A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
AUTHORIZING THE CITY MANAGER TO PURCHASE (ONE)
1997 FORD CI-8000 WITH DUALIZED STEERING AND
CONTROLS EQUIPPED WITH AN ELGIN WHIRLWIND L
DUAL STREET SWEEPER FROM RAY PACE'S WASTE
EQUIPMENT UNDER MANATEE COUNTY BID NO. 541479
D.R. FOR THE AMOUNT OF $119,388.50 WITHOUT
COMPETITIVE BIDDING AND WITHOUT ADVERTISEMENT
FOR BIDS; PROVIDING THAT ALL RESOLUTIONS IN
CONFLICT HEREWITH BE REPEALED TO THE EXTENT OF
SUCH CONFLICT; AND PROVIDING FOR AN EFFECTIVE
DATE
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
DANIA, FLORIDA;
WHEREAS, THE City Manager has determined that is it necessary to
purchase one 1997 Ford CI-8000 with dualized steering and controls equipped
with an Elgin Whirlwind L dual street sweeper for use by the Public Works
Department; and
WHEREAS, the City Manager has determined that such purchase can be
made at the least cost to the city by purchasing said equipment under Manatee
County, Florida Bid No. 541479DR in the amount of$119,388.50.
Section 1. That the City Manager is directed to negotiate a bank loan in
the amount of$119,388.50 to pay the costs of this equipment.
Section 2. That the City Manager is hereby authorized to pay from the
storm water assessment fund, the sum of $119,388.50 to Ray Pace's waste
equipment, 9365 Philips Highway, Jacksonville, FI. 32256, for the heretofore
described equipment under the appropriate bid numbers as set forth above.
Section 3: That this resolution shall be in force and take effect
immediately upon its passage and adoption.

Dear Mr. Williams,
Ray Pace's Waste Equipment, with cooperation from Elgin Sweeper Company, is pleased
to submit our proposal for a new 1997 Ford CF8000/Elgin Whirlwind "L" Street Sweeper
via "Piggyback" purchase off of Manatee County Bid No. 541479DR, purchase order no.
104935. We will honor the purchase price as well as all terms and conditions of the
contract. The machine is equipped and priced as follows.
One (1) 1997 Ford CF8000 (per attached specifications)with dualized steering
and controls equipped with an Elgin Whirlwind "L" dual street sweeper with
all manuafacturer's standard equipment, plus the following options:

I am requesting that this item be put on the next Commission meeting for
approval.
After careful review of prices, options, and piggy back contracts and actual field
tests of various sweepers from different manufacturers I am recommending we purchase
the Elgin Whirlwind "L" street sweeper for the following reasons:
A) Price* - This sweeper with the options we desire and warranty we require will
cost us approximately $30,000.00 to $40,000.00 less then the Vac-Con or

(2) VACUUM TYPE STREET SWEEPERS
SCOPE/SPECIFICATIONS:
The intent of these specifications is to procure two (2) vacuum
type street sweepers for use in cleaning County maintained paved
streets/gutters, by the Highway Division of the Public
Transportation Department.
Unit shall be the manufacturers latest production model, and shall
be equipped with all standard equipment. Bidder shall submit
manufacturer's literature identifying specifications which will
allow Manatee County to evaluate whether the unit bid meets and is
in accordance with the specifications listed on pages 14 through
21.
Any service/repairs covered under warranty shall be initiated
within 24 hours of notification by Manatee County0s Fleet Services
and at no additional cost to the County.
Any replacement parts not covered under warranty shall be readily
available and shipped within 24 hours. Any requested
repair/maintenance services not covered under warranty shall be
initiated within 24 hours.
SPECIFICATIONS:
CARRIER SECTIQjj
a. Engine, heavy-duty, 4 cycle, minimum 170 H.P. with related
transmission, maximum capacity available cooling system, with
all silicone radiator and heater hoses. .
b. Spin-on type oil filter, replaceable dry-type air filter with
restriction indicator (inside cab) .
c. • Fuel/water separator.
Electrical System:
a. Alternator, 12 volt/100 amp. minimum, heavy-duty.
b. Batteries, heavy-duty 12 volt.
Lighting:
a. Directional arrow lights on rear of sweeper body with right &
left signals. The lights shall also have the capability of
operating in a flashing mode.
b. Amber strobe lights mounted on cab and rear of sweeper with
shields to protect from limbs. Side work lights (each side)
for brooms and nozzles. All ICC lighting and reflectors as
required by Federal, state, and local governments.
Drive-Line:
a. Transmission, 4 speed automatic, Allison AT545 or equal with
additional heavy-duty external oil cooler and filter.
b. Rear axle ratio to be selected by bidder in accordance with
engine and transmission provided. The ratio shall provide a
safe loaded operating speed on level grade of'-at least 55 mph
with greatest low gear reduction.

Brakes:
a . Full air brakes, minimum 13 CFM air compressor. Air
reservoirs with automatic moisture ejector valves or air
dryers. Moisture ejector valves are not to be located on
bottom of air tank if at all possible, side or remote location
preferred.
b. Spring applied parking brake with in-cab control. Automatic
slack-adjusters (front and rear) . Low air pressure warning
indicators in cab. Out-board mounted brake drums.
Tires/Wheels:
o . Tires, sis (6) 255/75 r22.5 G154 14 ply tubeless, low profile
radial with highway tread (Goodyear only) . Wheels-Budd (or
equal) disc-type. 10 bolt, all position tires/wheels to be
interchangeable.
Cab:
a. Cab-Over-Engine/Tilt-Cabe Installed speedometer-odometer,
ammeter/voltmeter, fuel gauge, engine oil pressure gauge,
coolant temperature gauge, tachometer, engine hour meter, air
pressure gauge with low air pressure indicator, factory am/fm
radio, fresh air heater with defroster, factory air
conditioning (no roof mount) , arm rest (both doors) , sun
visors (both sides) , factory tinted glass (all windows) , dual
individual, seats with seat belts, minimum 2 spend windshield
wipers with washers, stainless steel or aluminum outside left
and right side, Westcoast-type mirrors and brackets 6" S 16"
to include lower convex spot mirrors on both sides.
Frame:
a. Heavy-duty reinforced. GVWR 32, 0001 or exceed limit of fully
loaded unit, heavy-duty front bumper.
b. Splash and spray suppressant rain flaps, installed on heavy-
duty hangers. (No advertising permitted on flaps) .
c. Two (2) frame mounted front tow-hooks.
Steering:
a. Dual full power (hydraulic) .

WARRANTY/CONDITIONS:
a. warranty - cab/chassis unit only, minimum two (2) years,
unlimited mileage (full coverage, bumper-to-bumper, all parts
and labor) .
b. Conditions - in addition to equipment specified by this
specification and by the applicable detailed specifications,
vehicle shall be equipped with all standard equipment as
specified by the manufacturer for this model, and shall comply
with all EPA Emission Standards and all Motor Vehicle Safety
Standards as established by the U.S. Department of
Transportation regarding the manufacture of motor vehicles.
C. The successful bidder shall be responsible for delivering
vehicles that are properly serviced, cleaned, and in first
class operating condition. Pre-delivery service at a minimum,
shall include the following;
✓ Complete lubrication of chassis, engine, and operating
mechanisms with recommended grades of lubricants.
✓ Check all fluid levels to assure proper fill.
✓ Adjustment of engine to proper operation condition.
✓ Inflate tires to proper pressure.
✓ Check to assure proper operating of all accessories,
gauges, lights, mechanical and hydraulic features.
✓ Front-end alignment, all wheels balanced.
✓ Focusing of headlights.
✓ Cleaning of vehicle, if necessary, and removal of all
unnecessary tags, stickers, papers, etc.
✓ speedometer must be correct regardless of tire size
provided or axle ratio furnished. .
✓ Owner's manual and warranty manual to accompany each
vehicle.
d. The term "factory installed" is used to identify the
components of the specifications that shall be installed by
the manufacturer or at final assembly and may. not be installed
by the contracting dealer. Aftermarket parts and components
and factory produced parts and components ordered as parts and
installed by the dealer, or a contractor, do not most the
requirements of 91factory installed" components and will be
rejected for non-compliance with the requirements of the
specifications.
e. In the event a component(s) that does not meet the
specifications is found to be installed on the vehicle before
or after the vehicle has been accepted by the customers the
contractor shall be required to replace the vehicle with a
unit that meets the required specifications, or the cost of
the non-specification component(s) will be refunded to the
customer or deducted from the device.

SWEEPER SECTION:
Sweeperbody/hopper:
a. Construction, minimum 10 gauge steel sides and top, 3;" steel
floor. All hopper surfaces to be stainless steel or coated
with abrasive/corrosive resistant coating, (urethane, rhino-
lining, etc. ) with a minimum of five (5) year warranty.
(Coating to aid in ease of cleaning hopper) . An inspection
door shall be incorporated into the discharge door.
b. All internal high-wear areas to be abrasive resistant steel or
coated same as hopper. Hopper capacity minimum ® cubic feet
overtll, minimum 6.5-usable cubic yards with inside cab,
"full-load" indicator;
C. Hopper shall be rear dump with hydraulic open and close rear
door and latches. Safety latch for open position. Hydraulic
dump at a minimum of 50 degrees angle with safety prop for
"body-up"position.
d. Removable shock-absorbing, abrasion resistant deflector, shall
be located at the suction inlet. Body hoist and rear door
controls shall be located on curb side of vehicle.
Sweeper Engine:
a. Diesel, water-cooled, 4 cycle, 4 cylinder, heavy-duty
industrial engine. spin-on oil filter, fuel/water separator
dry-type air filter with restriction indicator in cab pre-
cleaner. Engine high temperatur , low oil-pressure shut-down
system and low water idle downZ ' Complete engine monitoring
system, gauges, etc. , all controls mounted in cab for operator
convenience.
b. Fuel tank 26 gallon minimum.

Sweeper Controls, Inside Cab Mounted:
a . Sweeper engine - tachometer, hourmeter, fuel gauge, oil
pressure gauge, coolant temperature, ammeter/voltmeter,
warning lights for body full/maximum weight, low sweeper water
tank level.
b. Controls for gutter brooms, main broom, vacuum nozzles, water
spray control, gutter broom speed, body raise/lower, hopper
door open/close, and latch, throttle control.
All controls for sweeper plus necessary controls for operating
truck, shell be readily accessible (visual and physicblly) for
operator from right or left control position. (Intella-Touch,
Electronic Control System, or equivalent) .
Blower/Vacuum:
a. Heavy-duty blower system, driven from sweeper engine. Blower
impeller shall be dynamically balanced. Blower rating shall
be not less than 12, 000 cfm air volume.
Blower inner housing and vanes shall be high-abrasive
resistant steel or coated with high-abrasive coating housing
shall have minimum one (1) inspection port. Blower Impeller
shall be mounted with heavy-duty regreasable bearings, if
applicable.
Dual Vacuum Nozzles:
a. Automatic retraction when vehicle is in reverse. Controls to
be cab mounted, readily accessible to operator from right to
left position. Each nozzle shall have a pickup area which is
adequate for its intended use. Hose shall be.flexible, wire
reinforced rubber. Interiors of nozzles and connectors shall
be made from abrasion resistant material.
Curb side of suction nozzles shall extend 1511 (+/- 6"
variance) beyond a line stretching between the outside of the
rear tire and the front tire. Curb side of nbZZle shall have
a replaceable wear plate to protect nozzle. A threaded
fitting for a vacuum-test gauge shall be. provided. The
sweeper manufacturer shall provide the capability for the
operator to pick-up large objects without leaving the cab.
Hoses shall have quick-disconnect attachments for easy
removal.
Water System:
a. 330 gallon, rust proof, removable tank and body. Water pump
shall be self-priming with run-dry capability (corrosion
resistant) . All ridged lines shall be rust proof. Reservoir
shall have capability of filling with fire hydrant or garden
hose, with quick-disconnect for fire hose and pre-filter.

Water System: continued
b. Shall have a 040 mesh, cleanable, stainless steel filter
accessible between water tan), and pump. A 25' high-pressure,
500 psi maximum wash down hose with spray nozzle shall be
supplied with reel. 15' (min. 121611) x 2" fire hose shall be
supplied. A back-flow protection valve shall be installed at
hydrant fill port. All controls for water system spray shall
be in cab readily accessible to operator from either position.
Spray nozzles (minimum - 4 ) @ wide sweep broom.
(minimuni - 2) @ each gutter broom.
(minimum - 7) each suction nozzle.
Reservoir shall have drain and flush-out ports.
Brooms:
a. Wide-sweep - minimum 1611 diameter x 5310 length. Shall be
replaceable polypropylene with capability of being changed
without removing any parts, other than side cover. Shall be
hydraulic driven (constant speed) non-reversible.
b. Air-operated raise, lower, down pressure. A cover shall be
provided over broom. Automatic shift, from right to left by
control switch in cab. Broom shall stop rotation & raise when
vehicle is placed in reverse.
C. Side-gutter brooms - (dual) hydraulic driven, raised,
lowered, suspended, and controlled by the -,operator from the
cab. The sweeper manufacturer shall provide the capability of
controlling down pressure.Brooms' shall be "quick-change".

d. Each broom shall have in-field adjustments for inward,
outward, forward, and backward. Side brooms shall be free-
floating to follow street contour. Brooms shall extend a
minimum of 24" beyond outside of rear tire. Impact protection
shall be provided for front and side impact. Rotation shall
stop and brooms raise automatically when in reverse. Brooms
shall be manually adjustable for tilt and wear.
NOTE: All brooms shall have capability of operating
independently of other sweeper functions. All
brooms shall be operated by either a hydraulic or
hydraulic/pneumatic driven system.
e. Automatic lubrication system shall be installed to eliminate
the need for routine lubrication of all' bearings and
greaseable components of the sweeper unit.
f. All hydraulic, water valves, shall be protected from the
weather.

Paint:
a. The complete unit and all components with the exception of
plated or stainless steel parts shall be painted with a rust-
inhibiting epoxy primer, and painted with Dupont Imron (or
approved equal) paint to be white to match cab. The vehicle
shall be free of over-spray, orange-peel, runs, drips,
scratches, rust-streaks, and other defects. All exposed
surfaces shall be covered with a minimum of 3-mil of top coat.
b. All body joints shall be sealed, and isolated with corrosion
preventive automotive joint compound to prevent rust
streaking. The body as provided from the manufacturer shall
be sanded prior to application of the epoxy primer. All
workmanship, material selection, and design shall in every
respect be in accordance with the best current practice in the
industry.
C. Chassis shall be rustproof with "Ziebart, Sub-Tropical
Process" (or equal) . This shall include a minimum three year
warranty against rust, and provide for the repair of any rust
damage that may occur during that period.

PARRANTY:
a. Sweeper unit shall have a minimum of three (3) years/unlimited
hours, complete non-prorated warranty on all parts and labor
(to include "no-charge" for transport of equipment, parts,
and/or personnel to effect repairs) .
b. Life-time rust-through warranty on water tank with minimum
five (5) year warranty on hopper.
All warranty repairs shall commence within 48 hours (excluding
weekends and holidays) of notification by Manatee County Fleet
Services and shall be completed in minimum time.

CONDITIONS/TRAINING:
a. Bidder shall ship all warranted parts within 48 hours from
placement or order by Manatee County or said parts shall be
provided free to the County (excluding incidence beyond the
control of the Vendor) . All parts shall be freight prepaid.
A list of suggested stocking part shall be provided with
prices at time of delivery of unit (prices shall be good for
a minimum of one (1) year.
b. Training - a minimum of eight (a) hours on-site operator and
technician training shall be included. (May be split into two
(2) four hour sessions at County's discretion. ractory
training for one (1) technician and one (2) operator shall be
included at no cost to the County. All training will be
conducted at Hanatee county facilities.
C. Equipment sound level not to exceed regulatory limits for an
eight (8) hour period without personnel protection.
