A RESOLUTION OF THE CITY OF DANIA, FLORIDA, AUTHORIZING
THE CITY MANAGER TO APPLY TO THE FLORIDA DEPARTMENT
OF STATE, DIVISION OF HISTORICAL RESOURCES, FOR A 50-50
MATCHING GRANT TO FUND THE PREPARATION OF A
PRESERVATION PLAN FOR THE CITY; PROVIDING THAT THE
PROJECT WILL COST APPROXIMATELY 120,000; PROVIDING
FOR A LETTER OF ENDORSEMENT FROM THE MAYOR;
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE
SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE
DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA.

Section 1. That the City Manager is hereby authorized to apply to the Florida
jDepartment of State, Division of Historical Resources, for a 50-50 matching grant to fund the
preparation of a Preservation Plan for the City of Dania in an amount of$20,000.00; which
application is attached and made a part of this Resolution as Exhibit"A", is approved and
appropriate city officials are directed to execute same.
iSection 2. That all resolutions or parts of resolutions in conflict with this resolution
are hereby repealed to the extent of such conflict.
Section 3. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

The City of Dania, located in Broward County,requests grant assistance to prepare a historic preservation
plan for the city.The plan will provide the basis for decisions and judgements which the Mayor,Council
Members,City Manager,and property owners must make in determining the role of historic preservation in a
general plan of urban redevelopment and conservation and what steps should be taken to implement a
program to preserve significant historic resources.
A survey of historic buildings within the city was conducted in 1993 by students at FIU.They did not
provide the City with recommendations for specific preservation activities or make a professional evaluation
of the potential significance of buildings.To undertake a rational program of historic preservation,City
officials must understand the resources and the available altcrnatives for preservation activity.
The proposed plan will(1)compile an inventory of buildings from the survey and evaluate their potential
significance according to National Register standards; (2)produce a map showing location and distribution as
a basis for decisions about historic districts; (3)review zoning measures,economic incentives,historic
preservation ordinance,conservation district creation and similar actions that might preserve historic
buildings and promote urban preservation and conservation;(4)explain design guideline alternatives;(5)
surnmarize federal and state preservartion programs;and,among other sections,offer a draft ordinance.
The City Planner will direct the work,City officials and residents will participate in public discussions of
preservation. A professional consultant will assist City planners. A cash thatch is included.

Like all urban places, Dania is experiencing constant developmental pressures,especially along the major
thoroughfares. Urban change and re-development is occuring in the general absence of design Standards and
without precise awareness of the location and significance of historic properties.

Development of the plan will involve public meetings with City Commissioners,officials and staff that
will include public participation.This will, for the first time,place discussion of historic preservation issues

location,assessing their significance,and outlining courses of action that the City and property owners can
take to incorporate historic preservation into a program of urban redevelopment.

RE: Dania Preservation Plan Grant Application
Date: August 19, 1998
Attached is a copy of a rough draft of a grant request to fund a "Preservation
Plan" for the City of Dania. This funding would be utilized to flesh out and refine the
Survey of Historic Buildings prepared in 1993 by FIU. The Commission directed staff to
pursue such funding as a logical next step in the protection of historical resources within
the City. The application must be submitted by the end of this month if the City is to be
included in the current funding period.
It is estimated that the total project will cost approximately $20,000.00. Of that
amount fifty percent would be sought as the States share as a grant. The City's portion
would be both cash and in kind services with the direct cash outlay estimated at
$6900.00. In reviewing the draft application it is important to note that although the cost
of in-kind services include wages plus fringe benefits they are capped at $35.00 per
hour by the State.
Staff requests that the City Commission authorize the staff to file the Grant
Application for the Preservation Plan. In addition the Mayor will be asked to sign a
letter of endorsement on behalf of the City to supplement the Application Package. If
