RESOLUTION NO. 58-99

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF DANIA BEACH, FLORIDA, ABOLISHING THE PARKS
AND RECREATION ADVISORY BOARD AND THE
COMMUNITY AFFAIRS ADVISORY BOARD AND CREATING
A NEW BOARD TO BE NAMED THE PARKS, RECREATION
AND COMMUNITY AFFAIRS ADVISORY BOARD;
PROVIDING FOR THE TERMS OF MEMBERSHIP, DUTIES
AND OTHER RESPONSIBILITIES OF SUCH BOARD;
PROVIDING THAT ALL RESOLUTIONS OR PARTS OF
RESOLUTIONS IN CONFLICT ARE REPEALED TO THE
EXTENT OF SUCH CONFLICT; FURTHER, PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, Article 3, Part XI of the Charter of the City of Dania Beach, Florida,
authorizes the City Commission to appoint advisory boards by resolution; and
WHEREAS, the Parks and Recreation Advisory Board and the Community Affairs
Advisory Board both exist within the City, with membership consisting of citizens serving
on a volunteer basis; and
WHEREAS, a number of the activities and recommendations in which the Boards
are involved overlap each other or may involve events planned through joint efforts of
these boards; and
WHEREAS, attendance at the regularly scheduled meetings of both Boards has
decreased and, on many occasions, a quorum cannot be met and business cannot be
conducted for each of them; and
WHEREAS, the City Commission wishes to combine the subject boards into one
entity, which entity shall continue to carry out the functions and duties of each of the
existing boards which are to be replaced.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the City Commission of the City of Dania Beach, Florida, abolishes both
the Parks and Recreation Advisory Board and the Community Affairs Advisory Board.

Section 2. That the City Commission of the City of Dania Beach, Florida, creates one
Board to be known as the Parks, Recreation and Community Affairs Advisory Board.
Section 3. That each City Commissioner is entitled to appoint three(3) members to such
Board from time to time, and each appointee shall serve a term of two (2) years without
compensation at the pleasure of the City Commission of the City of Dania Beach. Each
such two-year term shall expire one week after the general municipal election held in the
City in March of each regular general municipal election year.
Section 4. That the members of such board shall not exceed fifteen (15) in number,
each of whom shall be a registered voter within the City of Dania Beach and each of whom
shall have been a resident of the City of Dania Beach for a minimum of six(6) months prior
to any such appointment.
Section 5. That any member missing three (3) consecutive meetings shall automatically
be removed from the Board and replaced in the same manner in which that member was
originally appointed.
Section 6. That such Board shall meet from time to time under rules and regulations
which it may promulgate. At the first meeting of the Board, the members shall elect a
chairperson.
Section 7. That within thirty (30) days of the passage and adoption of this resolution, the
City Commission, by motion, shall designate and appoint the initial members of the Board.
Section 8. That the duties of such Board shall be to:
(a) Make recommendations and suggestions to the City Commission of the City
of Dania Beach on matters concerning the operation and management of the
I.T. Parker Community Center and the Nyberg-Swanson House for the
general purpose of promoting harmony and goodwill throughout the City of
Dania Beach in connection with the use and enjoyment of such facilities and
to encourage and arrange for a variety of cultural events to be held within the
City;
(b) Make recommendations to the City Commission on issues concerning parks,
park facilities and recreation programs, to include needs assessments,
policies and evaluations of programs and facilities; and
(c) Advise the parks and recreation director on matters concerning community
recreation facilities and programs.

Section 9. That the chairperson of the Board shall have the right to request the City
Commission to place on its agenda for discussion any recommendations or suggestions
made by the Board.
Section 10. That all resolutions or parts of resolutions in conflict are repealed to the
extent of any such conflict with this resolution.
Section 11. That this resolution shall be in force and take effect immediately upon its
passage and adoption.
