A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
APPROVING THE FUNDING AGREEMENT BETWEEN THE CITY
OF DANIA AND FRIENDS OF CHILDREN, YOUTH AND
FAMILY, INC. , A NON-PROFIT CORPORATION, RELATING
TO FUNDING FOR THE FRIENDS OF CHILDREN/MAD DADS
PROGRAM; PROVIDING THAT ALL RESOLUTIONS OR PARTS
OF RESOLUTIONS IN CONFLICT HEREWITH BE REPEALED TO
THE EXTENT OF SUCH CONFLICT; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the underprivileged youth of the City of Dania
struggle to reach fulfillment of individual and family dreams for
safety, good health, and sound family development; and
WHEREAS, the City of Dania recognizes that strong community
outreach programs facilitate development of a cohesive community
and improve family relations; and
WHEREAS, Friends of Children, Youth and Family, Inc. has
requested the City of Dania provide a portion of the funding for
its community outreach program known as the Friends of
Children/Mad Dads Program; and
WHEREAS, the program has been funded in the past by a three
year continuation grant from the Broward Commission on Substance
Abuse and the Broward Sheriff' s Office, which grant terminated as
of September 30, 1997; and
WHEREAS, the City has determined that the program provides a
benefit to the underprivileged youth of the City; and
WHEREAS, the City has heretofore appropriated funding for
the program from October 1, 1997 to December 31, 1997; and
WHEREAS, the City agrees to provide financial assistance to

the Program for the first quarter of calendar year 1998, from
' January 1, 1998 to March 31, 1998, under the terms of the Funding

Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA, FLORIDA:
Section 1. That that certain funding agreement between the
City of Dania and Friends of Children, Youth and Family, Inc. for
the operation and administration of the community outreach
services program provided by the Friends of Children/Mad Dads
Program, a copy of which is attached hereto and made a part
hereof as Exhibit A, be and the same is hereby approved and the

appropriate city officials are directed to execute same.
Section 2 . That all resolutions or parts of resolutions in
conflict herewith be and the same are hereby repealed to the
extent of such conflict .
Section 3. That this resolution shall be in force and take
effect immediately upon its passage and adoption.

FUNDING AGREEMENT
This Agreement, entered into on the 27 day of January,
1998, between the CITY OF DANIA, 100 West Dania Beach Boulevard,
Dania, Florida, 33004, hereinafter referred to as City, and FRIENDS
OF CHILDREN, YOUTH AND FAMILY, INC. , a Florida non-profit
corporation, 5975 West Sunrise Boulevard, Sunrise, Florida, 33313,
hereinafter referred to as Corporation.
This agreement shall constitute the terms and conditions under
which the City agrees to provide funding for the first quarter of
calendar year 1998, for the FRIENDS OF CHILDREN/MAD DADS PROGRAM,
hereinafter referred to as Program.
In consideration of the performance by Corporation of the
services described below, City agrees to pay the total sum of
$11, 250 . 00 in accordance with the funding terms contained herein.
SECTION ONE
SCOPE OF SERVICES PROVIDED BY PROGRAM
Corporation proposes to provide the following services through
the Program, beginning January 1, 1998 :
a) Modello Park Management and Supervision;
b) Outreach/Case Management Services;
c) Life Skills Training;
d) Employability Skills Development Training;
e) Mental Health Services;
f) Information and Referral Services;
g) Alternative Drug-Free Events;
h) Community Involvement;
i) After-School Activity Club;
t j ) Leadership and Cultural Enhancement Training;

1) Drug Intervention/Entrepreneurship Initiative.

SECTION TWO
SCOPE OF PROGRAM OBJECTIVES AND MEASURABLE OUTCOMES
Corporation proposes the following objectives in measurable
terms:

As to teens :
a) 85% of the registered, program participants will
remain enrolled in school during the program year;
b) 85% of the registered, program participants who have
never been arrested and convicted, will not be arrested
for a crime during the program year;
c) 70% of those who have previously been arrested and
convicted of an offense will not be re-arrested and
convicted of an additional crime during the program year;
d) 75% will attend appropriate meeting according to the
groups they are enrolled in;
e) 60% of the registered participating youth will improve
their overall grade point average by the end of the
regular 1997/98 school term;
f) Participating youth will reduce their suspensions and
expulsions by 95%;
g) 70% of the registered, participating teens age 13 to 18
will be involved in one or more organized sports or
athletic programs at Modello Park.
As to adults:
a) 50% of the parents of registered participating youth
will volunteer time to activities at Modello Park during
the program year;
b) 30% of the parents of participating youth will attend
at least one parenting session or parent meeting during
the program year;
c) 65% of the parents of participating youth will attend
at least one event at Modello Park during the program
year;
d) A minimum of 10 parents and/or adults from the
community will be recruited as volunteers to assist in
the coordination of an athletic, sports or recreation
activity in the park during the program year;
e) Attendance and/or membership in Byrd Pointe, Saratoga
and MUPA community-based organizations will improve by at
least 20% over 1996-97 figures .

J a) A minimum of two new organized athletic or sports
programs will be implemented at Modello Park;
b) Participation in existing organized athletic and
sports programs will be increased by 25%;
c) At least one adult athletic or sports program will be
organized in Modello Park.

SECTION THREE
FUNDING
The City agrees to provide total funding of $11, 250 . 00 for the
first calendar quarter of the year 1998 . The payment of this sum
shall occur monthly in increments of $3, 750 . 00, subject to the
City' s absolute approval. The payments shall apply retroactively
from the date of January 1, 1998, and continue through March 31,
1998 .
SECTION FOUR
AUDIT
The Corporation shall submit to the City, on a monthly basis,
a report which demonstrates all expenditures during the preceding
monthly period. The Contractor' s facilities, books and records
shall be available for the City' s review at any time upon
reasonable notice to the Corporation.
SECTION FIVE
TERMINATION OF FUNDING
Failure on the part of the Corporation to perform any or all
of the requirements of this contract will result in immediate
withdrawal of funding by the City. Furthermore, at the City' s sole
determination that the Program' s objectives and projected outcomes

are not being achieved, the City may withdraw, at any time, any or
all. funding upon thirty days written notice to Corporation.
SECTION SIX
ENTIRE AGREEMENT
j This agreement shall constitute the entire agreement between
the parties and any prior understanding or representation of any
kind preceding the date of this agreement, and any oral
representations by either party, shall not be binding upon either
party except to the extent incorporated in this agreement .
SECTION SEVEN
MODIFICATION OF AGREEMENT
Any modification of this agreement or additional obligation
assumed by either party in connection with this agreement shall be
binding only if placed in writing and signed by each party or an
authorized representative of each party.
SECTION EIGHT
INDEMNIFICATION
Corporation shall indemnify and save harmless the City, its
agents, servants, employees, designees, attorneys, and legal
representatives against any and all liabilities, attorney' s fees,
costs, claims, demands, causes of action, or judgments resulting,
either directly or indirectly, from the Program or the acts or
omissions of. Corporation, its employees, agents, or servants .

ARTICLE NINE
NOTICE
Any notice hereunder by one party to the other party shall be
given in writing by personal delivery, facsimile, regular mail, or
certified mail with proper postage, to the party at the addresses
designated in the agreement. Any notice shall be effective on the
date it is received by the addressee. Either party may change its
address for notice purposes by giving the other party notice of
such change in accordance with this paragraph.

MISCELLANEOUS
Contractor shall comply with all the statutes, laws, rules,

codes, ordinances, and regulations of any and all federal, state

and local political bodies having jurisdiction over the services
provided herein.
iIn the event either party brings an action against the other
to enforce any conditions or covenant of this Agreement, the
prevailing party in such action shall be entitled to recover the

1 court costs and reasonable attorneys' fees in the judgment rendered

in such action.
The preparation of this Agreement has been a joint effort of
the parties and the resulting document shall not solely as a matter
of judicial construction, be construed more severely against one of
the parties than the other.
Venue in any proceeding or action among the parties arising
out of this Agreement shall be in Broward County, Florida.
IN WITNESS WHEREOF, the City has caused these presents to be
signed by its Mayor-Commissioner, City Manager, attested by the
City Clerk with the corporate seal of the said City of Dania, and
the Contractor has executed these presents the day and year
written.

Non-Secure Detention Programs
Level 4 Residential Treatment Herewith attached is a summary of the outcomes and major
Community Empowerment accomplishments of the Friends of Children/MAD DADS project located at
Juv. Del. Diversionary Programs Modello Park. This summary covers the period of October 1, 1997 through
Citizens patrol December 31, 1997 and coincides with the interim funding period established
Midnight Basketball by the Dania City Commission.
ATOD Prevention We are submitting this report for two reasons. First, to provide you
Intervention Designs and the City Commission with a report of the activities and program services

Values Training Centers conclusive evidence that the programs and leadership that we provide at
Male Responsibility Programs Modello Park are a positive factor in helping to re-establish the park as a
Female Responsibility Programs viable and valued community resource. Second, we want to formally request
Dropout Prevention your support in requesting that the City Commission act to extend this funding
Mentoring Programs for the nine month period of January 1, 1998 through September 30, 1998 in
Rites or Passage Programs the amount of$33,750.
We have consulted with HIDTA and they stand ready to continue with
their matching grant for this period. Should you have further questions or
require additional explanation from me please feel free to call. Please also be
aware that Mr. Myles has asked that any requirement that we formally
respond or be in attendance be directed to his attention.

QUARTERLY SUMMARY OF ACTIVITIES AND ACCOMPLISHMENTS
Friends of Children, Inc. /MAD DADS
Modello Park Project
INTRODUCTION
Beginning on October 1, 1997 Friends of Children, Inc. began operating a drug-prevention
and intervention program from Dania's Modello Park with funding support from the City of Dania
and the South Florida office of HIDTA. The partnership also involves close coordination and
cooperation with the BSO District II office which operates and provides police services to the
City of Dania. The project revolves around a strategy which focuses on the use of recreation
services and programs as a draw to help attract youth who are either currently involved in some
form of drug abuse as well as those who might be at-risk of such abuse and, redirecting their lives
toward more mainstream endeavors.
At a joint meeting between the City, BSO, HIDTA and Friends of Children, held in early
November a decision was made and agreed upon by all the parties, to adopt a set of project
objectives that would be defined and articulated by HIDTA. A copy of these objectives as
j submitted to Friends of Children, Inc. is attached. However, subsequent to this meeting and,
after receipt of the HIDTA objectives, Friends of Children felt that the full scope of the services
and programs that we were involved at Modello Park had not been incorporated. We were
especially concerned that certain implied or understood objectives that the City of Dania wanted
to see as outcomes based on it's commitment of funds to the project were not addressed by the
HIDTA objectives. We wish to acknowledge here that we recognize this disparity and
respectfully submit and, hereto attach an amended set of objectives, that in our opinion reflect the
full range and scope of project activities. It should be noted that with the exception of a minor
omission in the HIDTA objectives, that we corrected and brought to their attention, we have not
altered HIDTA agreement, but instead have added measures which in our opinion reflect needs as
might be articulated by the City of Dania.
Summarized below are a list of the major activities and accomplishments at Modello Park
for the period of October 1, 1997 though December 31, 1997. With few exceptions these
activities along with appropriate documentation have been submitted to the City, HIDTA and
BSO in the form of monthly reports. The one exception to this are activities that occurred in the
month of October. Although completed for our internal records an October report was not
submitted to the City, due in part to the fact that funding for the project was not approved until
late October and we were faced immediately after this approval with meeting other basic project
needs like hiring and getting staff in place. However, a report for the month of October was
subsequently compiled for internal purposes and can be made available upon request.
SUMMARY OF ACTIVITIES
During the period of October 1 to December 31, 1997 we estimate that Modello Park
established and maintained an average daily user level of approximately 135 people.
During this period the park was open and available for official use approximately 73 days.
This results in a total user level for the period of 9,855 residents in the park.

! ) During this period the following(supervised and unsupervised) recreational activities,
athletic, sports, cultural, community and special events were supported at Modello Park.
-- Recreational swimming, attracting an average of 50 youth and adults daily
-- Organized flag football for teens, including intramural and tournament competition
between teams from other parks (enrolled 15 - 20 boys ages 12 to 17)
- Organized youth basketball, including intramural and tournament play(enrolled 20
- 25 boys ages 12 - 17)
-- Pick up and non-organized basketball, including late evening games resembling the
now defunct midnight basketball league. Attracts on average 40 youth and young
adults ages 12 to 25.
- Free , recreational football, kick ball, baseball and soccer(these are usually games
youth who have come on to the park looking for a recreational outlet and where
we loaned or provided equipment and may also have assigned a staff person to
oversee the activity, but where there was no ongoing organized league or teams)
On an average involved 20 youth ages 5 to 20 daily.
- Supervised recreation center table games, for example, checkers, connect four,
cards and dominoes. Attracts 10 to 15 youth daily.
-- Organized and supervised After-School Activity Club. Involves a structured
program of recreation, academic, anti-drug, and life-skills training for elementary
school aged youth from Collins, Bethune and other schools attended by area
children. The program is designed specifically to provide after-school care to latch
key children who are believed to be at severe risk of influence from drugs and
other forms of delinquent behavior. Regular enrollment has reached 40, though
attendance varies from 15 to 50 on a daily basis.
An organized T-Ball program will be added to this program in 1998 with the
support of the Optimist of Dania Club. Pre-season drills are expected to begin in
February 1998 utilizing both staff and older teens as coaches.
- The Senior Sewing and Social Club program has expanded to include a series of
health oriented components, including regular health screening and lectures, as
well as an all new aerobics and fitness training program twice a week. Currently 5
to 15 seniors attend this program on a daily basis. The new components are in part
facilitated through our partnership with Memorial Hospital. The seniors have also
expanded the volunteer service component of their activity. They assist with the
after-school program, community mobilization events, made and donated
Christmas stockings filled with candy and gifts to neighborhood pre-schoolers and
serve as neighborhood watch point persons.
A Steering Committee of a dozen local residents has been established to guide the
work of Memorial Hospital in the area. The group meets monthly with new
members being added as interest grows.
In conjunction with HIDTA two community seminars designed to enhance areas
resident's skills in areas of grantsmanship and drug prevention were held. More
than 35 area residents both adult and youth attended these two events.
�l In October Modello Park was the site of the annual observance of Red Ribbon

Week. Although poor weather impacted the event, more than 125 local youth and
1 adults participated.
Modello Park was the site of the first annual "Edu-Fest"community information
and referral event. This event brought more than a dozen and a half agencies and
programs to the park in October to inform residents about valuable and needed
services they could access at no charge.
Under HIDTA sponsorship a Modello Park Teen coalition has been formed.
Teens between 13 and 17 years old meet on a regular basis to discuss school and
academic issues, to participate in organized sports programs and to assist in
community mobilization projects including clean-up campaigns, festival and the
creation of a community clothing bank at the park.
-- Our annual Halloween Parties( one for pre school and elementary youth and
another for the teens) drew sponsorship and support from five different community
groups. This years events were attended by well over 300 children, their parents
and volunteers who help to sponsor and/or supported the event.
With the support of our partners, including Memorial Hospital, Collins Elementary
Saratoga Public Housing and BSO we sponsored the first annual "Thanksgiving In
the Park" event. By all estimates this was one of the most successful events in the
park in recent history. More than 600 individuals attended and were feed a full
turkey dinner with all the trimmings.
-- Similar to the Thanksgiving event, we cosponsored a Christmas event which
attracted approximately 300 residents and involved several local churches that
adopted needy families and children. One church, not from Dania participated and
provided full holiday meals, and toys for five area families.
We developed and implemented the first ever"Winter Camp"at the park. The
camp is a counterpart to the annual camp, designed to provide children at home for
the two week winter break with supervised and structured activities. Participation
varied from 5 to 25 children a day, which we attribute to lack of advertising and
advanced promotions. Parents have informed us, however, that they are in favor
of the program concept and will support it if offered next year.
- Planning was begun to implement an adult softball program at the park. This
process is expected to result in a brief feasibility exploration with the Dania Red
Birds during the next quarter. The major issue is the scheduling of practice and
game times in a manner that will not conflict with their schedule and the need to
maintain the one baseball field at the park.
- Planning was also begun with the Northeast Optimist of Hollywood to launch a
youth football program at Modello. Two exhibition games were held in October
attracting more than 200 local residents at each. These games were played on a
shorter than regulation field that was set up on the existing baseball field.
A majority of the members of the Northeast Optimists Club and its team members
are from Dania. The lack of facilities here has forced them to develop their
program in Hollywood. The focus of this planning is aimed at eventually being
able to access the unused field behind Collins Elementary for both football and
other organized field sports programs.
1 The northwest Byrd Point Civic organization continues to hold its monthly

meetings in the park's recreation center. Attendance at these meetings is up
j significantly over previous years, following a joint effort to better organize local
residents to get involved with community issues.
In addition to the items mentioned above as being attached, we have also included copies
of some of the public announcements, flyers, and information sheets distributed in association

monitored for the extent of program to insure success rate.
* Place a minimum of 12 residents in jobs and follow up for the extent of project to site success
rates.
* Enroll a minimum of 10 residents in grantsmanship program.

FRIENDS OF CHILDREN FATHERHOOD INRTIATI VE
Awesome Lads, Awesome &en! is a parenting education program for Young
Fathers and Fathers-to-be. It is a project of "Friends of Children".
A.D.A.M. is sponsored by the Ounce of Prevention Fund of Florida.
The major focus of A.D.A.h1. is to empower young fathers and fathers-to-
he to actively participate in the lives of their children.
The target population is 13-25 years of age, residing in the
Hollywood/Dania area. We believe that real men want to he involved with
their children. The program will allow many opportunities for young
fathers and fathers-to-be to develop their parenting shills.
Participants will receive assistance and help in the following areas:
Jobs
Educational/Vocational Training
• Cultural Issues
Understanding Pregnancy
• Resolving Relationship
• Role of Fathering
• Controlling Anger
• Legal Issues
Financial stipends will be available on a case by case basis. Services also
include individual home visits, group meetings, family nights and special celebrations.
This program is provided at no cost to the participants. A.D.A.M.!
requires a few hours of your valuable time to model positive fatherhood
behaviors.
