MINUTES
DANIA BEACH CITY COMMISSION
WORKSHOP MEETING
OCTOBER 5, 1999
7:30 P.M.
Mayor Bertino called the meeting to order at 7:30 p.m.

1. Discussion of opportunities for collaborative agreements with Broward County
Fire Rescue.
City Manager Smith advised that a meeting was held with Chief Lorenzo and a
general agreement was reached that there were areas where the City of Dania
Beach and Broward County could cooperate to enhance public safety in Dania
Beach and Broward County. Discussion was also held with regard to
cooperating in the development of a fire station.
Chief Lorenzo, Broward County Fire Rescue, stated that Broward County Chief
Mallard and Dania Beach Fire Chief Land were appointed to explore areas where
Broward County and the City of Dania Beach could work together, but no options
have been submitted yet. He stated that Broward County welcomes the
opportunity to work with the City of Dania Beach to enhance the provision of fire-
rescue services County-wide that would be mutually beneficial to the City as well
as the County. He stated that the Hazardous Materials Team is assigned to
Station 32, located within the City of Dania Beach. He also stated that there
were other services and functions that were provided by Broward County that
could be enhanced if both agencies work together.
Commissioner Mikes was concerned that the City was thinking about committing
to building a fire station, however the size of the service area would not be

certain until after the annexation vote. He asked Chief Lorenzo if there would be
any funds available for enhancing Broward County fire-rescue services or for
working in conjunction with other municipalities. Chief Lorenzo stated that there
were funding possibilities and a number of opportunities that could be explored
by working together.
Chief Lorenzo advised that the Hazardous Materials Team at Station 32 services
the Airport and Port Everglades areas and would continue at the current location
until such time that the area is annexed into Hollywood or Dania Beach. He
advised that other Hazardous Materials Team were located in Hollywood, Ft.
Lauderdale and Sunrise, but all four teams are required to handle hazardous
materials incidents of any magnitude. After annexation, the land that Station 32
is located on would become a part of whichever City annexes that area, however,
the land would remain the property of Broward County. He advised that the
Dania Beach City Commission would have to negotiate with the Broward County
Commission to acquire the property. After annexation, the Hazardous Materials
Team would probably be relocated to another location within the County.
Mayor Bertino felt that the fire impact fees that have been collected over the
years by Broward County for the area should be turned over to the City that
would be annexing the area.
Chief Lorenzo stated that infrastructure monies paid by developers for impact
fees are used for the provision of fire-rescue services, including the construction
of fire stations and the purchase of fire-rescue equipment. He advised that little
development had been done in the area since the institution of impact fees and
that the area, by itself, does not pay for the cost of the services provided by
Broward County. He advised that it would not be likely that the County would
provide the impact fees collected in that area to the City that would be annexing
the area.
Commissioner Mikes stated that he would like to see a quality, efficient
relationship worked out with all the entities servicing the area. He felt that the
City of Dania Beach acted in good faith over the years with regard to annexation
and felt that some funding and capital improvements for the area would be
appropriate.
Chief Lorenzo advised when all annexation is completed, only 5 of the 15
Broward County stations would be displaced. He stated that his agency was
always willing to work together with other communities to enhance the provision
of fire-rescue services. Financial contributions to any City taking on annexed
lands would be a decision the Broward County Commission would have to make.
He felt that this was a very complex issue and encouraged the Dania Beach City
Commission to hold discussions with the Broward County Commission to try and
explore the possibility of investments in the area that would benefit the City of
Dania Beach.

Commissioner Cali advised that the City would soon be forced to purchase a
piece of land for the construction of a new fire station and that it would be
beneficial to work out some type of a partnership agreement with Broward
County Fire-Rescue for a shared facility. He asked Chief Lorenzo and Chief
Land if there was a possibility of a shared operational agreement or shared
facility. Commissioner Cali felt that if the Broward County firefighters were
absorbed by the City of Dania Beach once the annexation occurs, then the Haz
Mat Team and equipment should be turned over to the City.
Chief Lorenzo stated that his agency is willing to sit down and talk as often as the
City would like in an effort to work out a resolution and recommendation to be
presented to the official bodies.
Commissioner Etling felt that there could be the possibility of a shared facility if
the County's Haz Mat Team remained at Station 32.
Chief Lorenzo was willing to hold discussions on what would be accomplished by
leaving the Haz Mat Unit at Station 32 and how it would impact Broward County
from a revenue standpoint, but given the specialized nature of the unit, there
would certainly be a possibility that the Haz Mat Unit could remain at Station 32.
He realized that the City was under a time constraint with regard to buying land
for a new fire station, but he could not provide a solution to the problem at this
time, because Chief Mallard and Chief Land have provided no options.
In response to Commissioner Etling, Chief Lorenzo advised that

Team consists of one engine, one tractor-trailer, a smaller support
personnel on a daily basis. A fire station would require 3 bays and
accommodations for ten to house the Haz Mat Team. He recommended that the
City build a station with one bay for each piece of apparatus and to
accommodate 15 personnel.
Mayor Bertino thanked Chief Lorenzo for attending the meeting.
This meeting adjourned at 8:50 P.M.
