WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection (J), the city commission may, during unusual conditions or emergencies, by resolution, authorize the purchase by the city manager of designated supplies, services, equipment and materials in amounts in excess of Fifteen Thousand Dollars ($15,000.00) without competitive bids and without advertising for bids; and WHEREAS, the city manager has determined that it is necessary to purchase one Lifepak 12 defibrillator/monitor from Phsio-Control, 11811 Willows Road NE, P.O. Box 97006, Redmond, WA 98073-9706 for use by the Fire Rescue Department; and WHEREAS, the city manager has determined that such purchase can be made at the least cost to the city by purchasing said vehicle from Phsio-Control, 11811 Willows Road NE, P.O. Box 97006, Redmond, WA 98073-9706 for an estimated amount of $18,000.00; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the city manager be and he is hereby authorized to pay from the Contingency Fund, the sum of Eighteen Thousand and no/100 ($18,000.00) to Phsio- Control, 11811 Willows Road NE, P.O. Smith, City Manager FROM: Michael L. Brown, Deputy Fire Chief RE: Proposal for purchase of LifePack 12 DATE: March 10, 1999 Attached is information relating to the Lifepack 12 monitor/defibrillator. The purchase of this piece of equipment was discussed during the 1998-99 fiscal year budget workshops; however funding was not budgeted. In the alternative, it was unanimously agreed that we would forestall this purchase as long as possible and, should it become necessary, funding in the estimated amount of $18,000.00 would come from the contingency fund upon approval by the city commission. As agreed, we have prolonged this purchase for as long as possible but it now becomes necessary to approach the commission and obtain their approval for the acquisition of this piece of equipment. Due to the limitations of our present back-up unit, the fire/rescue department does not currently have a viable reserve unit which, if needed, can be placed in service. Not only does it not have the capability to be utilized as an external pacemaker, it cannot be used to administer a 12 lead EKG. The purchase of this new unit will enable the department to equip our command vehicle (manned by a battalion chief who is a paramedic) with a LifePack having the capability of delivering swift defibrillation to a cardiac arrest victim. The promptness with which this procedure can be performed is recognized nationwide as the main factor in saving the lives of these patients. The importance of equipping the command vehicle with this piece of equipment becomes apparent in a scenario where the "first responder' is being utilized and the command vehicle can get to the side of a victim in advance of the rescue. Admittedly, this is not by any means an everyday occurrence however, having this capability increases the service our fire/rescue department can offer the citizens of Dania Beach as well as any visitors who may suffer cardiac arrest during their stay in our city. In addition to the above, please note that Physio Control is a sole source provider; even so, the (revised) quote submitted in the amount of $17,978.40 reflects a substantial price reduction from the first quote received allowing us the opportunity to purchase this unit below the estimated cost.
