ITS ENTIRETY FOR
COMMERCIAL RECREATIONAL USE AS PROVIDED FOR IN CHAPTER
28; ZONING, ARTICLE 4.20 SCHEDULE OF USE REGULATIONS;
PROVIDING THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN
CONFLICT HEREWITH BE REPEALED TO THE EXTENT OF SUCH
CONFLICT; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Chapter 28, Zoning; Article 4, District Regulations; Section 4.10,
Schedules Of Regulations provides for Commercial Recreation as a Special Exception Use
In districts zoned I-G; and
WHEREAS, Second National Acceptance Corporation (Grand Prix Race-o-Rama),
has applied for a special exception use to allow for a temporary Paint Ball Facility; and
WHEREAS, the Planning &Zoning Board on March 18, 1998 recommends that the
City Commission grant the special exception request for a temporary Paint Ball Facility,
based upon the criteria set forth in Chapter 28, Zoning, Article 6. Supplementary Use
Regulations, Section 6.40, Special Exception Uses, of the Code of Ordinances of the City
of Dania.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA, FLORIDA:
Section 1. That that certain application (SE-22-98) submitted by Second National
Acceptance Corporation for a Special Exception Use to allow said parcel for commercial
recreational use as provided for in Chapter 28; Zoning, Article 4.20 Schedule of Use
Regulations; which application is attached hereto and made a part hereof as Exhibit "A",

is approved and the appropriate city officials are hereby directed to execute same.
Section 2 . That petitioner, Second National Acceptance Corporation, agrees to the
additional conditions to said special exception use as follows:
(a) Special Exception (SE-22-98) is approved for a period of six
months expiring October 14, 1998;
(b) Petitioner, Second National Acceptance Corporation, agrees
to screen the Practice Gallery portion of the property with a
minimum 50% landscaping from the view of Interstate 1-95;
(c) Petitioner, Second National Acceptance Corporation, agrees
to enhance the front entrance of the Grand Prix Race-0-
Rama establishment with either six (6) Sabal or Washington
Palm Trees;
(d) Petitioner, Second National Acceptance Corporation, will
review and consider the possibility of utilizing the security
services of the Broward Sheriffs Office for the Paintball game
area;
(e) Petitioner, Second National Acceptance Corporation, agrees
to abide by the conditions as set forth by the Dania Planning
& Zoning Board as listed:
1. That the use be for a period of 180 days and at which
time the site is to be cleared and returned to its
current condition;
2. That it be clarified that this is a temporary use for a
portion of this parcel as identified by the site plan
dated March 3, 1998;

3. That the rest room facilities be enhanced as required
by County or City health standards for any temporary
event;
4. That the designated parking area be enhanced to
accommodate double the capacity of what is
proposed; and
5. Provide an enhanced landscaping plan to minimal
acceptable standards to be provided to staff.
Section 3. That all resolutions or parts of resolutions in conflict herewith be and
the same are hereby repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

RE: SE-22-98 Gran Prix Race-O-Rama Temporary Use
Date: April 1, 1998
This site is located to the west and immediately adjacent to the Grand Prix
recreational development. The applicant wishes to expand their existing Special
Exception to encompass this property. They are then asking for permission to establish
a paintball operation as a temporary use on the expanded site.
The paintball use would at least initially be temporary in nature. As such plans
are that it would provide only minimal site improvements. Parking is proposed to be
unpaved and only minimal landscaping is being proposed. Permanent toilet facilities
would not be provided at this time. The idea is to test the market in order to see how
well this use would do at this location.
This request poses some questions that must be answered prior to approval.
The most basic is whether or not a use should be permitted which doesn't provide for
the necessary improvements that are normally expected with the establishment of a
new use. Should uses be allowed which do not provide even the most basic of
services? It would seem that the answer should be in the negative.
Staff recommended to the Planning and Zoning Board that it not act favorably on
this request. That the City Commission receive a recommendation of denial. If the use
should be considered for approval that a time of no more than six (6) months be
considered without the provision of basic services to the site.
The Planning and Zoning Board is recommending approval to the City
Commission. That recommendation is based upon the following conditions being made
a part of the approval:
1. That the use be for a period of 180 days and at which time the site is to be

NOTICE IS HEREBY GIVEN that the Planning and Zoning Board on March 18, 1998

or as soon thereafter as the matter may be heard, will conduct a public hearing in the
City Commission Meeting Room of the Dania City Hall, 100 West Dania Beach

exception use:
SE-22-98 - The request of Mike and Mark Mogerman, representing Second National
Acceptance, Corp. for a special exception use to allow said parcel to be used in it's

County Florida.
