HomeMy WebLinkAboutR-1999-175� ` r, ' r 7 ( r `� L .. r � `" 2�-- I RESOLUTION NO. 175-99 i A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY TO THE OFFICE OF THE GOVERNOR FOR THE DESIGNATION OF THE CITY OF DANIA BEACH AS A "FLORIDA FRONT PORCH" COMMUNITY; PROVIDING THAT THE DESIGNATION WOULD ALLOW THE CITY TO COMPETE FOR A PORTION OF $5.2 MILLION IN FLORIDA FRONT PORCH FUNDING; AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO EXECUTE SAID APPLICATION; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, one year ago, Governor Jeb Bush introduced an urban revitalization initiative that was designed to build on the strengths of Florida's urban core communities; and WHEREAS, Front Porch communities will benefit from the efforts of the Governor's Office to create strategic alliances and networks of community collaboration that will develop and forge better relationships between Front Porch communities and other community, corporate, and faith-based organizations; and WHEREAS, in receiving a Front Porch Florida designation, communities will be asked to develop a Neighborhood Action Plan that defines the problems specific to that community and empowers the community to develop the Solutions so that answers come from the bottom-up, not the top-down; and WHEREAS, in exchange for this community involvement, the Governor and the Office of Urban Opportunity will serve as a "civic switchboard"for"Front Porch Florida"communities, Putting them in touch with state and federal funding, connecting them with private and not for Profit resources that might otherwise not invest in these communities; and WHEREAS, a "Front Porch Florida" community designation would enable the City of Dania Beach to take advantage of a portion of$5.2 million in Front Porch Florida funding Provided by the Legislature to assist Florida's first three Front Porch Florida communities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: r 4- r Section 1. That the City Manager is hereby authorized to apply to the Office of the Governor for the designation of the City of Dania Beach as a "Front Porch Florida" community", a copy of which application is attached and made a part of this Resolution as Exhibit"A", is approved and appropriate city officials are directed to execute same. Section 2. That all resolutions or parts of resolutions in conflict with this resolution are hereby repealed to the extent of such conflict. Section 3. That this resolution shall be in force and take effect immediately upon its passage and adoption. Front Porch Florida will employ a comprehensive approach empowering urban core residents to define and craft solutions to their problems. Designated communities will develop a specialized Neighborhood Action Plan that the Governor's Office of Urban Opportunity, in partnership with the community, will work to implement utilizing resources from inside and outside the neighborhood. The purpose of this Application Package is to provide community leaders with an opportunity to nominate their area to become one of the first three Front Porch Communities in fiscal year 1999/00. By the year 2002, the state will designate up to 20 Front Porch Communities. -r 7 r APPLICATION GUIDELINES (continued) 1. ELIGIBLE ORGANIZATIONS Any community-based, not-for-profit organization or a coalition of such organizations is eligible to nominate an area for designation. Successful applications will include coalitions that have broad community representation and are resident-driven. 2. NOMINATED NEIGHBORHOOD AREAS To be successful, organizations are encouraged to nominate a small, workable neighborhood that has natural boundaries and preferably is contiguous. Generally, successful neighborhoods will not be larger than 2 square miles. The map of your nominated area should show the relationship of the neighborhood to the municipality in which it is located. 3. CURRENT STATUS OF NEIGHBORHOOD Applicants will be asked to describe the current status of their neighborhood. We are looking for communities with a demonstrated need for revitalization. Sources for this information include: • Planning Offices/Departments with city or county governments; • Regional Planning Councils; • Local Housing Authorities; • Police/Sheriff Departments; • Florida Department of Law Enforcement; • School Boards; and • Florida Department of Education. 4. HISTORY OF COMMUNITY-BASED EFFORTS Successful applicants will be able to demonstrate that the nominated neighborhood has experience in grass-roots, resident-driven efforts. 5. COALITION BUILDING/COMMITMENT LETTERS Successful applicants will have a demonstrated ability to build inclusive and responsive coalitions to enhance their neighborhood. Front Porch Florida recognizes that relationships are the key to improving the quality of life in our inner cities—not interagency relationships driven by government,but interpersonal relationships driven by urban core residents neighbor to neighbor, teacher to student, pastor to worshipper,business to entrepreneur. Keeping this in mind, the goal of the Front Porch Florida initiative is to"activate the neighborhood." Here's how Front Parch Florida will seek to accomplish its mission: In receiving a Front Porch Florida designation,communities will be asked to develop a .1 Neighborhood Action Plan that defines the problems specific to that community and empowers the community to develop the solutions so that answers come from the bottom-up,not the top-down. This relationship-building effort will entail the personal involvement of the Governor in each of these communities. As you will see,the application package and process for receiving a Front Porch Florida designation is designed to be simple,yet comprehensive. In this way,we can capture all the relevant criteria for allowing this office to make appropriate selection(s). The deadline for submitting an application is September 15, 1999. After having visited most of the urban core areas in our state, I am encouraged that many communities are already working toward finding solutions to their socio-economic issues. In the community where I lived for the past 46 years,West Ocala,we worked together to bring about positive change through MAD DADS(Men Against Destruction, Defending Against Drugs and Social Disorder). We started 41 chapters in the last nine years comprised of men,women, fathers and mothers who have become active because of the rapid growth in drug trafficking and d_ .. r L b T associated gang violence in their neighborhoods. They have made solemn commitments to face problems straight on and turn their communities around in a positive direction. Through Front Porch Florida,we are seeking this same kind of grassroots activism and commitment. We want to remove the barriers to change, give people a voice who normally don't speak out, and bring life to every community one front porch at a time.
