A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA APPROVING
PROPOSAL SUBMITTED BY R.W. BECK FOR CONSULTING SERVICES
TO ASSIST THE CITY OF DANIA BEACH IN THE SELECTION OF A •
SOLID WASTE CONTRACTOR; PROVIDING THAT THE CONSULTANT
SERVICES DO NOT EXCEED THE AMOUNT OF $18,656.00; PROVIDING
THAT ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT
WITH THIS RESOLUTION ARE REPEALED TO EXTENT OF SUCH
CONFLICT; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, THAT:
SECTION 1: That certain Proposal submitted by R.W. Beck for consulting services
to assist the City of Dania Beach in the selection of a solid waste contractor, in substantial
form as Exhibit"A", attached, is approved.
SECTION 2: That certain Proposal between the City of Dania Beach and R.W. Beck
shall be in force and take effect immediately upon its passage and adoption.

Subject: Request for Proposals to Provide Consulting Services to Assist in the Selection of a Solid
Waste Contractor
Dear Mr.Smith:
R.W.Beck is pleased to submit this proposal to provide consulting services and assist the City of Dania
Beach,Florida in the selection of a solid waste contractor.
We have reviewed the requirements set forth in the Request for Proposals and believe that our proposal
clearly demonstrates R. W. Beck's ability to comply with those requirements. We believe that we are
uniquely qualified to assist the City of Dania Beach based on our:
■ Project Understanding.R.W.Beck understands that the City would like to prepare a residential
collection Request for Proposals (RFP) and award a contract in a timely,efficient manner. We
understand that the City is considering collection program changes that will go into effect during
the term of the contract. In addition, to the extent possible, the City wishes to avoid changing
collection days under the new contract. R.W.Beck has successfully implemented contracts with
these types of requirements for many municipalities.
■ Project Experience - R. W.Beck has extensive national experience in innovative collection and
processing programs. We have assembled a team of senior professionals with hands-on
experience in helping public sector agencies meet the changing demands of their marketplace
through program design, effective use of competitive contracting, and evaluation of
environmental impacts.No other firm has the experience in this area that we do.
s Project Personnel - R. W. Beck personnel have experience in performing this specific type of
project. Our project personnel have actual hands-on experience with residential solid waste
collection RFP projects and, as is evidenced by their resumes, are recognized at the State and
national levels as experts in this area.
■ Project Timeliness - R. W. Beck understands that this project roust be completed in a timely
manner in order for the collector to be able to began collection service at the end of the current
contract. We have the personnel and the experience to meet these time requirements and we
hereby commit to do so. But more importantly we have a history of completing these types of
projects on-time or ahead of schedule.
As requested,a cost proposal for these services is enclosed in a separate,sealed envelope.

PROPOSED PRO)ECT APPROACH
Task 1 - Preparation of Procurement Documents
R. W. Beck will assist the City of Dania Beach in preparing solid waste collection
Procurement documents. These documents will include initial drafts of the legal
advertisement, program background, procurement instructions, procurement cost
forms,procurement contract,procurement checklist,and other required forms.
As part of this task R. W. Beck will attend up to three meetings with City staff, City
Manager and the governing Board to discuss the procurement package prior to its
finalization and distribution.
R. W. Beck will prepare and deliver one complete"Master Copy"of the procurement
package to the City in an appropriate version of Microsoft Word or Corel WordPerfect
as requested by the City. The City shall be responsible for final production and
distribution of the procurement package.
Task 2 - Pre-Proposal Meeting
R. W. Beck will attend the pre-proposal meeting and assist the City in answering
questions related to the procurement package. In addition, R.W. Beck will assist the
City in preparing answers to questions from respondents during the week preceding

including the inclusion of any alternative language or service procedures,or both,
that may be deemed beneficial to the City;
■ Negotiating rates, terms and conditions with appropriate respondents, as
required;and
■ Preparing and presenting initial recommendations to City.
Task 4 - Implementation and Other Assistance
If requested by the City, R. W. Beck will assist in developing and implementing
administrative procedures or policies or both, as may be required to administer the
collection contract.
If requested by the City, R. W. Beck will assist in other collection matters such as
negotiation of contract amendments resulting from changes in law or other changes
in the collection program.
If requested by the City,R.W.Beck will assist in other services as may be requested by
the City from time-to-time.
A scope of services and fee agreement will be developed by R.W.Beck and agreed to
by the City at the time the services described under Task 4 are requested by the City.

possibility of soliciting those services jointly with the City of Okeechobee even though p C �I I n n

negotiations and finalization of the collection contracts terms and conditions, and
presentation to the Board at the award hearing.
The savings to the county and the city approximated a 38% reduction in the collection
cost per resident. The collection bid price reduction was encouraged by the
concurrent implementation of a solid waste special collection and disposal assessment
by the County.

"mom and pop" firm. While the City was satisfied with the service being received, 58NI�BS

reduce the rates. However, they wanted to ensure that the overall quality of the

specified group, the types of materials they would recycle. R. W Beck staff member,

collection system but was not satisfied with the quality of service,the terms of neither , A ,

When the cost proposals were evaluated,the County found that the lowest rates were

The City of Lubbock had traditionally collected all residential solid waste and Ma a
competed with the private sector for the collection of commercial waste. Virtually all :,.u.
residential customers are serviced through alley collection of side-loading containers,
each of which are shared by 3 to 4 households. in addition, many of the City's - Cumpotition HIP
commercial establishments also utilize the side-loading containers for collection.
In 1992 a new City Council decided to put approximately 30 percent of the residential and [valuation of
collection service customers out for bid as part of a managed competition. The initial
RFP was prepared by the City and the five year contract was won by BPI.During the Responses
term of the contract,the City discovered that the contract contained many ambiguities
and inconsistencies and that it was virtually impossible to administer. Nl oI luffick,texas
In 1997 the City decided to consider privatizing an additional 10 percent of their
residential accounts and thus entered into a second managed competition. As part of
the process,the City wanted a contract that could be administered with a reasonable
effort;a more clearly defined scope of services and payment plan;and a contract that

In addition the City wanted to initiate some distinct service level changes. These

When the bids were evaluated, the City solid waste department bid was
approximately 40% lower than the next lowest bidder. Mr. Hutchinson then worked
with the City Internal Auditor to review the basis and cost allocation methodology
utilized by the solid waste department in the preparation of their bid. This review
confirmed that the department had included appropriate costs and had utilized
financially sound cost allocation methods. These facts were reported to the City
Council and the award of the bid to the City solid waste department was confirmed.

procurement documents for numerous cities and counties, including the Florida
Counties of Polk,Seminole, Lake,Okeechobee, Palm Beach, Martin and Volusia and
the Cities of Lighthouse Point, Florida; Deerfield Beach, Florida; Kansas City,
Missouri; and Lubbock, Texas. As part of the procurement document preparation
process,Mr. Hutchinson reviewed the proposed program,met with citizens and local

Mr. Hutchinson has performed numerous rate modeling engagements,cost analyses,

feasibility studies, and rate studies for communities in Texas, Missouri, Kentucky,
Arizona and Florida. Most recently he prepared a Financial Planning and Projection
Model for the residential and commercial solid waste and recycling collection
programs of the City of Scottsdale, AZ. The model included over one hundred
interactive variables for use in performing what-if scenarios and contained a
"Historically Proactive"module that relies on historical data but can be updated with
current data during the model life. In addition he recently completed a solid waste
and recycling collection rate study for Winchester Municipal Utilities, (WMU) in
Winchester,Kentucky to determine the cost of each of the elements of the solid waste
and recycling programs provided by WMU. The financial model was used to develop
an equitable rate structure for each of the programs.
He evaluated, on behalf of Polk County, Florida, and Desoto County, Florida, the
economic feasibility of an out-of-county transfer and disposal proposal by a national
company. The evaluation included preliminary cost allocation modeling,evaluation
of current operation, maintenance,and capital costs, review of yearly budgets, and
comparison with actual costs,and preparation of final report to the County.
He performed a Solid Waste Rate Stratification Study for Polk County, Florida, to
determine the County's actual cost of disposing each of the six major elements of the
solid waste stream in the County.The results of the study were used in the solid waste
planning process to enable the County to utilize a stratified tipping fee rate schedule
based on the type of solid waste.
He performed a cost accounting study for the City of Riviera Beach, Florida, to
determine the actual cost of providing solid waste collection services.The results of
this study were used in assessing the feasibility of privatizing the Solid Waste
Department.
FRANCHISING
For Seminole County, Florida, Mc Hutchinson used a relational database and
mapping software to convert the County from a free market solid waste and recycling
collection system to an exclusively franchised solid waste and recycling system. Mr.
Hutchinson prepared and presented a solid waste and recycling collection study for
the Solid Waste Task Force addressing implementation of mandatory service and
related funding mechanisms. In addition, he designed and implemented a county-
wide franchise system for 20 solid waste haulers,analyzed existing haulers financial
statements and proposed rates for each franchise area, drafted and negotiated
franchise contracts, and prepared the initial draft of applicable Ordinances and
Resolutions.
SOLID WASTE AND RECYCLING GENERATION
Mr. Hutchinson has successfully managed solid waste generation studies for several
municipal clients,including Polk County,Lake County,Seminole County,and the City
of Lighthouse Point, Florida and is currently leading the Montgomery County,
Maryland solid waste and recycling generation study.

Ms. Martin has assisted numerous local governments in establishing customer
information systems for solid waste collection programs. She has been instrumental

local governments in implementing various types of user-fee/assessment programs,
such as solid waste, fire and storm water. These programs include customer
information systems that are designed to incorporate data from various government
divisions and elected officials,such as the Property Appraiser/Assessor,Tax Collector
and 911 system.
Ms.Martin has presented papers on full-cost accounting at both the state and national
levels,and teaches a course on successfully contracting for solid waste collection for
the University of Florida's TREEO program.
SOLID WASTE ALTERNATIVE REVENUE FUNDING SYSTEM
Solid Waste City, Palm Beach County, Florida
Project Manager for the design,development and implementation of the Solid Waste
Collection and Disposal Assessment Program for the 455,000 properties included in
the Solid Waste City of Palm Beach County, Florida. This project was developed to
support a multi-million dollar resource recovery facility. The project included
conducting a full year residential and commercial generation study, drafting the
required ordinance changes; developing the franchise hauler's contracts;designating
franchise districts and negotiating collection rates. This project also included the
development of a reliable customer information system. The system was designed to
integrate with the Property Appraiser's real property database. Pertinent system
modules are tracking customer complaints by district,hauler and type of complaint;
issuing,and tracking work orders for field investigations;accounting for file changes;
and providing in-house billing and accounts receivable tracking.

waste division. He has over 75 years combined experience in the public and private

selected. And third, we have completed many similar projects and have the
knowledge and ability to successfully complete this project for the City.
The key to a successful project is an experienced and effective project team with a
realistic approach. Our project approach includes:
■ Working with the client to develop a collection program that will provide the
citizens of Dania Beach with the best service for the best price over the life of the
contract.
■ Preparing a set of procurement specifications that provides the respondents with
a clear understanding of the quality and quantity of collection services required
by the City
■ Preparing a collection service contract that allows the City to retain control of the
collection program but is flexible enough to address unforeseen circumstances
that may arise during the life of the contract.
■ Developing procurement qualification and cost forms that allow the City to
evaluate each proposer from the position of the qualifications and cost.
■ Assisting the City in making a final selection and implementing the program.
Based on our experience,we have prepared the following proposed time schedule for
this project which will allow the contract to be awarded in a timely manner. The time
schedule assumes a project start date of June 8,1999.

IN THE SELECTION OF A SOLID WASTE CONTRACTOR
SCOPE OF WORK
The City of Dania Beach invites qualified firms to submit proposals for the
purpose of serving as consultants to assist the City in the selection of a solid
waste contractor. The City of Dania Beach has approximately 17,500 residents
and services approximately 5,300 residential customers. Existing contracts will
expire on September 30, 1999 and the new contract must be in place by October
1, 1999.
The consultant shall:
• Assist City Staff in preparing a Request for Proposal inviting qualified firms to
submit a proposal for the collection of residential solid waste and bulk trash
pick-up service. The RFP must be ready for distribution by July 6, 1999. It is
anticipated that the solid waste contract will be awarded on or before
September 14, 1999.
• Evaluate proposals and recommend selection of qualified firm to the City
Manager and City Commission.
PROPOSAL EVALUATION AND SELECTION
All proposals will be submitted for evaluation to the City Manager of the City of
Dania Beach. The City Manager may elect to interview all, any or none of the
firms presenting proposals.
Responses to this Request for Proposals will be evaluated on the basis of:
• Professional qualifications of the firm
• Availability to meet the needs of the City in a timely manner
• Experience and qualifications in handling similar and related types of matters
• Method to be employed in providing required consulting services to the City
