Re: FRDAP
Staff recommends that the proposed renovations to Frost Park under the Florida Recreation
Development Assistance Program (FRDAP) be included in the capital improvement plan. This
inclusion, to be stated by resolution, will increase the Points awarded to our application thereby
increasing our competitiveness in the grant process.
Additionally the dollar amounts for the proposed renovations have changed. The Department of
Environmental Protection has disallowed the proposed kitchen renovation and primary building
expansion. This has brought the total project amount down to$302,100 with a 50%match from the City
of$151,050.

Re: Open Space Impact Fees-FRDAP
Staff recommends that the City Attorney investigate the appropriate use of Open Space Impact Fees
collected by the City. It is unclear whether these funds may be used only for parks within the
development area which they were collected, or if they may be utilized for any park renovation
throughout the City (4.20). The language in the resolution for the FY 2000-2001 Florida Recreational
Development Assistance Program grant for the redevelopment of Frost Park has been amended to
indicate that matching funds will be provided through general fund surplus.
