A RESOLUTION OF THE CITY OF DANIA, FLORIDA, APPROVING A
SPECIAL EXCEPTION REQUEST BY SECOND NATIONAL ACCEPTANCE
CORPORATION (GRAND PRIX RACE-O-RAMA), AND DON DRYBREAD
j REPRESENTING RAMEL, INC., D/B/A MAGICAL VILLAGE, FOR
PROPERTY LOCATED AT 1800 NW 1ST ST., DANIA, FOR A SPECIAL
EXCEPTION USE TO ALLOW SAID PARCEL TO BE USED IN ITS
ENTIRETY FOR A COMMERCIAL RECREATIONAL USE AS PROVIDED
FOR IN CHAPTER 28, ZONING, ARTICLE 4.20 SCHEDULE OF USE
REGULATIONS; PROVIDING THAT ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT HEREWITH BE REPEALED TO THE
EXTENT OF SUCH CONFLICT; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, Chapter 28, Zoning; Article 4, District Regulations; Section 4.10,
Schedules Of Regulations provides for Commercial Recreation as a Special Exception Use
In districts zoned I-G; and
WHEREAS, Second National Acceptance Corporation (Grand Prix Race-o-Rama)

and Don Drybread representing Ramel, Inc. d/b/a Magical Village, have applied for a
special exception use to allow for a temporary use during the period of October 8, 1998
through November 1, 1998 as a "Halloween Village" and November 12, 1998 through
January 3, 1999 as a "Magical Village"; and
WHEREAS, the Planning & Zoning Board on July 15, 1998 recommended that the
City Commission grant the special exception request to allow "Halloween Village" and
"Magical Village", based upon the criteria set forth in Chapter 28, Zoning, Article 6,
Supplementary Use Regulations, Section 6.40, Special Exception Uses, of the Code of
Ordinances of the City of Dania.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA, FLORIDA:

Section 1. That that certain application SE40-98, for a Special Exception Use
allowing property located at 1800 NW 151 St, to be used as "Halloween Village" during the
period of October 8, 1998 through November 1, 1998 and "Magical Village during the
Iperiod of November 12, 1998 through January 3, 1999; a copy of which is attached hereto
and made a part hereof as Exhibit "A" be and the same is hereby approved, and the
appropriate city officials are hereby directed to execute same.
Section 2 . That the petitioner, Don Drybread, representing Ramel Inc., dba/
Magical Village, agrees to coordinate and comply with all security and public safety
administrative requirements set forth by City Manager Smith and Chief Robert Anton, BSO,
and that said requirements will be encompassed into the Special Event Permit.

Section 3. That all resolutions or parts of resolutions in conflict herewith be and
j the same are hereby repealed to the extent of such conflict.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

Re: SSE-40-98 Special Exception for a Temporary Use at Grand Prix
Date: July 28, 1998
This is a request for a Special Exception to utilize land within the Grand Prix site.
The site was previously approved for the temporary paint ball use. This request is for
two seasonal temporary uses to be conducted at specified periods of time. The first is
for the Halloween Holiday and would run from October 8, 1998 until November 1, 1998.
The second is for the Christmas Holiday and would be from the period running
November 12, 1998 until January 3, 1999.
The use is for a display and activity area produced by Don Drybread. These
displays have become an institution in the South Broward having in the recent past
I been set up at the Seminole Reservation. The proceeds are used in part to fund local
nonprofit organizations.
In both cases there are displays, food vendors and rides. The layout for both
activities is similar being made up of truck trailers forming the boundaries of the area.
The decor, of course, would be reflective of the holiday being celebrated.
Staff recommended to the Planning and Zoning Board that they act favorably on
this request. The Planning and Zoning Board recommends that the City Commission
approve these two requested temporary uses.

SPECIAL EXCEPTION
NOTICE IS HEREBY GIVEN that the Planning and Zoning Board on July 15, 1998 and
the City Commission of the City of Dania, Florida on, August 11, 1998, at 7:30 P.M., or
as soon thereafter as the matter may be heard, will conduct a public hearing in the City
Commission Meeting Room of the Dania City Hall, 100 West Dania Beach Boulevard,
Dania, Florida, to consider the following proposed request for special exception use:
SE-40-98 - The request of Mike Mogerman, representing Second National Acceptance,
Corporation for a special exception use to allow said parcel to be used as a Commercial
Recreational use, as provided in Chapter 28; Zoning Article 4.20 Schedule of Use
Regulations; Special Exceptions under the I-G zoning category. The location of said
parcel is 1800 NW 1" Street, Dania (commonly known as Grand Prix Race-o-Rama.)
The petitioner is requesting to allow a "Halloween Village" during the period of 10/8/98
through 11/1/98 and "Magical Village" during the period of 11/12/98 through January 3,
1999 as temporary use at the park.
Property is legally described as: Parcel "A" of Commerce Center of Dania, according
to the Plat thereof, recorded in Plat book 135, page 44 of the public records of Broward
County Florida.
ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE BY THE PLANNING AND ZONING
BOARD AND THE CITY COMMISSION WITH REGARD TO ANY MATTER CONSIDERED AT THIS
MEETING OR HEARING WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH
PURPOSE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE
WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO
