HomeMy WebLinkAboutR-1999-196 r, T 7 l� i y,::-,..-.�� :, d- ..: f ._. s h-- r, n RESOLUTION NO. 196-99 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY TO THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT FOR THE REDEVELOPMENT OF FROST PARK; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Dania Beach is interested in carrying out the following described project for the enjoyment of the citizenry of Dania Beach and the State of Florida: ✓ Project Title: City of Dania Beach Frost Park ✓ Brief Description of Project: Replace current facility structure with new multipurpose facility and renovate ball fields, tennis courts, basketball courts, and lighting. WHEREAS, Florida Department of Environmental Protection financial assistance is required for the program mentioned above; and BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA. Section 1. That the city manager is hereby authorized to apply to the Florida Department of Environmental Protection for Florida Recreational Development Assistance Program grant funding of the redevelopment of Frost Park in the FY 2000- 2001 grant funding cycle. Section 2. That the city manager is hereby authorized to make application to the Florida Department of Environmental Protection in the amount of$200,000 of the actual cost of the project on behalf of the City of Dania Beach with $200,000 in matching funds to be provided through Open Space Impact Fees, or a combination of such fees, and other funds which may be raised through the proposed General Obligation Bond. Section 3. That the City of Dania Beach certifies to the following: a. That it will accept the terms and conditions set forth in the attached proposal; b. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and 1 RESOLUTION NO. 196-99 f / any changes in plans and/or specifications will be subject to approval from grantor c. That it has the ability and intention to finance its share of the cost of the project and that the project will be operated and maintained at the expense of said City of Dania Beach for public use. d. That it will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P. L. 88-3 52 (1964) and design and construct all facilities to comply fully with statutes relating to accessibility by handicapped persons as well as other federal, state and local laws, rules and requirements. e. That it will maintain adequate financial records on the proposed project to substantiate claims for reimbursement. f. That it will make available to the Florida Department of Environmental Protection if requested, a post-audit of expenses incurred on the project. Section 4. . That all resolutions or parts of resolutions in conflict with this resolution are hereby repealed to the extent of such conflict. Section 5. NSBRO CITY ATTORNEY 2 RESOLUTION NO. 196-99 f M1 T _t (l FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT APPLICATION PACKAGE INTRODUCTION The Florida Recreation Development Assistance Program (FRDAP) provides grants to local governmental entities to acquire or develop land for public outdoor recreation. The Florida Department of Environmental Protection (DEP), Bureau of Design and Recreation Services administers FRDAP. DEP evaluates grant applications according to policies and procedures described in Chapter 62D-5, Part V, Florida Administrative Code (F.A.C.). This is commonly known as the FRDAP Rule. Applicants should familiarize themselves with these policies and procedures. This packet will assist all applicants in preparing and presenting the information needed for DEP to evaluate proposed FRDAP applications. GENERAL APPLICATION INFORMATION F ease submit the application in a SOFT COVER binder (please, no 3-ringnders). To facilitate the review and scoring process, label or tab all support cuments or attachments. We appreciate your cooperation. A proposed FRDAP project must be for either acquisition or development of land for public outdoor recreational purposes. If an acquisition project receives a FRDAP grant, the applicant must develop the acquired site for public outdoor recreation use within three(3)years. A development proposal should consist of the complete or partial development of the site for public outdoor recreational use. The grantee will have up to two (2) years from the effective date of the project agreement to complete the project. A development project may consist of one improvement or a group of related improvements designed to provide primary facilities for outdoor recreation. Secondary or support facilities or improvements for access, safety and protection of the project are viable project components, but should not dominate the proposed project. Primary facility costs must be greater than or equal to fifty percent of the total project cost. Support facilities alone do not constitute an eligible project, except projects that provide or improve sandy beach access. Eligible areas and facilities are described in the FRDAP Rule. The Department's performance and obligation to award program grants is contingent upon an annual appropriation by the Florida Legislature. EVALUATION PROCESS Page I of20 FPS-A033 F. T Following DEP staff review of the applications, DEP will notify applicants of any deficiencies. Missing or incomplete documentation will usually constitute a deficiency. Applicants must submit requested deficiency information within fifteen (15) working days from date of deficiency notification. After the deficiency period, DEP ranks all eligible applications in accordance with the evaluation criteria set forth in the FRDAP Rule. APPLICATION SUBMISSION INFORMATION Applicants most submit proposals for FRDAP grants on application form FPS-A033. DEP evaluates applications on the basis of the information provided by the applicants, except where such data is superseded by official DEP information. Failure by an applicant to present all required application information and documentation may result in the application being declared ineligible for funding consideration. Failure by an applicant to provide accurate information and documentation relating to the evaluation criteria for the proposed project set forth in the FRDAP Rule may result in a loss of points for the applicant's competitive score. Applicants must submit three copies (I original and 2 copies) of the completed application and all supporting documents during the announced submission period of September 1, 1999, through September 30, 1999. Include land resources, vegetation,fish o and wildlife, historical, archaeological resources,previous land usage and transportation access i as well as other pertinent information. Frost Park—(300 NE 2nd Street)Surrounded by residential houses and across the street from Dania Jai-Alai, Frost Park offers a variety of activities for all ages. This 8.5-acre park is the home of the Dania Optimist that offers baseball, softball, and soccer programs for children and adults of all ages. There are three tennis courts, a paddleball court, and a basketball court for residents to enjoy. A picnic area, freshwater fishing, a playground,and a 1--V2 mile walking trail are available surrounded by lush indigenous plant life and populated by numerous native wildlife. There is no user fee required to take advantage of these amenities. The recreation facility houses many programs such as karate, billiards, ping-pong, and other activities. Public transportation is available to the park and parking is availed for private vehicles at no cost.The park bears the name of a family with a rich tradition in Dania Beach, the Frost family, and they donated the land that now comprises the park.Three Frosts have served the City of Dania as Mayor,G.A. Frost(1909-1910),Martin C.Frost(1914-1918, 1919- 1923, 1031-1932) and Lincoln Frost(1947-1948).This park serves as a vital link for the youth of the City to connect with the history of the oldest municipaility in Broward County. 3. (Please tab as Exhibit"I3") (4 points) The proposed project would address several areas outlined specifically in SCORP. One of the goals of the Florida Outdoor recreation Plan is to "expand state and local efforts to provide recreational opportunities to urban areas, including the development of activity based parks". This proposal, if funded would allow a small municipality of approximately 17,500 residents and a modest operating budget of $18,000,000 to enhance an activity based park that serves many elderly residents and families from lower income levels. The proposed project would resurface existing tennis courts, basketball courts, and handball courts. Picnic shelters would facilitate the increased use of the park. Furthermore, the remodeling of the existing main building would expand its multiuse capacity thereby increasing its utilization for myriad civic activities and sport ing/recreational events. This proposal further addresses the issue that "insufficient attention...has been given to improving the accessibility of exiting parks and recreation programs to these segments of the population with special recreation needs". The proposed project specifically addresses the issue of handicapped accessibility with the provision of the most accommodating restroom facility that goes beyond ADA requirements.
