A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
1 APPROVING THE CITY'S PARTICIPATION WITH THE SOUTH
FLORIDA REGIONAL PLANNING COUNCIL IN PARTNERSHIP
WITH THE COOPERATIVE TECHNICAL SERVICES
INTERNATIONAL CORPORATION (CTSI) IN THE COMMUNITY
BASED WATER EFFICIENCY RETROFIT PROGRAM; PROVIDING
ONE-THIRD COST BY THE CITY IN THE AMOUNT OF $17,000.00;
FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the over use of municipal water sources in low income minority
communities in southeast Florida presents pollution and water conservation issues; and
WHEREAS, the South Florida Regional Planning Council in partnership with the
Cooperative Technical Services International Corporation (CTSI) and local water and
wastewater utilities propose a community based demonstration project to provide low-
flow plumbing fixtures at no cost to low income homeowners; and
WHEREAS, the Modello Park area in the City of Dania Beach has been chosen
as one of the demonstration projects; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE

j CITY OF DANIA BEACH, FLORIDA:

Section 1. The City Commission approves the City's participation in the
Community Based Water Efficiency Retrofit Program and authorizes the appropriate
officials to pay $17,000.00 to Cooperative Technical Services International Corp from
the Sewer Fund representing one-third match for the project.
Section 2. That all resolutions or parts of resolutions in conflict herewith be and
the same are hereby repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon
its passage and adoption.

Summary Explanation &Background:
The South Florida Regional Planning Council Has an opportunity to leverage $50,000 Dollars
from the U.S.E.P.A. to retrofit low-income households with low-flow plumbing fixtures. The
S.F.W.M.D. has expressed an interest in helping with a 1/3 match. The South Florida Regional
Planning Council will provide a 1/3 match. We would provide the other 1/3 match. Our cost would
be$17,000 Dollars.The funding for this would come out of prior years surplus in the sewer funds.
This Department would benefit the most from the savings in sewer cost.

Community Based Water Efficiency Retrofit Program
The growing population of Southeast Florida requires additional sources of water. This need for
water by the urban areas has atramed natural areas in Southeast Florida,notably the Everglades.
Great attention has been focussed on the restoration of the Everglades through hydmperiod
restoration. However,as the population of the region is expected to increase by two million over
the next twenty-five years,the demand for water by urban users may once again create problems
for the regions natural Areas. Water conservation will help reduce saltwater inhusion and the
diversion of water necessary for natural systems while reducing the costs for local utilities to
! construct additional treatment facilities. Many water utilities in the region have water
conservation measures in place, including the requirement that all new plumbing fixtures use
less water. However,a significant number of plumbing fixtures in the region are in older homes
owned or occupied by low-income residents. These residents are constrained by high water
utility bills due to the less efficient fixtures, but do not have the resources necessary to replace
those fixtures.

The South Florida Regional Planning Council in partnership with the Cooperative Technical
Services International corporation(CISI)and the local water and wastewater utilities propose a
community based demonstration project to provide low-flow plumbing fixtures at no cost to low-
income homeowners. The SFRPC will help by identifying communities with high proportions of
low-income homeowners with older homes and above average household size. Water-
conserving fixtures,including ultra-low flush toilets,low-flow showerheads,and faucet aerators
will be installed in a specified number of selected households at no charge. These devices will be
distributed using trained community-based organizations (CBOs), and the CKN will receive
payments for each household retrofitted and each toilet recycled. By distributing the retrofit kits,
the CBOs and their employees will help their community neighbors save water and money. In
addition CBOs will not only create temporary jobs for employees in the community,but will also
provide funds for other CBO activities. The program is designed so that approximately 20% of
the funds paid to the CBOs can be used for community projects. Similar retrofit programs in
Atlanta and Los Angeles have earned C309 funds to operate beneficial, community-building,
and socially responsible programs such as child immunization, college scholanhips, small
business loam, job training, and food and shelter awntance. CrSI will manage the retrofit
training and distribution project The SFRPC and the local utility will provide matching funds. .
In cooperation with the Coordinating Council of Broward, three target neighborhoods from
which the demonstration project area will be chosen have been selected. These neighborhoods
are: Modello Park in the City of Dania Beach, Zip Code 33311 (which includes several
neighborhoods inside the City of Fort Lauderdale and nearby parts of unincorporated Broward
County),and Collier City within the City of Pompano Beach Each of these communities have
socioeconomic indicators which lend themselves to the retrofit program. The indicators include:
a high percentage of minority households;housing units built before the requirement for water
conserving fixtures; high household density; and high percentage of households with income
below the poverty level. The emphasis on minority households reflects the need to promote
greater environmental awareness in minority communities and to promote environmental justice.
High household density is emphasized to increase the amount of water conserved with each
fixture. The emphasis on low-income households reflect the impact that water utility payments

have on smaller household budgets, and the fad that low-income households do not have the
means to repair or replace the fixtures without the aid of the program.
The overuse of municipal water sources in low income, minority commurdties in Southeast
Florida presents pollution prevention and water conservation issues. Because Southeast Florida
is growing so rapidly,the demand for water is growing faster than reasonable decisions can be
made to accommodate that growth without negative environmental consequences. Throughout
the history of the area,localities have met their water demands by increasing withdrawab from
groundwater sources. Increased demand for water can contribute to nonpoint source pollution
through altered groundwater contaminant flows and saltwater intrusion due to excessive
withdrawals. In addition, increased water use means increased end-use wastewater discharge
i impacts to the environment. As defined by the USEPA, pollution prevention is the "scum
reduction that reduces or eliminates any pollutant prior to recycling." The reduction of
pollutants through increased water efficiency should be the result of the household plumbing
retrofit program.
The ultimate result of this demonstration project and the subsequent regional retrofit program
will be reduction of water consumption per household, decreased monetary expenditure on
water and wastewater utilities,and reduced pollution associated with the excessive use of water.
II*water utility can monitor the pre-and post-retrofit consumption records of the participating
households to develop information for use in encouraging other utility customers throughout its
service area to retrofit fixtures and other ut"M to establish similar retrofit programs. This will
contribute to encouraging a water conservation ethic among all communities in Southeast
Florida.
