HomeMy WebLinkAboutR-1998-139 i RESOLUTION NO. 139-98 A RESOLUTION OF THE CITY OF DANIA, FLORIDA, APPROVING THE SITE PLAN REQUEST SUBMITTED BY AIRPORT AMERICA USA, INC., FOR PROPERTY LOCATED AT SE 3211D STREET IN PORT EVERGLADES TERMINAL NORTH OF ELLER DRIVE AND WEST OF SE W AVENUE, ALSO KNOWN AS AIRPORT AMERICA PHASE II; PROVIDING THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION ARE REPEALED TO THE EXTENT OF SUCH CONFLICT; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania, Florida, states that a site plan is required as a condition to the issuance of a building permit; and WHEREAS, the Airport America USA, Inc. has applied for site plan approval for development of Phase it of a long term surface parking facility located in the Port Everglades Terminal, North of Eller Drive and West of SE 141,Avenue, Dania, also known as Airport America Phase II; and WHEREAS, the Planning & Zoning Board on August 19, 1998, recommended that the City Commission grant the site plan request (SP-26-98), based upon the criteria set forth in section 8.4 of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA, FLORIDA: 1 RESOLUTION NO. 139-98 Section 1. That that certain application (SP-26-98) for site plan approval, a copy 1 of which is attached and made a part of this Resolution as Exhibit "A", is approved and the appropriate city officials are directed to execute same. Section 2. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. Section 3. Virta, AICP Growth Management Director RE: SP-26-98 Airport America Phase I I Date: September 2, 1998 The petitioner is seeking site plan approval for Phase II of a long term parking facility for the Ft. Lauderdale International Airport. The City previously approved a fourteen (14) acre facility as Phase I of this same project. This Phase is 3.11 acres bringing the entire site to date to more than seventeen (17) acres. This Phase is located immediately south of the original project. It also gives the site access to Eller Drive. The site plan was referred to Port Authority Staff for their review and comment. The Staff of the Port have reached agreement with the applicant regarding access to the site, which was their primary concern. The plan now has provisions for a right turn in and right turn out at the site's frontage on Old Eller Drive. Port Staff would also like to see the access to Phase I of this project utilize this point of ingress/egress as well. To that end their approval is conditioned on the Phase I site plan being amended to show such a change. The Phase I portion of this project utilized Live Oaks as the primary shade tree within the parking lot. The Planning and Zoning Board recommended that the trees have a three (3") inch diameter at time of planting. This phase is incorporating the use Mahogany's, Silver Buttonwoods and Green Buttonwoods. Our landscape consultant advises that it will be somewhat difficult and very expensive to utilize silver buttonwoods of the size being proposed. Staff would suggest that it would be best to follow the landscaping pattern established in the site plan for Phase I. It would seem appropriate for the project to have a common overall-landscaping plan utilizing similar vegetation in similar situations. It certainly would appear to be appropriate to use the same relative size of planting material. The applicant has agreed to revisit his plans to see if it might be more appropriate to utilize a more uniform planting scheme. In other respects the site plan appears to meet the standards of the City Code. RECOMMENDATION The Comprehensive Plan for Dania provides the following description for the Transportation Land Use for the Port Everglades area: -� Shipping, warehousing, and with the exception of residential uses, all other uses which may be permitted by the Port Everglades Authority. i Based upon this provision in the Comprehensive Plan it is the Planning and Zoning Board's recommendation that the City Commission approve of this item conditioned on the modification of Phase I to meet the concerns of the Port Staff. Although site plans are generally not conditioned, in this specific instance it would ensure the projects compliance with the City's Comprehensive Plan.
