A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA
AUTHORIZING THE CITY MANAGER TO PURCHASE FIRE
HYDRANT AND REPAIR SERVICES FROM MUELLER
HYDRANT SERVICES AT A COST OF $35,000.00; SOLE
SOURCE PROVIDER, UNDER BROWARD COUNTY BID #P-
10-96-01-24, WITHOUT COMPETITIVE BIDDING AND
WITHOUT ADVERTISEMENT FOR BIDS; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Charter of the City of Dania Beach, Part Ill, Article 3, Section 4,
Subsection (J), authorizes the city manager to purchase supplies, services, equipment
and materials for the city government in amounts in excess of $15,000.00 without
competitive bidding and without advertisement for bids if he is authorized to do so in
advance by a resolution adopted by the city commission and if such purchases are made
pursuant to a competitive bid obtained within the last twelve (12) months by other
governmental agencies such as the Federal Government, State of Florida or a Florida \
county or municipality; and
WHEREAS, the city manager has determined that it is necessary to purchase fire
hydrant and repair services from Mueller Hydrant Service, 1315 Olympic Court, NW,
Conyers, Georgia 30207, the sole source provider of said equipment, for use by the
Public Works Department; and
WHEREAS, the city manager has determined that such purchase can be made at
the least cost to the city by purchasing said equipment from Mueller Hydrant Service,
sole source provider, in the amount of$35,000.00, under Broward County Bid No. P-10-
96-01-24; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That the city manager is hereby authorized to pay from the Water
Fund Budget (1810-30462- $25,000.00 and 1800-30463-$10,000.00) the sum of Thirty-

Five Thousand and 00/100 dollars ($35,000.00) to Mueller Hydrant Services for fire
hydrant and repair services.
Section 2. That this resolution shall be in force and take effect immediately upon
its passage and adoption.

1. Scoff:
Bids are hereby invited on an Open-End basis (per Paragraph 9, General Conditions) for Furnishing Fire
Hydrant Repair Service for the Environmental Water Supply Division.
The initial Contract period shall start on January 24, 1997, or date of award, whichever is later and shall
terminate two (2)years from that date. The Purchasing Director may renew this Contract for one (1)two (2)
year period in accordance with Paragraph 10 General Conditions.
All prices,terms and conditions shall remain fixed for the initial period of the contract. In addition,all prices,
terms and conditions shall remain fixed for the renewal period of the contract.
AWARD CRITERIA: N,
If a specific basis of award is not established in the Invitation for Bid, the award shall be to the responsible
bidder with the lowest responsive bid meeting the written specifications.
PROPOSED AWARDS AND PROTESTED SOLICITATIONS:
In accordance with the Broward County Procurement Code Sec. 21.118, relative to "Pre-Litigation Protested
I Solicitations and Proposed Awards":
a. Right to Protest.Any actual or prospective bidder or offerer who is aggrieved in connection with the
solicitation or proposed award of a contract which is tt 00 000 or grentpr may protest to the Director
of Purchasing.The protest shall be submitted in writing within seven calendar days after such aggrieved
person knows or should have known the facts giving rise thereto.
b. Any actual or prospective bidder or offer who is aggrieved in connection with the solicitation or

There are no license requirements for the prime contractor to bid this project for the audit portion of the

Pursuant to the Public Bid Disclosure Act,all permits and fees including but not limited to all licenses,
occupational license,certificate of occupancy(CO),permits, impact fees or inspection fees payable BY
CONTRACTOR TO THE COUNTY BY VIRTUE OF THIS WORK/PROJECT, and disclosed in this request
for bids and the amount or percentage method of all such licenses, permits and fees required by Broward
County are listed below. EACH LICENSE,PERMIT OR FEE A CONTRACTOR WILL HAVE TO PAY THE
COUNTY BEFORE OR DURING CONSTRUCTION OR THE% METHOD OR UNIT METHOD OF ALL

The successful bidder will be required to obtain an annual 'Permit of Record'from the Broward County
Engineering Division (no fee/no additional security required) to cover all works performed within County
jurisdiction rights-of-way, required as a result of being awarded this contract.
All work performed within County jurisdiction rights-of-way, shall be performed in conformance with ~
Broward County Engineering Division 'Minimum Standards applicable to Public Right-of-Way under
Broward County Jurisdiction', or latest edition.
3. PRE-BID CONFERENCE:
A pre-bid conference will be held at the Water Supply Division, 2555 West Copans Road, North Building,
First Floor Training Room, Pompano Beach,at 8:30 AM, on November 14, 1996,attendance is highly
recommended as a source of information but is not mandatory.

Without limiting any of the other obligations or liabilities of CONTRACTOR,CONTRACTOR shall provide,
pay for, and maintain in force until all of its work to be performed under this Contract has been completed
and accepted by the COUNTY(or for such duration as is otherwise specified hereinafter), the insurance
coverages set forth in this Section.
4.1 Workers' Compensation Insurance to apply for all employees in compliance with the "Workers
Compensation Law" of the State of Florida and all applicable Federal laws. In addition,the

Broward County with thirty (30) days notice of cancellation and/or restriction.
4.3 Business Automobile Liability with minimum limits of Three Hundred Thousand Dollars($10o,00o 00)
per occurrence combined single limit for Bodily Injury Liability and Property policy, without restrictive
endorsements, as filed by the Insurance Services Office and must include:
4.3.1 Owned Vehicles.
4.3.2 Notice of Cancellation and/or Restriction—The policy(s) must be endorsed to provide
Broward County with thirty(30) days notice of cancellation and/or restrictions.

4.4 The CONTRACTOR shall provide to the COUNTY Certificates of Insurance evidencing the insurance
coverage specified in 4.1,4.2,and 4.3 above. The Contractor should provide these Certificates within
fifteen (15)days after request by the Purchasing Agent. The required Certificates of Insurance shall not
only name the types of policies provided, but also shall refer specifically to this Contract and section
and the above paragraphs in accordance is as required by such paragraphs of this Contract. If the initial
insurance expires prior to the completion of the work, renewal Certificates of Insurance shall be
furnished thirty(30)days prior to the date of their expiration.
4.5 Certificates of insurance shall be provided as specified in sub-section 4.4 above unless any of these
coverages are, for just cause, inapplicable, and upon specific request by the vendor are excepted by
written determination of risk management and approved by the purchasing director. If an exception
is requested, the bidder should indicate in the appropriate area on the bid sheet any such request
including reason(s) thereto for exemption from insurance requirements as specified in this section of
this invitation for bidlquotation request.
5. INDEMNIFICATION: (Supersedes paragraph 25 of General Conditions)
The CONTRACTOR shall indemnify and save harmless the COUNTY, its officers, agents and employees,from
or on account of any injuries or damages, received or sustained by any person or persons during or on account
of any operations connected with the construe of this Project;or by or in consequence of any negligence
(excluding negligence of COUNTY), in connection with the same; or by use of any improper materials or by
or on account of any act or omission of the said Contractor or his Subcontractor, Agents, Servants or
Employees. Contractor agrees to indemnify and save harmless the COUNTY against any claims or liability
arising from or based upon the violation of any federal, state, county or city laws, by-laws, ordinances or
regulations by the CONTRACTOR. The CONTRACTOR agrees to indemnify and save harmless the COUNTY
from all such claims and fees,and from any and all suits and actions of every name and description that may
be brought against COUNTY on account of any claims,fees, royalties,or costs for any invention or patent, and
from any and all suits and actions that may be brought against COUNTY for the infringement of any and all
patents or patent rights claimed by any person, firm, or corporation.
The indemnification provided above shall obligate the CONTRACTOR to defend at his own expense or to
provide for such defense, at the COUNTY'S option, any and all claims of liability and all suits and actions of
every name and description that may be brought against the COUNTY which may result from the operations
and activities under this Contract whether the construction operations be performed by the CONTRACTOR,
his subcontractor or by anyone directly or indirectly employed by either.
6. LOCAL PREF RFN Aug:

In accordance with Interlocal Agreement between Broward and Dade County, (Resolution No. 50-96)the right
is reserved by the Broward County Board of County Commissioners to provide for a local preference in an
amount of one percent(1%)of the bid or proposal.

7. DRLIC FREE WORKP ACF CERTIEICATION:
Broward County Procurement Code Chapter 21.31.a. requires awards of competitive sealed bids and sealed
proposals($20,000.00 or more)be made only to firms certifying the establishment of a drug free workplace.
The Drug Free Workplace Certification (Attachment"E")must be furnished to this office prior to an award being
made. Failure to provide this certification will render your office unqualified and ineligible for award.
8. PUBLIC NTITY CRjmES ACr.
In accordance with the Public Entity Crimes Act, Section 287.133,Florida Statutes,a person or affiliate who
is a contractor, consultant or other provider, who has been placed on the convicted vendor list following a
conviction for a Public Entity Crime may not submit a bid on a contract to provide any goods or services to the
County, may not submit a bid on a contract with the County for the construction or repair of a public building
or public work,may not submit bids on leases of real property to the County,may not be awarded or perform
work as a contractor supplier, subcontractor, or consultant under a contract with the County, and may not
transact any business with the County in excess of the threshold amount(currently$15,000.00) provided in
Section 287.017, Florida Statutes,for category two purchases for a period of 36 months from the date of being
placed on the convicted vendor list. Violation of this section shall result in cancellation of the County purchase
and may result in debarment.

In support of the Florida Waste Management Law, bidders are encouraged to supply with their bid, any
information available regarding recycled material content in the products bid. The County is particularly
interested in the type of recycled material used (such as paper, plastic, glass, metal,etc.);and the percentage
of recycled material contained in the product. The County also requests information regarding any known or
potential material content in the product that may be extracted and recycled after the product has served its
intended purpose.

A bidder shall provide for Broward County in Attachment'A',verification and documentation that Bidder currently
and satisfactorily provides the services specified in SCOPE for a political or private entity equal to the size,volume of
fire hydrants,and responses to emergency calls,of the Department for a minimum of 300 fire hydrants per month or
3,500 total fire hydrants. Bidder must be locally based to provide for emergency call responses of 2 hours or less and
provide for the maintenance of hydrants and warranty repairs. Bidder shall provide references in Attachment 'B'
including client documentation that the bidder has provided this service satisfactorily for a period of at least three (3)
years for at least$25,000 monthly.

Description-The Maintenance program objective is to maintain and service all of the fire hydrants within the
distribution system. The Contractor will maintain, on an annual basis, each designated hydrant within the
system. Any future additions will be included in the maintenance contract with data furnished by Broward
County and added to the contractor data base and billing base on the anniversary date each year.
The annual maintenance will consist of three parts listed in detail below:
1. Complete testing of the fire hydrant. (Excluding Flow testing)
A. Each hydrant will be fully opened with the nozzle caps in place for inspection of seal and
operation. A check will be made to insure that the main valve is completely closed and the
barrel is draining.
B. Fire Flow test per AWWA standards as described in item 10 without residual pressure
recordings.
C. Clear weeds and grass to assure optimal visibility.
D. Tighten nozzle caps slightly tighter than hand tight.
E. Note and repair any operational deficiencies.
F. Confirm N.F.P.A.and local code conformity.
G. Verify location of hydrant shut off valve.
H. Record any miscellaneous findings.

Description-The Audit involves a comprehensive study of and report on each fire hydrant issued a work order
on.
1. Locate each Hydrant using the County Quarter Section Maps
2. Insert hydrant location on Quarter Section Maps provided by County.
3. Cycle all hydrants to test seals
4. Note mechanical,operational deficiencies.
5. Note presence and type of tamper-proof devices
6. Check height of nozzle clearance, nozzle direction and operating clearances for
conformity with N.F.P.A. requirements. Remove caps and lubricate nozzles.
7. Fire Flow Test per AWWA standards as described on page 10 without residual pressure
recordings.
8. Identify make,model and year of manufacture.
9. Determine main valve size, hose and pumper nozzle size,and operating nut size and
shape.
10. Determine exterior and miscellaneous conditions.
11. Replace (if defective) blue reflective road marker, or install (if not present) blue
reflective road marker. (See Reflective Road Marker Item#14)
Road markers are to be installed approximately in the center of the lane closest to the edge of
the road adjacent to the hydrant. The reflective edges of the road marker are to face on-coming
traffic.

The Contractor will conduct audits as Broward County requests. The Contractor will adapt to
the current audit without revision or modification.
Hydrants found inoperative during any audit will be identified and marked. The
County will be notified before the end of the working day of any hydrahts discovered
to be out of service.
Reports resulting from performance of this contract(Hydrant Program)will be compiled
in electronic format using direct integration with Broward County Office of
Environmental Services Water Supply Division's version of the RJN Infrastructure
Management System. Reports may be provided on Disk (IBM compatible 3.5 inch,
double sided, high density,double tract 135 TPI)or direct transfer via modem. Hard
copy reports will also be required using the RJN Work Order which is the County's

This procedure is distinctly different from SANDBLAST, PRIME AND PAINT
All old rough spots, or rust shall be scraped bff and the hydrant wire brushed. The hydrant is then
cleaned with a solvent, primed and painted in the approved County colors. The Contractor is
responsible for maintaining OSHA standards when scraping as well as sandblasting fire hydrants. The
County will take responsibility for disposal of hazardous lead particles after containment by the
Contractor.

7, SANDBLAST, PRIME AND PAINT
The old coatings on the fire hydrants will be removed by abrasive blast cleaning. Blasting will be done
to the complete above ground portion of the hydrant. "White metal"will be exposed to assure removal
of all debris. Due to the age of some hydrants involved, lead based paint may be assumed to be
present. The most current OSHA lead standard, 29 CFR 1910.1025, shall be used to control and
monitor exposure,and its procedures followed for lead abatement. It remains the responsibility of the
contractor to ensure no hazardous materials are released to the environment or affect the public. The
Contractor is responsible for maintaining OSHA standards when scraping as well as sandblasting fire
hydrants. The County will take responsibility for disposal of hazardous lead particles after containment
by the Contractor.
Immediately after reaching the"white-metal",a quick drying category primer,dry to the touch in two
to three minutes,will be applied to prevent corrosion from exposure to the atmosphere. This primer
will be applied in an approximate 4 mil thickness. The primer will be 1-16 Flash Dry.
The finished coat's color will be per Broward County Specifications. Two coats of final paint [a
phenolic urethane enamel]shall be applied over the clean and dry primer. Any secondary colors for
areas such as bonnet,hose and/or pumper nozzles may be applied by spray or brush after the finished
coat is dry.
Sidewalks and surrounding areas shall be taped off and shielded from over spray.
All surrounding areas will be returned to their original condition before the crew leaves the site.

Each hydrant shall be identified with a non-corrosive metal tag approximately 1"X 3" indicating the
hydrant I.D. number. (See Hydrant ID Tag Item#15) The tags will be placed on the fire hydrant at a
location agreed to with the County after the repairs, sandblasting and painting are completed.

Hydrant replacement may fall under the following categories: Replacement of obsolete hydrants or
defective hydrants beyond repair or installation of a new hydrant in the existing system.
The contractor is to furnish all the material and labor according to Broward County Office of
Environmental Services,Environmental Engineering Division, Department of Public Works, Minimum
Design and Construction Standards for replacing Fire Hydrants or installing a new Fire Hydrant and or
Isolation valves. Specification are as follows:
When authorization is given to replace a hydrant or cut in a hydrant into an existing system, the
contractor will investigate the job and ascertain what requirements and provisions are needed to
complete the job. After the investigation the contractor shall give the Contract Administrator his plan
for performing this work. When cutting in a new hydrant to an existing water system, the contractor
may use various means of tapping the main or cutting in a"Tee'as permitted by the Mini
and Construction Standards. The cost incurred for labor and equi um Design

pass the chlorine residual test and a sample drawn by the Contractor for bacteriological testing after
completion of work as per procedure in AWWA Standards C651-86, Section or latest revision. The
result of the residual test is to be entered on the work order form and BCOES Chain of Custody Record.
Information about the bacteriological sample is to be filled out and completed on the BCOES Chain
of Custody Record and turned over with the sample to Broward County. Broward County will be
responsible for test of the sample.

Materials:
Materials used in this contract must meet or exceed AWWA Standards and Environmental Services
Minimum Design and Construction Standards. The Contractor should Submit a completed Materials
Review List(Attachment'D')and adhere to use only those products that are 'X-ed'. Attachment'D'
should be completed and returned with bid, however, must be completed and submitted prior to
recommendation for award.
9. Site Restnratian
The CONTRACTOR is to complete all job restoration except concrete,asphalt,and paver stone repair,
which will be done by owner. The cost for back filling after hydrant replacement or installation is
included in those Line Items (8 a-d) and is not charged as restoration. The cost for restoration is to
restore surfaces and landscaping. The CONTRACTOR is to use care in preserving the well being of
all landscaping when performing fire hydrant replacement. The rate bid for job site restoration will
include all profit, overhead, labor and fringes.

The Contractor shall fumish all labor, sod, tools, equipment and material required to properly restore
soil surfaces as directed by the Contract Administrator. The Contractor shall replace sod surfaces equal
to the existing surface or better. Cost incurred is to be paid by the square foot

The Contractor shall fumish all labor, plants, tools, equipment and bedding material required to
properly restore landscaping shrubbery as directed by the Contract Administrator. The Contractor shall
replace landscaping shrubbery equal to existing landscaping. The actual cost of plants and bedding
material and equipment for the restoration will be invoiced as a "pass-through", (Item 13b) and
CONTRACTOR shall supply documentation verifying his cost. This charge does not include re-sodding
landscaping,which is covered under 9a. This charge is defined as the actual number of hours it took
to perform the work. The contractor will only be paid the awarded sum for each hour the work took
and must be approved by the Contract Administrator prior to working.
The CONTRACTOR shall furnish all labor,plants,tools, equipment and material required to properly
restore surface as directed by the CONTRACT ADMINISTRATOR.Excavations are not to be left open,
all necessary precautions are to be taken to avoid public safety hazards. Restoration of sod surface,top
soil, pea rock surfaces and all landscaping shall meet or exceed the original existing conditions, as
determined by the CONTRACT ADMINISTRATOR.

10. FIRE FLOW TESTING
This test is required to verify the flow capability of the tested hydrant. The necessary test equipment
includes (1)A pressure gauge with 1 psi graduations and a range of 0 to 200 psi. (2)A 0 to 60 psi pilot
tube with 'h psi graduations. (3)A nozzle cap tapped to accommodate a pressure gauge. (4j A sillcock ,
gauge adaptor. All flow testing must conform to the AW WA Fire Flow Test Committee Report of May
1976 and reported in the AWWA journal 68:5:264. All test data must be reported in the Hydrant Flow
Test Report Form to be supplied to awarded vendor.
11. FMFRCFNCY CAIII-0_UT
Emergency call-out is the procedure of responding at short notice (2 hour response time) to perform
any of the services previously stated. This may be required outside of the normal working hours such
as after 5 pm or on weekends. Under the supervision of Broward County personnel the contractor will
turn off water to mains that supply water to any fire hydrant that is scheduled for repair,as it is required.
Emergency Call-Out will only be determined by County personnel.
12 ROADWAY SAFELY EOI IIPMFNT
Is defined as the specified minimum standards as required by the affected job area. Minimum
Standards are defined by the State of Florida, Department Of Transportation , Road and Traffic
Design Standards January 1994 or latest revision and the Manual on Uniform Traffic Control for
Streets and Highways(MUTCD)and subsequent revisions and addendums by the US Department
of Transportation.
13a. TIME AND MATERIAL_
This category is used in the event of work that is deemed as special conditions other than listed
categories or in conjunction with other categories and is only used with the approval of the
Contract Administrator. Time will relate to hourly charges per person on the work site for
underground utility mechanic. ' The hourly charges will include all equipment needed in
performance of this work.

15. HYDRANT ID TAG
Any hydrant Identification Tag that is missing as work is completed is to be replaced with the Fire
Hydrant ID Number stamped on it.The tag will be color coded and identified as Broward County,
measure to the dimensions, number/letter stamped,and affixed to the hydrant with epoxy glue as
currently being used. Broward County currently uses a aluminum tag,colored top 2/3'S with blue,
green, or black with "Property of Broward County"as no color, with the dimensions of the tag 1
Y2 inches wide by 3 1/4 inches long by 1/32 inch thick.The hydrant ID Number is to be clearly
stamped/etched permanently into the metal using 1/4 inch characters. Any deviation from this
specification must be approved by the Contract Administrator.
THE FOLLOWING SUPERSEDES PARAGRAPH I GENERALCONDITIONS:
In order to ensure that these fire hydrants meet the performance guaranteed by the manufacturer and also
retain warranties which are especially pertinent to fire prevention and protection,the following will apply:
A. The Contractor shall guarantee all workmanship and materials in Line Items#8 (a-d) for
a period of one (1)years from the date installation.
B. "For those fire hydrants under manufacturer's warranty, the contractor shall repair the fire
hydrants in accordance with the terms and conditions of the warranty(copy to be provided
by the county). For those fire hydrants no longer under manufacturer's warranty, the
contractor may use "or equal" parts only in the event that Original Equipment
Manufacture (OEM) parts are not available and warrant the repair for a period of one (1)
year from date of installation.
C. All repairs will be completed 'in accordance with AWWA manual number M-17
"Installation, field testing and Maintenance of Fire Hydrants" and recommended
procedures of-the manufacturer, latest editions. Upon completion of Repairs, the
contractor will provide Broward County with updated reports in both.hard copy and
diskette formats. The updated version will indicate the repairs and sandblast/paint work
performed.
Unless otherwise authorized by the Contract Administrator in writing, repairs and replacements will only
be done between the hours of 8:00 am and 5:00 pm local time. If contractor plans to do repairs and
replacement on weekends and/or holidays,the Contract Administrator must be notified twenty-four(24)
hours in advance of the work start and no work may start without the Contract Administrator's approval.

1. VA VINE
All fire hydrants shall be installed according to the County specifications. In all cases each hydrant
shall be installed on a 6 inch diameter branch line and shall have a 6 inch gate valve located at
the tee.
2. BRACES
The shoe of the fire hydrant shall be tied to the pipe with suitable metal tie-rods or equivalent
mechanism approved by the County. Mega lugs are acceptable for bracing.
3. R PORT4, HARD COPY R FI ECTROhIC
Reports resulting from performance of this contract (Hydrant Program) will be complied in
electronic format using direct integration with RJN Infrastructure Management System. Reports
may be provided on Disk(IBM compatible 3S inch,double sided,high density,double tract 135
TPI) or direct transfer via modem. Hard copy reports will also be required using the RJN Work
Order which is the County's document for authorizing work to be completed.
4. PASS THR01 I .H
The Commodity Code for Pass Through Materials is 956910110028.
The purpose of items in "pass-through" is to provide a means for restoring surfaces and
landscaping after fire hydrant replacements have been completed.
The actual cost of plants and equipment used in conjunction with 'pass-through," on job site
restoration will be invoiced as a "pass-through," and the Contractor will be required to supply
documentation verifying his cost.
V. COntrad 4nerifi atiQM
1. Proposals are to be submitted on a charge per unit basis for all items.
2. DMF OF STARING
The hydrant service will be performed on a pre-determined schedule. Adjustments to this
schedule will be made by the County Contract Administrator when deemed necessary. All work
shall be done between 8:00 AM-5:00 PM, Monday thru Friday. Work on Saturday or Sunday
shall be prohibited unless special written approval is given by the County Contract Administrator.
3• Contractor shall be required to respond to Emergency Request by arriving at hydrant location
within 2 hours of receiving a call from an authorized representative of the Office of Environmental
Services.

4. The Contractor is responsible for submitting to the County Contract Administrator on a daily basis
full reports in the format specified in Item 2, Audit.
5. Door Hangers are placed when appropriate to alert customers to a problem resulting from the fire
hydrant maintenance activity which may affect her/his account. Hangers will be made available
to the contractor for use in appropriate circumstances and it will be the contractor's responsibility
to make sure the door hangers are utilized properly. See attached Exhibit,Attachment'C'.
The contractor shall notify the County Contract Administrator 96 hours in advance of the shut
down of water and indicating the boundaries of the area of customers that are effected. The
County shall place an ad in the local newspaper to notify the customers in the affected area of the
shut down.
Under the supervision of Broward County personnel the contractorwill turn off water to mains that
supply water to any fire hydrant that is scheduled for repair,as it is required.
6. County will provide personnel to the contractor for no more than two (2) months for the purpose
of familiarizing the Contractor with the County Boundaries and fire hydrant locations.
7. The County will familiarize the Contractor with all phases of the reporting format.
8. The County will sequence the routes and areas in which the work will be performed.
9. The County reserves the right to scrutinize, and reject as unsuitable, any employee of the
Contractor for just cause.
10. The Contractor will repair all County designated fire hydrants regardless of the make or model,
except where noted,and will supply all the manufacturers replacement parts or equal required to
complete the repairs. Parts that appear to be damaged or wom out will be replaced. Replacement
parts will carry the same warranty and limitations as provided by the manufacturer.
When required to replace a fire hydrant and/or valve,the contractor will supply the fire hydrant
and/or valve with required pipe and fittings. In such cases the contractor will be responsible for
warranty of the fire hydrant, valve, and workmanship. Reference Material Review List.
11. CODE RFQUIREMENT
The Contractor must be familiar with all applicable Federal,State,County, City and local Laws,
Regulations, or Codes and be governed accordingly as they will apply to this project and the
actions or operations of those engaged in the work or concerning material used.

12. PRICES
Prices submitted are to include the furnishing of all materials,equipment, uniforms, identification
tags,transportation,tools,and the provision of all labor, material,and services necessary or proper
for the execution of the work except as may be otherwise expressly provided in the contract
document. The CONTRACTOR shall furnish all safety barricades,warning and directional signs,
warning lights and any other safety devices as may be necessary and appropriate to offer safe
operational practices, and adequately protect the public. When restricting traffic in any manner,
the CONTRACTOR shall furnish and place all traffic control and safety devices necessary, such
as warning signs, barricades, detour signs, arrow boards, warning lights and any other safety
devices as may be safe, necessary and appropriate. When restricting any lane of traffic, the
CONTRACTOR shall provide for safe direction of traffic where the volume of restricted traffic is
sufficient to warrant such action of where an unsafe condition would otherwise be created. The
County will not be liable for any costs beyond those submitted herein and awarded.

1. Materials Review List are to be used in conjunction with the MINIMUM Standards which addresses
specific AWWAIANSI standards as well as a short technical specification of the products involved.
2. All materials, fittings, pipe and equipment shall be new and unused.
3. For the purpose of standardization, materials should be as much as possible of a like kind in order to
achieve conformity and meeting AWWA/ANSI standards.This will also help in reducing different types
and numbers of spare parts which Broward County Office of Environmental Services will have to keep
in their inventory.
4. In the past few years there has been a consolidation in the industry with regard to manufacture; ie
American-Darling now owns Waterous and Clow is now part of McWane. This list tries to include all
of the manufacturers that specialize in the manufacture of the equipment and materials,and we are
aware that there will be other such changes including change in styles and Model Numbers as time
goes by.
5. A continual effort between Broward County Engineers, Contractors,and manufacturer representatives
to update equipment, materials, products and model numbers of same should be made to keep the
"Materials Review List"as current as possible. �.
6. Materials Review List does not supersede any of the Broward County Purchasing Department's rules
or regulations, the Standard Form Construction Document's latest revisions, or the technical
specifications. If there is any conflict with any of the proceeding documents, the contractor shall
consult the B.C.O.E.S.County Engineer(project manager)to resolve the issue.
7. Materials manufactured overseas should have affidavit and certification as to quality control and design
criteria and that the materials meet the standards listed in the"Minimum Standards" and elsewhere for
the products being supplied by the developer,or contractor. In other words"overseas manufacturers"
should meet the same criteria as"domestic"manufacturers. Defective materials shall always be cause
for rejection. I
