HomeMy WebLinkAboutR-1999-092 r I i �� t ,- r -r RESOLUTION NO. 92-99 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING THE SITE PLAN REQUEST SUBMITTED BY JOE HOLLAND, REPRESENTING TRI-RAIL AUTHORITY, FOR PROPERTY LOCATED EAST OF TIGERTAIL PARK AND NORTH OF THE INTERNATIONAL GAME FISH MUSEUM/BASS PRO SHOPS; PROVIDING THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT WITH THIS RESOLUTION ARE REPEALED TO THE EXTENT OF SUCH CONFLICT; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 8.4 of Article 1 of Chapter 8 of the Code of Ordinances of the City of Dania Beach, Florida, states that a site plan is required as a condition to the issuance of a building permit; and WHEREAS, Joe Holland, representing Tri-Rail Authority, has applied for site plan approval for the proposed construction of a train station to be located to the east of Tigertail Park and north of the International Game Fish Museum/Bass Pro Shops; and WHEREAS, the Planning &Zoning Board on April 21, 1999, recommended that the City Commission grant the site plan request (SP-29-99), based upon the criteria set forth in Section 8.4 of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain application (SP-29-99) for site plan approval, a copy of which is attached and made a part of this Resolution as Exhibit"A", is approved and it is further noted that the original Site Plan is maintained in the office of the Growth Management Department of the City of Dania Beach. 1 RESOLUTION NO. 92-99 f ! Section 2. That petitioner, Joe Holland, representing Tri-County Commuter Rail Authority, 800 NW 33r0 Street, Suite 100, Pompano Beach, Florida 33064, agrees to the following conditions: a) At a minimum, Washingtonian Palms be converted to Royal Palm Trees at the major entrances and south end of the platform terminal; b) That the words "Dania Beach" be prominently displayed on signage on both sides of the terminal. Section 3. That based upon criteria set forth in Section 8-4(p) of Article 1 of Chapter 8, of the Code of Ordinances of the City of Dania Beach, all site plan approvals shall automatically expire and become null and void unless building permits are obtained on or before 18 months from the date of this resolution; Section 4. That all resolutions or parts of resolutions in conflict with this resolution are repealed to the extent of such conflict. Section 5. That this resolution shall be in force and take effect immediately upon its passage and adoption. Virta, AICP Growth Management Director RE: Site Plan Request for Tri-Rail Station Date: May 4, 1999 The Tri-Rail Authority is preparing to bid the construction of the new terminal facility to be located in Sportsman Park. The Tri-Rail Authority argues that it is not subject to the complete site plan review process of the City. However, they are submitting their plans for review of the proposed landscaping of their facilities. Staff has reviewed the landscaping for the facility and finds that they fully comply with the requirements of the City Code with a couple of minor exceptions. As the City Commission is aware the City Landscape Code requires that no more than twelve parking spaces can be placed in a row without being broken by a landscape island. There were three stretches of parking that exceed this threshold and an island will either have to accommodated or a proposed island relocated so that this standard can be maintained. The applicant has addressed this shortcoming. A factor that should be considered is that the City is in the process of landscaping the Griffin Road Interchange with 1-95. A predominant feature of that effort will be the placement of Royal Palms along the ramps and along the road medians. The Tri-Rail Authority might want to consider the placement of this type of palm tree within their overall landscaping to provide a visual link with the City efforts in the vicinity. RECOMMENDATION Staff recommended that the Planning and Zoning Board act favorably upon this plan provided that the three areas where landscape islands are warranted are addressed. The applicant has complied with this request. They recommend that the City Commission approve this landscape plan with these specific changes. It is also suggested that the City Commission recommend the placement of Royal Palms within the overall site to provide the visual linkage of this site with the Griffin Road beautification. cmmemanraillaMsfape.Coc f r r,
